Executive Summary- Youth Acting for Change Nepal a well recognized NGO working in the Far and Mid western region since last 7 Years implementing issue based programming as Human Right to Food, water, health and education, improve access to service, system and structure of socially and economically discriminated people, and building capacity of right holders on human right issues. In this connection, YAC Nepal has been implementing Awareness Campaign on Climate Change in far western region in partnership with LiBIRD for the period of 6 month period from 2010 August to 2010 December. The program is guided with the four folds objectives for instance- sensitize local civil society organizations and stakeholders on Climate Change issue, building common understanding among service providers to address the climate change issue, impart experiences, initiations and observations about climate change at local level, initiate network or forum of civil society organizations at district level.

YAC Nepal has build collaboration with different 8 local level NGOs and cooperatives to organize orientation program in different 7 district of far western region. The local level organizations has shared resources of an amount of 19575 and also played key role for identifying variety of participants in the workshop as a result YAC able to organize this workshop to additional one district with the given budget for six districts. With the active role of the collaborating organization there has been encouraging participants from government organizations, political parties, journalist, and CA member in some district which is being very important output of the program to draw the attention of local level policy implementer on climate change issue within this short period.

A total of 7 events of climate change orientation organized in each 7 districts (Baitadi, Dadeldhura, Darchulla, Achham, Bajhang, Bajura and Doti) during this November and December. Total of 260 participants from civil society organizations, government organizations, political parties, Jurnalist, CA member, and representatives from Dalit, women, janajati and different forum have been oriented on climate change issue. Total of 7 NGOs identified in each 7 program district identified as a nodal NGO for coordinating the climate change issue in the district level government and non government organizations. Participation of VDC secretary in this orientation program in the Darchulla district explored opportunity to incorporate this issue in the VDC planning process. Similarly Bio-diversity Cooperatives Kailali, FECOFUN and DFO of Dadeldhura, Doti, and Baitadi have made commitment to incorporate Jathropha plantation in their program which is identified a suitable plant species for contributing in addressing impact of climate change both for environment conservation and house hold income aspect. .

A). Introduction-Youth Acting for Change-Nepal (YAC-N) is a recognized NGO working in far western region since 2061 with focus on issue based programming in partnership with different national and international development agencies. In this connection, YAC Nepal has signed agreement with Li- Bird for the period of 6 month (July 2010 –December 2010) to implement orientation program on Climate change in 6 Districts (Bajhang, Bajura, Doti, Baitadi, Acham, and Darchulla) aiming to enhance the awareness and strengthen the role of civil society organizations on policy advocacy related to climate change. A total of 260 representatives from government, non-government, political parties and journalist have been participated in these events. The interaction workshop is guided by the following objectives.

B). Objective of the interaction workshop- 1. Sensitize civil society organizations and stakeholders on and about climate change issue through imparting information related to climate change at global and local level. 2. Develop common understanding among civil society organizations and stakeholders to address the effect of climate change issue. 3. Identify the role of civil society organizations and stakeholders of policy advocacy, raising awareness and mainstreaming this issue in their program and policy. 4. Identify and develop mechanism for advocacy on climate change issue at district level

C). Workshop process and methodology- YAC-Nepal has organized Climate Change orientation workshop in Doti, Acham, and Baitadi district in collaboration with Bio-diversity Promotion Cooperative-Kailali and in Dadeldhura the orientation has been organized in partnership with IDeS- Dadeldhur. A joint decision has been made with both of the organizations for resource and technical assistance from both organizations. The purpose of collaboration with Cooperatives is to apply the learning of this awareness raising workshop in practice through encouraging participants in Jathropha plantation in community, and available waste land in this region. As Jathropha plantation is one of the suitable plant spaces both for household income, and a potential adaptation measures to minimize the threat of for climate change. Similarly, the aim of collaboration with IDeS is to impart experiences and local level efforts that IDes has been acquired through its programming related to climate change. YAC Nepal has coordinated district based NGOs as IDeS-in Dadeldhura, HUSEC-Baitadi, Rural Development Center in Doti, DWO in Acham, Miss-Bajura in Bajura, NGO Federation in Bajhang and Sangkalpa Youth Clu –Baitadi for identify participants, Venue, and date for the workshop in the respective district. Exchange local information on climate change issue, imparting field experiences of participating organizations, group work and plenary discussion, along with overhead presentation on Global aspect of climate change has been practiced during the workshop session. By the end of the workshop a practical plan of action has been prepared particularly for sharing local level information that has been observed year round and decided to collaborate with FECOFUN, FAO, ECIMOD and District Forestry office for promoting jathropha plantation in the community forestry.

D). Workshop outcome- YAC in coordination and collaboration with district based civil society organizations such as – HUSEC- Baitadi, Rural development Center - Doti, NGO Federation - Bajhang, IDeS - Dadeldhura, Miss Bajura- Bajura, DWO - Acham and Sangkalpa Youth Club - Darchulla district has organized 7 events of interaction workshop to total of 260 participants (see annex-1) from government, non government organizations, political leaders, and Journalist.

E). Session Description-In order to achieve the workshop objectives following contents designed and facilitated during the workshop session;

I . Welcome, introduction, and Expectation collection The session was started by the welcome remarks from YAC-Nepal with highlighting on workshop objectives. Following the welcome notes, expectation of the participants has been collected, grouped and displaced in the news print for the discussion. Key expectations of the participants are related to technical understanding about climate change issue, and its effect on livelihood. Similarly most of the expectations were related to Knowledge and skill on adaptation, effect of climate change on happening

natural disaster, agriculture production, happening Welcome offered by YAC Nepal in Achham hunger, and role of civil society organization to address the climate change issue.

II. Presentation of climate change issue at global and local level, it,s impact on living creature,

National policy and initiatives for climate change adaptation- The session is facilitated by YAC Nepal with brain storming to know about how participants do understand about climate changes. The views pointed out by the participants have been noted in the news print. Most of the views expressed by the participants are related to effect of climate change such as happening of heavy rainfall, long drought, increase of temperature, early flowering and fruiting of oranges, Laligrouns, shifting the period of monsoon, decreasing in

crop production etc. The facilitator has Session facilitated by YAC Nepal in Baitadi DDC Hall summarized the views of participants with presenting the slide on climate change and its effect at local and national level and its impact in socio- economic status of leaving creature especially of human being. Shared the definition of climate change as "it refers to any change in climate over time as a result of both Natural variability and human activities." During this session the facilitator has discussed on definition of Climate change, presented some fact on increasing temperature, and sea level, that has been observed globally, and in Nepal due to climate change effect. Similarly facilitated about the reasons of climate change, process of increasing global temperature, effect of green house gas, and observable effect due to climate change in Social, economical, physical, Natural, and Human being sectors. The participants have realized that climate change has visible and predominantly negative impacts on crop yields and the availability of potable

water. The situation will further deteriorate in the future. It therefore poses substantial challenges for the implementation of the human right to food and water.

During the workshop the facilitator has presented about responding measures to address the impact of climate change by Reduction the amount of carbon and applying the adaptation approaches to reduce people's vulnerability to climate change. Adjoining to this session, discussion focused on Planned and Autonomous adaptation measures it's meaning, process and government policies in this aspect. Similarly shared the step and efforts initiated by National and international level towards climate change vulnerabilities. Short discussion was placed about government initiation of forming NAPA and it's structure, preparation of Draft Climate Change policy 2067, and finance management to implement adaptation policy at all level. At the end of the presentation some news cutting related to drought, flash flood, landslide, rainfall trends, food scarcity, delay in paddy plantation etc were explored and discussed with the participants to understand the seriousness of climate change in our context. Following this session open discussion has been organized to collect the observation of participants in thiear circumstances due to climate change.

Observations of participants due to climate changes-are as follows-The monsoon trends to being later, the rainfall is more irregular and flash flood, and more frequent, the winter rains are reduced sometimes failure, snowfall pattern is shorter and lesser, the water sources are drying up, long drought, and heavy flooding, and land erosion are greatly noticing in hill, mid-hill and Terai Zone. Some of the visible observations expressed by participants are as follows-

1. Production and size of onion is CDO drawing attention of participants to mainstreaming climate significantly decreased in in program and policy of all development agencies and CSO compression as the weight of onion was about 1 KG per bulb up to 2048 now it is hardly of about 200 Gram, similar observation is found in cabbage production-Darchulla. 2. Potato production is observed very limited, it is nearly about disappeared-Darchulla. 3. Valchur and Tiger are disappeared-Dadeldhura, baitadi and Darchulla. 4. Sankarpur VDC is popular for orange production, but now a days the orange plants are dried out- Darchuaal. Similar case in Baitadi and Doti. 5. 3-5 year ago the Bhagawati VDC of Darchulla was pocket for Zinger production, but now the production of Zinger is significantly decreased. 6. Source of DWSS are drying off day by day in all 7 district. 7. There is change in rainfall pattern; period of monsoon has been observed changed in all 7 districts. 8. Many fodder and grasses species are disappeared in all 7 districts. 9. Snow fall was common during winter but now days it is irregular and sometimes not happened. 10. Observed late monsoon, long draught since last 5 year. 5

11. In 2061 there was snow fall in Darchulla Khallana it was not happened any time before and now. 12. Flowering of Peach, is shown in this Margshir in Dadeldhura, and flowering of Laligurasn is also tends during early winter since last 2 to 3 year in dadeldhura. 13. There is fruiting of Apple in this Margshir, while the usual time of its fruiting is Chaitra, Baisakh.

III. Group work and plenary presentation of Role of Civil society organizations and possible mechanism to address the negative impact of climate change- A group work organized using snow ball method to identify the role of civil society organization and government organization to address the observable threats of climate change. The outcome of the group work has been presented in the flower and the facilitator has complied and prepared the final set of the presentation which is as

follows;

1. Collection and sharing the information that has been observed at local circumstances related to climate change, particularly rainfall CA Member & CDO with group in Bajhang working out the role pattern, happening drought, crop of state and civil society in climate change issue prodution, change in fruiting and flowering period of plant or crop species, and disappearance of plant species.

2. Collect the name and practices of indigenous crop, grass, and plant species and local practices of storage, water preservation friendly to climate change adaption and documented for sharing.

3. Building awareness of local communities on climate change through incorporating climate change issue in their program and policy.

4. Influence local governance espicially DDC and VDC for incorporating climate change issue in VDC and DDC planning.

5. Influence VDC and DDC to allocate budget for implementation the climate change related activities as bio-engineering, environment conservation, skill development activities, promotion of indigenous means of livelihood of poor and vulnerable people.

6. Build effective information communication mechanism and increase access to government and non government institution for seeking adequate knowledge and skill on and about climate change issue. 7. District Agriculture Development office, and District Forestry Office need to coordinate with government and non government organization to mainstreaming climate change issue in the program and policy and also played key role for technical support.

8. It has been decided that the existing RTF Network, and Food Security alliance should play role to promote, advocate and communication about climate change rather to form separate forum named NGO group for climate change. In this connection following organization in respective district will work as a nodal organization for NGO group of climate change as follows-

At the end of the workshop some key recommendation has been drawn out by the participants to promote climate change issue in future as a next step as described below-

G). Some recommendations by the participants-

1. Government policy and procedure is insufficient to create awareness on climate change and to address the effect of climate change- In the district climate change is as strange and there is absent of policy at local level hence it is greatly realized by the participants to influence local governance –VDC and DDC for incorporating this issue in DDC and VDC plan and policy. Li-bird needs to think in this area in future.

2. Limited or negligible information to government and non government organizations on climate change issue-Awareness raising and capacity building is the next key area for future focus. It requires great emphasis on training and workshop to government and non government organization especially local level service provider on climate change issue.

3. Civil society organizations have limited knowledge, skill and experience on climate change issue and there is no information and communication mechanism at local, regional and national level- This is glonbal issue, but there is very limited information available at local level, hence it is necessary to build, strengthen, and expanded the information communication mechanism at grass root level in order to update and increase basic knowledge on climate change and also need to adopted or apply mass awareness program through print and electronic media.

4. Needs to promote indigenous practices suitable or friendly to climate change.- Identify and promote indigenous practices or adaptation measures to climate change in each district as a trail project focusing on disaster management, crop production and capacity building aspect. And also need to collect data of seasonal metrological data in coordination with Metrology Office that may help for designing climate change technology. .

5. Local level research, observation and data collection needs to be conducted-There is very limited information about climate change issue available in the local area, there is only limited almost single NGOs in Dadeldhura, Baitadi and Bajura district have been initiated climate change issue if support to FAO. The community and civil society organization are very eager to learn more about climate change and are suffering from the effect of climate change in their cropping pattern, and livelihood activities. It is therefore, small scale trail, and collection of observation and feeling the change in the atmosphere-rain fall, and temperature needs to be documented and shared and also applied the local level adaptation measures as a pilot bases.
