Recommendations 8 1 Executive Summary- Youth Acting for Change Nepal a well recognized NGO working in the Far and Mid western region since last 7 Years implementing issue based programming as Human Right to Food, water, health and education, improve access to service, system and structure of socially and economically discriminated people, and building capacity of right holders on human right issues. In this connection, YAC Nepal has been implementing Awareness Campaign on Climate Change in far western region in partnership with LiBIRD for the period of 6 month period from 2010 August to 2010 December. The program is guided with the four folds objectives for instance- sensitize local civil society organizations and stakeholders on Climate Change issue, building common understanding among service providers to address the climate change issue, impart experiences, initiations and observations about climate change at local level, initiate network or forum of civil society organizations at district level. YAC Nepal has build collaboration with different 8 local level NGOs and cooperatives to organize orientation program in different 7 district of far western region. The local level organizations has shared resources of an amount of 19575 and also played key role for identifying variety of participants in the workshop as a result YAC able to organize this workshop to additional one district with the given budget for six districts. With the active role of the collaborating organization there has been encouraging participants from government organizations, political parties, journalist, and CA member in some district which is being very important output of the program to draw the attention of local level policy implementer on climate change issue within this short period. A total of 7 events of climate change orientation organized in each 7 districts (Baitadi, Dadeldhura, Darchulla, Achham, Bajhang, Bajura and Doti) during this November and December. Total of 260 participants from civil society organizations, government organizations, political parties, Jurnalist, CA member, and representatives from Dalit, women, janajati and different forum have been oriented on climate change issue. Total of 7 NGOs identified in each 7 program district identified as a nodal NGO for coordinating the climate change issue in the district level government and non government organizations. Participation of VDC secretary in this orientation program in the Darchulla district explored opportunity to incorporate this issue in the VDC planning process. Similarly Bio-diversity Cooperatives Kailali, FECOFUN and DFO of Dadeldhura, Doti, and Baitadi have made commitment to incorporate Jathropha plantation in their program which is identified a suitable plant species for contributing in addressing impact of climate change both for environment conservation and house hold income aspect. 2 A). Introduction-Youth Acting for Change-Nepal (YAC-N) is a recognized NGO working in far western region since 2061 with focus on issue based programming in partnership with different national and international development agencies. In this connection, YAC Nepal has signed agreement with Li- Bird for the period of 6 month (July 2010 –December 2010) to implement orientation program on Climate change in 6 Districts (Bajhang, Bajura, Doti, Baitadi, Acham, and Darchulla) aiming to enhance the awareness and strengthen the role of civil society organizations on policy advocacy related to climate change. A total of 260 representatives from government, non-government, political parties and journalist have been participated in these events. The interaction workshop is guided by the following objectives. B). Objective of the interaction workshop- 1. Sensitize civil society organizations and stakeholders on and about climate change issue through imparting information related to climate change at global and local level. 2. Develop common understanding among civil society organizations and stakeholders to address the effect of climate change issue. 3. Identify the role of civil society organizations and stakeholders of policy advocacy, raising awareness and mainstreaming this issue in their program and policy. 4. Identify and develop mechanism for advocacy on climate change issue at district level C). Workshop process and methodology- YAC-Nepal has organized Climate Change orientation workshop in Doti, Acham, and Baitadi district in collaboration with Bio-diversity Promotion Cooperative-Kailali and in Dadeldhura the orientation has been organized in partnership with IDeS- Dadeldhur. A joint decision has been made with both of the organizations for resource and technical assistance from both organizations. The purpose of collaboration with Cooperatives is to apply the learning of this awareness raising workshop in practice through encouraging participants in Jathropha plantation in community, and available waste land in this region. As Jathropha plantation is one of the suitable plant spaces both for household income, and a potential adaptation measures to minimize the threat of for climate change. Similarly, the aim of collaboration with IDeS is to impart experiences and local level efforts that IDes has been acquired through its programming related to climate change. YAC Nepal has coordinated district based NGOs as IDeS-in Dadeldhura, HUSEC-Baitadi, Rural Development Center in Doti, DWO in Acham, Miss-Bajura in Bajura, NGO Federation in Bajhang and Sangkalpa Youth Clu –Baitadi for identify participants, Venue, and date for the workshop in the respective district. Exchange local information on climate change issue, imparting field experiences of participating organizations, group work and plenary discussion, along with overhead presentation on Global aspect of climate change has been practiced during the workshop session. By the end of the workshop a practical plan of action has been prepared particularly for sharing local level information that has been observed year round and decided to collaborate with FECOFUN, FAO, ECIMOD and District Forestry office for promoting jathropha plantation in the community forestry. D). Workshop outcome- YAC in coordination and collaboration with district based civil society organizations such as – HUSEC- Baitadi, Rural development Center - Doti, NGO Federation - Bajhang, IDeS - Dadeldhura, Miss Bajura- Bajura, DWO - Acham and Sangkalpa Youth Club - Darchulla district has organized 7 events of interaction workshop to total of 260 participants (see annex-1) from government, non government organizations, political leaders, and Journalist. 3 E). Session Description-In order to achieve the workshop objectives following contents designed and facilitated during the workshop session; I . Welcome, introduction, and Expectation collection The session was started by the welcome remarks from YAC-Nepal with highlighting on workshop objectives. Following the welcome notes, expectation of the participants has been collected, grouped and displaced in the news print for the discussion. Key expectations of the participants are related to technical understanding about climate change issue, and its effect on livelihood. Similarly most of the expectations were related to Knowledge and skill on adaptation, effect of climate change on happening natural disaster, agriculture production, happening Welcome offered by YAC Nepal in Achham hunger, and role of civil society organization to address the climate change issue. II. Presentation of climate change issue at global and local level, it,s impact on living creature, National policy and initiatives for climate change adaptation- The session is facilitated by YAC Nepal with brain storming to know about how participants do understand about climate changes. The views pointed out by the participants have been noted in the news print. Most of the views expressed by the participants are related to effect of climate change such as happening of heavy rainfall, long drought, increase of temperature, early flowering and fruiting of oranges, Laligrouns, shifting the period of monsoon, decreasing in crop production etc. The facilitator has Session facilitated by YAC Nepal in Baitadi DDC Hall summarized the views of participants with presenting the slide on climate change and its effect at local and national level and its impact in socio- economic status of leaving creature especially of human being. Shared the definition of climate change as "it refers to any change in climate over time as a result of both Natural variability and human activities."
