The Subcommittee met, pursuant to call, at 10:02 a.m. in Room 1324, Longworth House Office Building, The Honorable Rau´ l M. Grijalva [Chairman of the Subcommittee] presiding. Present: Representatives Grijalva, Hastings, Kildee, Bishop, Heinrich, Shea-Porter, Coffman, and Lummis. STATEMENT OF THE HONORABLE RAU´ L M. GRIJALVA, A REP- RESENTATIVE IN CONGRESS FROM THE STATE OF ARIZONA Mr. GRIJALVA. Let me call the Subcommittee on National Parks, Forests and Public Lands to order. This is a legislative hearing on H.R. 644, and I’d like to welcome everyone, particularly our witnesses—some of whom had to go through considerable lengths to be here with us. We are very appreciative of your presence and look forward to your testimony. Like the Statue of Liberty, or the Dome of the U.S. Capitol Building just across the street from us, the Grand Canyon is one of the most instantly recognizable icons in the world. The canyon’s walls and jagged formations are shorthand for what makes this country exceptional, and what we stand for as a people. Grand Canyon National Park evokes nostalgia for family vaca- tions and park rangers spinning yarns about the canyon lore over a campfire. It reminds us that those who came before us had the foresight to save this place for us and we, in turn, bear the heavy responsibility of preserving this place for those who will come after us. Like the Grand Canyon itself, this kind of large landscape pres- ervation is uniquely American and also worth preserving. However, in the past several years, in response to booming demands for uranium, thousands of mining claims have popped up along the park’s edge, threatening the natural and cultural resources of the park as well as its watershed.     Report of the 96th ARIZONA TOWN HALL “BUILDING ARIZONA’S FUTURE: JOBS, INNOVATION & COMPETITIVENESS” Tucson, Arizona April 25 - 28, 2010 *Note: This is a working draft subject to further grammatical changes and clarification. Two and a half years into the worst economic downturn since the Great Depression, Arizona’s economy—and its residents—continue to struggle, even while other areas of the country, including a few neighboring states, show signs of recovery. Over the last 25 years, Arizona has grown increasingly dependent on population growth and the attendant growth in housing construction and service industries. This dependence has rendered the State particularly vulnerable to the mortgage and consumer credit crises of the last two years. Construction jobs and home equity can no longer support consumption as Arizonans continue to lose their homes and jobs in alarming numbers. Numerous tax cuts during the boom years and voter-approved spending increases have created a long-term structural deficit in the State’s budget. Declining tax revenues since the bust have had a disastrous effect on the budget. Arizona’s response to this budget crisis has been to reduce social services and education spending at precisely the moment that both are needed to help weather the downturn and to prepare for a recovery. In these challenging times, a diverse cross-section of Arizona residents came together in Tucson to look beyond the present crisis, to seek consensus on what the State’s post- recession economy should look like and to identify the best means for achieving that desired economic future. All export figures refer to merchandise exports, which consist of manufactures, agricultural and livestock products, and other commodities. Except where otherwise noted, export figures are calculated based on the location of exporter, which is not necessarily the same as the location of producer. THE IMPORTANCE OF THE GLOBAL ECONOMY TO ALABAMA Over the past several decades, growth in international trade has become increasingly important to the U.S. economy. During that period, Asia has emerged as a leading market for U.S. products. Today, exports to Asia account for 30 percent of all U.S. exports; agricultural exports to Asia constitute 40 percent of all U.S. agricultural exports. Similarly, over the same period of time the economy of Alabama has forged close ties with the economies of Asia. · Alabama exported $867 million of merchandise to Asia in 1997. These exports accounted for 19 percent of the state’s total merchandise exports. · Exports have been an important vehicle of growth for Alabama. Between 1993 and 1997, the state’s exports to Asia increased by 31 percent. · Several of the state’s key sectors depend on the health of Asian economies. For example, the paper products sector was responsible for $191 million, or 22 percent, of the state’s exports to Asia in 1997. · The industrial machinery and computer industry accounted for $178 million, or 21 percent, of the state’s exports to Asia in 1997.

Given the rapid influx of people into the region, the significant economic growth, and competing demands for water and other resources, especially in urban areas, vulnerability to climatic variations is already increasing in some areas of the Southwest. Differences in income, access to institutional resources, or employment options make some individu- als or groups less able to cope with the adverse effects of climate changes or to use climate informa- tion to guide decisions. And the ability to respond to climatic variability and make the best use of cli- mate information often is constrained both by institutional obligations and by the tense politics of some public land management in the region.

Cancer has touched my Life Ann Ring, my beloved wife, and mother of my three incredible sons, was diagnosed with breast cancer in 1985 and after a brave struggle, finally succumbed to the disease in 1990. Eleven years later in 2001, I met my wonderful second life partner, Pat Wood, who has twice survived breast cancer - experiencing surgery, radiation, and chemotherapy - and has been cancer-free since 2004. Finally, in 2013/2014 I had three early skin cancers surgically removed from my head - a squamous cell, early melanoma, and basil cell - an experience that my dermatologist referred to as a rare “trifecta.” My objectives with this book As my small part in battling cancer, I am self-publishing this book and then giving the books away while copies last.
