CI-GEF Project Screening Form 03/02/2016 1. The CI-GEF Project Agency undertakes environmental and social safeguard screening of each proposed project to determine whether an ESIA is required and if so, the appropriate extent and type of ESIA (see Policy #1 and Appendix I for more details). The CI-GEF Project Agency classifies the proposed project into one of three categories, depending on the type, location, sensitivity and scale of the project and the nature and magnitude of its potential environmental and social impacts. The descriptions of the categories and lists of types of projects identified in Appendix I are meant to serve as guidance to proposal reviewers and are not meant to be exhaustive. 2. All proposed activities will undergo safeguard screening to determine eligibility under CI-GEF ESMF policies, the type of ESIA that they are subject to and if proposed project activities trigger any of the safeguards policies. 3. The Executing Entity is responsible for providing responses to each of the questions outlined in this form when submitting a PIF to the Project Agency for consideration. 4. The Project Agency is responsible for conducting all aspects of the safeguard screening process, from initiation to making the final decision on whether or not an ESIA is necessary and, if so, at what level along with whether a project-level plan is required if a safeguard is triggered. I. SOUTHERN AFRICA: Cyclone Belna Flash Update No. 5 As of 11 December 2019 HIGHLIGHTS • After making landfall in Soalala district, Tropical Cyclone Belna weakened into a tropical storm as it moved south, bringing strong winds and torrential rain. • Melaky and Menabe regions remain at risk of flooding. • Parts of Soalala District—which was hardest-hit by Tropical Cyclone Belna—are without power, and key infrastructure has been damaged or destroyed, including the hospital and multiple schools. SITUATION OVERVIEW Tropical Cyclone Belna made landfall in Amparafa village— in Soalala district of Boeny region—on the western coast of Madagascar, on 9 December 2019. Belna then weakened into a tropical storm and continued southwards. Heavy rains are forecasted in the regions of Melaky and Menabe, where there is still the risk of flooding. At least one person has died, two are missing and more than 2,300 people have been displaced—including 1,300 in Soalala district, which was hardest-hit by Tropical Cyclone Belna—according to the Government. The flooding of the main hospital in Soalala town could affect the availability of essential medicines in the town, and Soalala is suffering from power outages, as 12 electricity posts were damaged. There is a shortage of drinking water, as some water points and wells were submerged. At least 650 houses were damaged, 55 were flooded and 12 destroyed in Besalampy and Soalala districts. Several schools have been affected, including 29 classrooms damaged and 12 destroyed in Ambatomainty, Besalampy and Soalala districts. In Mahajanga district, more than 170 people were evacuated and were hosted in accommodation sites. -

One of the hypotheses to explain its persistence on the island is its establishment in local Ornithodoros soft ticks, whose presence has been reported in the past from the north-western coast to the Central Highlands. The aim of the present study was to verify such hypothesis by conducting tick examinations in three distinct zones of pig production in Madagascar where African Swine Fever outbreaks have been regularly reported over the past decade and then to improve our knowledge on the tick distribution and taxonomy. Results: Ornithodoros ticks were only found in one pig farm in the village of Mahitsy, north-west of Antananarivo in the Central Highlands, whereas the tick seemed to be absent from the two other study zones near Ambatondrazaka and Marovoay. Using 16SrDNA PCR amplification and sequencing, it was confirmed that the collected ticks belonged to the O. porcinus species and is closely related to the O. p. domesticus sub-species Walton, 1962. ASFV was detected in 7.14% (13/182) of the field ticks through the amplification of part of the viral VP72 gene, and their ability to maintain long-term infections was confirmed since all the ticks came from a pig building where no pigs or any other potential vertebrate hosts had been introduced for at least four years.
