English Country Dancing is believed to be the oldest form of folk dance still being danced in the world today. Its origins can be traced back at least as far as 1480, or many years before Columbus sailed for America! Many names of English Country Dances appear in sixteenth and early seventeenth century literature including Shakespeare. Saturday 19 October sees the Autumn Dance of the Heathfield Folk Dance Club being held in the Village hall at Bodle Street Green in the heart of the beautiful Sussex countryside. Music for this annual event will be provided once again by the folk band Whirling Skirmish. Whirling Skirmish was formed by two brothers who came from a musical family of six. Richard and Alan, both multi-instrumentalists, got their first ‘break’ nearly thirty years ago when invited to play, at the age of twelve, with a band formed by their local doctor. This band, The Kentish Vagabonds, which still exists and play locally, became the launching pad for the young brothers. In time the brothers met a caller from Folkestone, Kevin Edwards, with whom they formed a new group ‘The Barnstormers’ and played together for many years. In the last few years Richard and Alan have moved back to their ‘roots’ in Folkestone and in time decided to form their current band Whirling Skirmish. The dance will be led by very experienced caller Carol Hewson. Carol started her dance ‘career’ at school, originally as part of the curriculum. Re-discovering the joy of Country Dance at a Broadstairs Folk Week she has not stopped dancing since! More information can be obtained from Joy on 01435 873551. • Review of Local Speed Limits in the Rural Area
Appendix 1 PROGRESS REPORT No 1 :- REVIEW OF LOCAL SPEED LIMITS IN RURAL EAST SUSSEX BACKGROUND The revised policy summary for setting local speed limits was approved by the Lead Member for T & E on 25 June 2007. The principal changes relate to the new definition for a village and a Speed Assessment Framework for setting speed limits on rural A and B class roads. The government has set a target that all A and B roads be reviewed by 2011 and any changes implemented by that date. PROGRESS TO DATE 1. REVIEW OF SETTLEMENTS (EXCLUDING VILLAGES WITH A 30MPH SPEED LIMIT OR LOWER) 266 settlements were identified for review and placed in priority order for assessment, based on their latest 3 year casualty record. The casualty record (2004 to 2006 inclusive) showed that 149 settlements had recorded at least one crash in the 3 year period whilst the remainder (117 settlements) had recorded none. ( See Appendix A to this note) All the settlements with a crash record have been assessed against the new definition for a village and those meeting it have had speed measurements taken in order to determine what action is required to support a speed limit of 30mph. { To take the programme forward it was agreed with the Lead Member for T & E that it made good sense to combine the village review with the A and B road review and carry out all the work in one area at the same time. To facilitate this proposed method of working it was agreed to base the work on electoral divisions and those with the highest number of KSIs be treated first.
