In 1925 the British administration set up a department of Education. This was the beginning of the Protectorate Government’s involvement in Uganda’s education. But even then the schools belonged to the missions and operated on their aims. For instance, the mission groups determined the curriculum, the objectives of schools, the ownership and their management. In the case of the Church Missionary Society founded schools, there was the Educational Secretary-General whose main responsibility was to: a) Co-ordinate the Anglican Mission’s educational work, which involved appointing the area supervisors, appointing head-teachers as well as the class room teachers, and b) Write a progressive report on schools under his charge, which was always included in the annual report of the Protectorate Government Department of Education. The Educational Secretary-General’s influence over the administration and control of Church Missionary Society-founded schools was considerable until 1964 when the Government took full control of the education system in Uganda.
