[email protected] Purpose of the Program To provide GEPFP Senior Fellows with the opportunity to study education policy in the Age of Globalization by investigating education policy challenges in economically developed and developing countries. Program Focus - 2018 Across cultures, political leaders and policy makers are preparing initiatives to ensure that their countries will remain competitive in a global economy. What implications will a global economy have on education policy in the United States? Should high schools and community colleges revise their programs and services in order to prepare young people to be successful in work places that are evolving as technology’s influence become increasingly pervasive? What does it mean to be “career ready” in the 21st Century? The 2018 Global Education Policy Fellowship Program will engage senior fellows in conversations about these and other questions with policy makers, educators and private sector leaders in medium and large for-profit corporations in Germany and Switzerland. Across a series of Friday online synchronous meetings and an October field study in Germany and Switzerland, senior policy fellows will visit corporations and technical colleges that have created partnerships to offer world-class workforce development apprenticeship programs. Program Goals GEPFP Senior Fellows will: • Develop greater awareness of approaches economically developed countries are taking to ensure their education systems are preparing young people for a globally interconnected economy. Examine what it means to be “career ready” from both U.S., German and Swiss perspectives. • Develop a perspective on U.S. and Europe’s efforts to ensure its schools are globally competitive. • Observe first-hand and engage with leaders shaping German and Swiss education reform efforts. • Establish relationships with influential German and Swiss education policymakers and educators in secondary and higher education institutions. • Experience historic and cultural sites in Germany and Switzerland. Tentative Schedule of GEPFP Meetings in 2018 Note: All meeting times follow Eastern Time Zone schedules. A series of Friday two-hour meetings will be held on-line using Adobe Connect Pro, a licensed software program that enables participants to see and hear each other simultaneously provided their computers have a webcam, a headset and microphone and Adobe Flash Player 13.0 or later installed. Establishing Context: Developing Skills for Employability in Germany and Switzerland Guest speaker: Peter Berg, Ph.D., Professor of Employment Relations, School of Human Resources and Labor Relations, Michigan State University. (invited) Readings: TBA Friday, October 19 through Saturday, October 27, 2018 - Field Study in Germany and Switzerland. The field study in southern Germany and Switzerland is designed to provide Senior Fellows with an opportunity to: • Develop relationships with key German and Swiss educators and corporate leaders. • Visit schools, universities and leading education policy and training organizations. • Experience historic and cultural sites in Baden-Württemberg and Switzerland. • Collect data relating to the policy analysis project. Tentative Day-By-Day Itinerary Stuttgart - Heidelberg - Konstanz - Zurich DAY 01 FRIDAY, OCTOBER 19 DEPART USA Depart the US flight to Stuttgart, Germany. DAY 02 SATURDAY, OCTOBER 20 - ARRIVE STUTTGART Arrival and complete immigration and custom formalities. Meet the local representative outside the baggage claim area for escort to a waiting vehicle for transfer to Le Meridien Hotel. Walking the streets of old Stuttgart. Dinner on your own. DAY 03 SUNDAY, OCTOBER 21 - STUTTGART Global EPFP Orientation briefing at the hotel followed by a day trip to Heidelberg via motor coach to explore Heidelberg Castle and Heidelberg University, Germany’s oldest university. Late afternoon: Possible briefing at the Chamber of Commerce in Stuttgart with an overview of the German vocational training system. Breakfast and lunch provided. Dinner on your own. DAY 04 MONDAY, OCTOBER 22 - STUTTGART Morning: 9:00 AM- 12:00 PM: Meeting at the Ministry of Education in Baden-Wüerttemberg and briefing about the role of the ministries in VET (vocational education training). Afternoon: Visit to the Bosch Company apprenticeship program (to be confirmed). Breakfast provided. Lunch and dinner on your own. DAY 05 TUESDAY, OCTOBER 23 STUTTGART - KONSTANZ Morning: Coach ride to Konstanz and transfer to the Hotel 47° Grad. Afternoon (2:00-4:00 PM) • Briefing with the IHK Konstanz (Chamber of Commerce) at the Bodensee forum • City walking tour and dinner in Old Town Konstanz Breakfast and lunch provided. Dinner on your own. DAY 06 WEDNESDAY, OCTOBER 24 - KONSTANZ Morning: 8:30AM -12:00 PM Visit a vocational school in Singen Hohentwiel (Hohentwiel- Gewerbeschule) 3 Afternoon: Workshop at Konstanz University with interdisciplinary researchers on vocational education and training from Konstanz University and the University of St. Gallen (Switzerland). Breakfast provided. Lunch and dinner on your own. DAY 07 THURSDAY, OCTOBER 25 - KONSTANZ Morning (8.30 AM – 12:00 PM) • Visit the campus of the vocational academy, Duale Hochschule Baden-Württemberg (DHBW), Campus Fallenbrunnen Afternoon (1:00 – 6:00 PM) • Visit the apprenticeship workshops at ZF-Friedrichshafen or MTU Friedrichshafen • Visit the Zeppelin Museum Friedrichshafen Breakfast provided. Lunch and dinner on your own. DAY 08 FRIDAY, OCTOBER 26 KONSTANZ – ZURICH - KONSTANZ Morning (8:30 AM – 12:00 PM) • Visit the vocational education academy in Weinfelden (Bildungszentrums Weinfelden (CH) and/or the educational academy in Frauenfeld Swizterland (Bildungszentrum für Technik Frauenfeld (CH) Afternoon (1:00 – 6:00 PM) • Visit a corporate apprenticeship program in Weinfelden or Frauenfeld (TBA) Breakfast and farewell dinner provided. Lunch on your own. DAY 09 SATURDAY, OCTOBER 27 KONSTANZ – ZURICH – Return flight to U.S.A. Transfer to the airport in Zurich Kloten Airport for flight home. Comparison of the German, Swiss and U.S. Education Policy Agendas for Ensuring Student Success in the Age of Globalization. Guest Speaker: TBA. Readings: TBA. GEPFP Policy Analysis (Optional) Completion of a Global Education Policy Analysis. Each Fellow will have the opportunity to complete a written capstone policy analysis of an education policy initiative in Germany or Switzerland. Working individually, or in small (2-4 person) collaborative teams, Senior Fellows analyze an education policy initiative and identify any implications this challenge might have on education in the United States and/or the organization that sponsors the GEPFP experience. The focus of this policy brief would be identified prior to the October field experience. One or more researchable questions would be developed prior to our departure and would focus the data gathering process for the year. The post-tour Friday meetings will provide opportunities for fellows to share and discuss their findings and the likely implications they see for U.S. education.
