The social and political transformations of recent decades have created new forms and models of inhabiting in the city. In Latin America, phenomena of globalization and the implementation of liberal policies have, on the one hand, expanded flows of information and communication and, on the other hand, affected forms of social cohesion which were developed from the modern urbanization process of the mid-20 th Century. This new context has transformed the ways in which the people build identity and a sense of belonging inside the urban society. Since the 1990s ethnicity has become an important source of identity construction for a growing percentage of city dwellers in Latin America. The ethnic roots of its inhabitants are turned into resources for social cohesion and recognition as social actors. The purpose of this study is to explore the process of formation of an urban ethnicity in Santiago de Chile. The Mapuches are the largest ethnic group in Chile and about half of their total population resides in the city of Santiago. However, despite being the largest ethnic group in Santiago, the Mapuche do not have a visible presence in the city. The emergence over the last decade of the political and social category of urban Mapuche and Mapuche-warriache describes the growing importance of ethnicity as a source of identity in Santiago. Ethnicity is related to the notion of collective identities. In this sense, it is a process whereby a group of people are collectively different from “others,” ethnicity is a broad concept which describes a process of differentiation. The objective of this research is to investigate the strategies through which Mapuche society in Santiago establishes differences, both in relation to the remaining urban society, and to "traditional" Mapuche society. Accordingly, this work aims to identify processes through which an urban ethnic identity is constructed. The working hypothesis is that the Mapuche currently in the city - first and second generation migrants - build hybrid forms with the remaining urban society more than they reproduce or reterritorialize their society of origin. The Mapuches in the city are not trapped between their societies of origin and the host urban society, but are, in turn, building strategies in which ethnic identity is part of a system of identities in which they participate. The work has two parts. The first part presents two critical reviews: a chapter on the method of ethnographic research and its application to urban space, and another chapter which focuses on the history of modern Mapuche society. The second part is experimental and composed of three case studies. Each experimental case is presented and analyzed through ethnographic methodology. This work explores the urban ethnicity as a contemporary form of building identity and sense of belonging. Currently, in Latin America an essentialist perspective prevails to deal the indigenous identities. This paper argues that the Mapuches in the city are not trapped between their societies of origin and the host urban society, but are, in turn, building strategies in which ethnic identity is part of a system of identities in which they participate. Using mainly oral histories collected from 30 Chileans I compare the processes that led to their migration; their memories of Chile at the time of migration; the arrival to the United States, as well as their intermediate migrations to other countries; their memories of Chile during the visits to the country of origin; and their self identifications with the countries of origin and destination. I also use census data and migration entry data to characterize and analyze the different waves of Chilean migration to the United States. I separate each wave by a major historical moment. The first wave commences at the end of World War II and the beginnings of the Cold War; the second with the military coup of September 11, 1973; the third with the economic crisis of 1982; and the fourth with the return to democratic governments in 1990. Connecting the oral histories, migration data and historiographies to current approaches to migration decision-making, the study of social memory, and the construction of migrant identities, this dissertation explores the interplay of these multiple factors in the social constructions underlying the decisions to migrate.

    Disrupting Doble Desplazamiento in Conflict Zones: Alternative Feminist Stories Cross the Colombian-U.S. Border Tamera Marko, Emerson College Preface ocumentary film has the power to carry the stories and ideas of an Dindividual or group of people to others who are separated by space, economics, national boundaries, cultural differences, life circumstances and/or time. Such a power—to speak and be heard by others—is often exactly what is missing for people living in poverty, with little or no access to the technologies or networks necessary to circulate stories beyond their local communities. But bound up in that power is also a terrible responsibility and danger: how does the documentarian avoid becoming the story (or determining the story) instead of acting as the vehicle to share the story? How does she avoid becoming a self-appointed spokesperson for the poor or marginalized? Or how does he not leverage the story of others’ suffering for one’s own gain or acknowledgment? These questions become even thornier when intersected with issues of race, cultural capital, and national identity. One 9 might ask all of these questions to our next author, Tamera Marko, a U.S. native, white academic who collects video stories of displaced poor residents of Medellin, Colombia. How does she do this ethically, in a way that performs a desired service within the communities that she works, without speaking for them or defining their needs? Her article, which follows, is a testament to that commitment. Marko’s life’s work (to call it scholarship seems too small a word) resides within a complex politics of representation, and she directly takes on issues that others might shy away from.

The president already had sorne of these powers before the State of Siege was declared, under the State of Emergency and under the State of Danger to Internal Peace. Under interim provision 24 of the Constitution, which comes into effect during the State of Danger to Internal Peace, the president has the power t o detain individual s without charge for up to twenty days, to banish individuals for three months, and to expel people from or ban them from entering the country.

Finally, we outline the 1994 plan to modernize the Chilean Army. Our conclusion is that the process of modernization of the Chilean Army in the transition to democracy emerged within the armed institution, coming from the very top level, and it was mainly motivated by international and domestic prestige. Doctorando en Historia en USAL) Resumen En 1898 Chile había logrado convertirse en la séptima potencia naval del mundo pero Argentina, con la compra de los acorazados italianos, pronto ocupó el sexto lugar. Como las negociaciones diplomáticas no habían encontrado una salida definitiva, la res- puesta inmediata fue la adquisición de armamentos. Roca consideró necesario, dadas las circunstancias, producir un gesto político amistoso con respecto a Chile. Matías Errázuriz, primo del Presidente trasandino y el Doc- tor Francisco P. Moreno, acordaron una entrevista con el mandatario trasandino en la ciu- dad de Punta Arenas. En la tarde del 15 de febrero de 1899, la flotilla argentina con la presencia del Belgrano, fondeaba en Punta Arenas, allí esperaba la escuadra chilena en la que se destacaba el acorazado O’Higgins, a bordo del cual se encontraba el Presidente de Chile. Otras unidades menores completaban la presencia de ambos países en la re- gión. Roca decidió trasladarse en primer término al O’Higgins; con los saludos hubo ges- tos amistosos y un banquete, después fue Errázuriz el que visitó al Belgrano. Esta acción consistió en tender una seguidilla de fuertes de poniente a oriente y de norte a sur en los ríos más importantes: el Malleco, el Traiguén, el Cautín y finalmente el Chol Chol, asegurando de esta manera fajas que pudieran ser cultivadas culminando con la ocupación de la antigua ciudad de Villarrica. De esta manera, esta región cuya pertenencia ancestral fue del pueblo mapuche con toda su carga simbólica fue dando paso a miles de ocupantes de distintas nacionalidades como parte de un proceso de colonización agrícola impulsado desde el Estado.
