2014(was(a(year(of(success(for(Cambodia(ACTs.( The(program(of(Cambodia(ACTs(has(reached( 1500(families,(indirectly(benefit(140,000( people(and(of(which(100,000(are(vulnerable( children.(571(duty(bearers(have(received( training,(5831(people(received(awareness( raisings.(Cambodia(ACT(has(provided(legal( support(to(46(new(cases.(Among(these(cases(26(cases(have(been(successfully(closed( with(the(perpetrators(being(sent(to(prison(for(a(period(of(1(month(to(15(years(and( with(compensation(ranging(from(between(1,000,000(Riels((250(USD)(to(40,000,000( Riels((10,000(USD).(The(remaining(cases(are(still(under(process(in(court.(During(the( deportation(of(250,000(migrants(from(Thailand,(Cambodia(ACTs(was(able(to(provide( emergency(support(to(627(families,(including(732(children(and(112(pregnant(women.(

Cooperation(with(key(government(ministry(has(been(strengthened(with(NCCT(and( CNCC.(This(allows(Cambodia(ACTs(to(work(effectively(with(on(its(advocacy(work.(

! BACKGROUND

Cambodia Against Child Trafcking (Cambodia ACTs) is an NGO network composed of eleven partner NGOs working to fght child trafcking in Cambodia. Cambodia ACTs was established in July 2001 in Khao Yai, Thailand afer a meetng between Asia Against Child Trafcking (Asia ACT), and seven other representatves from Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Thailand and Vietnam where they agreed to work together to fght the serious crime of child trafcking in Southeast Asia. In May 2003, Cambodia ACTs received a grant from Terre Des Hommes Germany to run an Ant-Child Trafcking project along with their frst six NGO Partners. In 2005, Cambodia ACTs expanded from six to eleven partners. Cambodia ACTs registered with the Ministry of Interior on the 20th of January, 2009.

8 Executive Summary

With the fnancial aid from Terre des Hommes Netherlands and the Delegaton of the European Union to the Kingdom of Cambodia (EU), Cambodia ACTs carried out several projects during 2014. Two main projects were conducted throughout the year; the frst project “Enhancing the community to prevent human trafcking, especially of women and children, and to assist the victms of trafcking in accessing justce” aimed at preventng human trafcking and assistng victms of trafcking and abuse. The second project “Destnaton Unknown Campaign” aimed at eliminatng the risks that exist for Children on the Move (COM). A third “Emergency Relief Project” was conducted that responded to the urgent needs that rose with the deportaton of 250,000 migrants from Thailand. The key results of the three projects during 2014 are as following:

Preventing Child Trafficking and Abuse and Protecting Victims and Children on the Move (COM):

CPN workshops were conducted that strengthened community members’ ability to identfy victms of trafcking and abuse, as well as improved the referral system among service providers, resultng in enhancing the protecton of victms. Follow-up workshops that were conducted enhanced government acton for child protecton, and strengthened working mechanisms to counter trafcking.. Workshops for local police ofcers enhanced their skills to identfy trafcking cases and handle them properly as well as improved their record of cross border trafcking and migraton cases. Through the VSNP workshops, beter understanding on the Village Safety Policy could be seen among partcipants, and they were provided with the knowledge on how to protect themselves and children from the risk of trafcking. A documentary was produced which increased public awareness on child trafcking. The 12th of December campaign mobilized partcipants and strengthened cooperaton of major stakeholders, such as NGOs, local authorites, media, schools and children in the fght against human trafcking. Furthermore, collaboration with the NCCT resulted in an improved campaign structure that included a theme that complies with both government and civil society, providing a better campaign model. Capacity building and awareness raising workshops on child’s rights and ant-trafcking raised awareness on child trafcking issues, children on the move, children's rights, risk factors of domestc violence and other situatons related to children in the community. Awareness on COM through child peer groups were successful in raising awareness on the risks of unsafe migraton and COM issues, and enabled the partcipants to contnue and provide friends and community members with the knowledge and awareness to prevent situatons of risk.

Promoting Policy Change and Advocacy Work

Through meetngs with the MOLVT and ACLR, changes in policies have been advocated for which directly increase child protecton and prevent the risk of child trafcking. A Border Issue Group Commitee (BIGC) meetng between authorites in Thailand and Cambodia, enabled relevant stakeholders to become familiar with the term Children on the Move (COM) and integrate the discussed issues into their work.

9 Bilateral meetngs between authorites in Cambodia and Vietnam promoted the protecton of undocumented children, and a working group was established in order to strengthen the protecton of COM.

Improving Law enforcement, Prosecution and Access to Support Services

Community Dialogues that were conducted, educated community members in understanding the consequences of out of court setlement, and encouraged all relevant stakeholders, especially local authorites to push cases of trafcking, rape and sexual abuse to prosecuton through the judicial system rather than setle out of court. Special trainings to duty bearers gave duty bearers the knowledge to provide essental preliminary care to victms. This included basic counselling, and the ability to refer victms to relevant service providers such as legal support and psychological counselling. Legal services have been provided to 46 new cases and 26 cases have been successfully closed with perpetrators being sent to prison and compensatng victms.

Providing Beneficiaries with Emergency Relief

Emergency relief products were distributed to migrant families deported from Thailand and reached a total of 627 families including 732 children and 112 pregnant women. Cambodia ACTs has successfully facilitated the repatriaton of 232 people, including 141 children from Vietnam, which were later referred to relevant service providers.

Secretariat Activities

Many secretariat actvites have also been held throughout the year in order to strengthen Cambodia ACTs Implementng strategies. The diferent actvites included Executve Commitee meetngs, semiannual partner- meetngs which enabled networking and improving project implementaton, providing capacity building trainings to our member organizatons, and sharing experiences with partners of Cambodia ACTs, and general assemblies to discuss future actvites and elect key members for the organizaton. Cambodia ACTs team has also conducted monitoring visits to monitor the progress of the project implementaton and support our partners to ensure the projects are being implemented in the most efectve way.

Project Summary

2014 was the fnal year of implementaton of a three year Implementaton Period: January 1st 2012 – project which started in January 2012, and was conducted December 31st, 2014 with the fnancial support of Terre des Homes Implementng NGOs: CCASVA, CFS, COCD, CWCC, Netherlands and the EU. Planning for Acton Against Trafcking Through Follow-Up Workshops

Discussing and developing an acton plan against child trafcking through follow-up workshops are an efectve way of enhancing government acton for child protecton. Follow-up workshops strengthen local authorites understanding about their dutes concerning child protecton and the importance of reportng on tme when abuses occur, as well as strengthens and integrates CPN into mandated government structures. In 2014, Partners of Cambodia ACTs conducted 47 sessions of follow up workshops, and covered 22 districts in the provinces Batambang, Prey Veng, Pursat, Takeo, Kampot, Svay Rieng, Phnom Penh and Siem Reap. The workshops reached a total of 677 partcipants including 58 children, who are members of district level CPN, Child-Peer Educators, and NGO stakeholders. As a result, the MOLVT understood the need to contnue developing a Code of Conduct and other guidelines for agencies to comply with.

*** On the 29th of December 2014 a Natonal Advocacy workshop was conducted for labour monitors and ACLR members on guidelines and the proposed Code of Conduct. The workshop was organized by the Natonal Commitee for Counter Trafcking (NCCT) at Cambodiana hotel. 68 partcipants from over 45 recruitment agencies, labor monitors and relevant stakeholders partcipated in the workshop. During the workshop, concerns have been raised in relaton to child recruitment issues, natonal guidelines and labor laws. The NCCT and the Natonal Police from Ministry Interior put pressure on the recruitment agencies to follow the labor laws in a strictly manner, and emphasized the importance of complying with the natonal guideline, in order to ensure children would not be recruited and prevent the risk of child trafcking.

13 HOW WE IMPROVED LAW ENFORCEMENT AND ACCESS TO JUSTICE AND SUPPORT SERVICES

Capacity Building Workshops for Local Police

In order to improve the identfcaton and handling of victms of trafcking, 4 capacity building workshops were conducted by Cambodia ACTs partners in Pursat, Batambang, Kampot and Svay Rieng provinces, reaching 124 police ofcers including 23 females, that work on ant-human trafcking. The workshops aimed at providing the police ofcers with the capacity to identfy the compositon of human trafcking acts, how to identfy trafcked victms, illegal recruitment, and understand the Code of Conduct of law implementers. As a result, trained police ofcers were able to identfy trafcking cases and handle them properly. They have also shown commitment towards cooperatng with CCWC in their fght against human trafcking, while keeping record of cross border trafcking and migraton cases.

Community Dialogues

As many cases of rape, sexual abuse and human trafcking setle outside of court, there is a need to push for prosecuton within the judicial system. Community dialogues on trafcking cases prove an efectve way of explaining the importance of pushing towards prosecuton in court and providing the victms with the justce they deserve, while advocatng for support from authorites. Cambodia ACTs partners have conducted 28 sessions of community dialogues reaching 811 partcipants including 329 female who are members of CCWC, commune chief, local police, district educaton ofce and district governor. The sessions were conducted in Prey Veng, Kampot, Siem Reap, Svay Rieng, Pursat, Takeo, Batambang, and Phnom Penh. The community dialogues exposed the partcipants to the causes as well as the consequences of out of court setlement, and helped partcipants learn how to push cases towards setlement in court. The community dialogues proved efectve in encouraging all relevant stakeholders, especially local authorites to push cases of trafcking and rape to prosecuton rather than setle out of court.

Case Management and Legal Support to Victms of Child Trafcking and Sexual Abuse

*Nary’s Story Nary was only 12 years old when she was taken to a recruitment agency to work in Malaysia. The perpetrator created a fake ID for Nary statng she was 19 years old, and in return she received 6 bags of rice and 800,000 Riels. In 2013, at the age of 16, Nary managed to return from Malaysia and was rescued by World Vision, who later referred the case to Cambodia ACTs for legal assistance. Cambodia ACTs legal team collected informaton and evidence on the case, processed documents for court, and provided legal consultaton and a lawyer to be her representatve in court. The case has been successfully closed with the perpetrator being sentenced to 2 years in prison. Nary has since been referred to ARM Shelter where she currently lives. She has received diferent vocatonal and life skills and works at a Salon in Batambang town. *Nary’s real name has been changed to protect her identty.

15 HOW WE INCREASED PUBLIC AWARENESS AGAINST CHILD TRFFICKING

With the growing impact the media has in providing informaton to the public, Cambodia ACTs up-scaled its use of media channels in order to increase public awareness against trafcking. This included producing a documentary video on the topic that would provide viewers with beter knowledge and awareness on the issue of child trafcking. In additon, a video on preventon of child trafcking was re-advertsed this year on TVK, one of Cambodia's most popular TV networks, 48 tmes during prime-tme and reaching an estmate of thousands of viewers. Further distributon of informaton included advertsements on billboards in key border entry points, and producing banners and t-shirts that were specially designed and distributed during the 12th of December campaign against human trafcking.

Filming a Documentary to Raise Awareness Against Trafficking 16 The 12th of December: Natonal Day Against Human-Trafcking

On the 12th of December, the Natonal day against human was organized in collaboraton with all partners of Cambodia trafcking, Cambodia ACTs partners launched a wide scale ACTs was “Finding work near home is the best opton; campaign aiming at mobilizing partcipants and though if you fnd work overseas, make sure it is safe and strengthening cooperaton of major stakeholders, such as dignifed”. 21 Emergency Relief for Children and Their Families Deported from Thailand

th st, Project Summary Implementaton Period: June 24 2014 – July 1 2014 The Emergency Relief Project was a short term project Implementng NGOs and Governmental Bodies: that was initated to respond to the urgent needs of MOSAVY (CNCC, and NOVCTF), Natonal 250,000 migrant families who were deported from Commitee for Counter Trafcking (NCCT), CWCC, Thailand. 22 PROVIDING EMERGENCY RELIEF TO MIGRANT FAMILIES DEPORTED FROM THAILAND

In June 2014, the deportaton of 250,000 migrants from Thailand raised the urgent need to provide emergency relief to the migrant's children and their families. The preparaton for this project involved forming a purchasing commitee assembled by Cambodia ACTs partners (Child Helpline, CNCC, NOVCTF, and CFS), that purchased relief products such as milk powder, fresh milk, noodles, mats, mosquito nets, and drinking water. Before the distributon of products was carried out, an orientaton session on Child Safeguarding Policy was conducted in order to ensure that all the partners involved in the project understand the Child Safeguarding Policy, and distribute the emergency relief products without discriminaton and in full Migrant Workers Disembarking a Truck respect of children's rights. The distributon of emergency products was done during a total of 7 days, from the 24th of June untl the 1st of July. Two teams distributed the products, and they were located in diferent border check points; Kamirieng, Sampov Loun and Pailin, as well as Poipet check point. 723 children received emergency relief

The diferent products such as the milk powder and noodles were distributed to the benefciaries according to the amount of children and their age in each family, and to the women who were pregnant. Drinking water was distributed equally to all migrant workers. Transportaton fees to get back home from Thailand to Cambodia were also paid for some families. A total of 627 families received emergency relief from Cambodia ACTs, including 723 children and 112 pregnant women. Cambodia ACTs team collaborated with NGOs such as Samaritan Purse, Caritas, and World Vision who shared the same mission, in order to distribute the products in the most efcient way, while avoiding the distributon of duplicate products. Good Distributing Emergency Relief Products collaboraton with the provincial authorites of Batambang, Pailin and Poipet has also strengthened through this project, and much support has been received from the Natonal Commitee for Counter Trafcking (NCCT).

***On the 7th of May 2014, a study visit among Cambodia ACTs partners was organized and held in Angkor Thom District, Siem Reap Province. During the visit, the partcipants discussed the gaps, the challenges and the lessons to be learned from the CPE and CPN, afer visitng the diferent actvites conducted by the child peer trainers. Sharing experiences enabled the partners of Cambodia ACTs to learn from each other and implement their actvites in a more efectve way.
