PUBLIC STORM WARNING SIGNAL Signal No. 2 Batanes Group of Islands (61-100 kph winds is expected in at least Calayan Group of Islands 24 hours.) Babuyan Group of Islands Signal No.1 Rest of Cagayan (30-60 kph winds is expected within the Apayao next 36 hours) • Typhoon "GENER" is expected to enhance the Southwest Monsoon that will bring rains and moderate to strong winds over Luzon and Western Visayas. • Residents living in low lying and mountainous areas are alerted against possible flashfloods and landslides. Likewise, those living in coastal areas under Public Storm Warning Signal #2 are alerted against big waves or storm surges generated by this tropical cyclone. • Estimated rainfall amount is from heavy - torrential (10 - 35 mm per hour) within the 800 km diameter of the Typhoon. • Fishing boats and other small seacrafts are advised not to venture out into the Seaboard of Luzon and Visayas and eastern Mindanao due to the combined effect of Typhoon "GENER" and the Southwest Monsoon. II. SITUATION OVERVIEW EFFECTS: A. INCIDENTS MONITORED (TAB A) • A total of Sixty Two (62) incidents occurred in various regions due to continuous rains caused by Typhoon “GENER” (SAOLA). B. AFFECTED POPULATION (TAB B) • Total number of population affected in 475 Barangays / 86 municipalities / 22 cities in the 27 provinces of Regions I, II, III, IV-A, IV-B, VI, VII, IX, X, XI, XII, CAR and NCR is: 65,422 families/ 311,658 persons • Total number of population currently served inside and outside evacuation centers is 32,588 families/ 156,599 persons INSIDE 35 ECs 1,160 families / 5,147 persons OUTSIDE ECs (relatives/friends) 31,150 families / 151,452 persons C. TRANSPORTATION SITUATION • As of 6:00 AM 31 July 2012, the Ferry Boat operations at Magapit, Lallo, Cagayan only allows passengers to board the ferry. F. STATUS OF DAMS AND WATERWAYS (As of 5:00 PM, 01 August 2012) • The Ipo Dam Management has reported that the water level as of 11:56 AM was 100.89 m and may initiate spilling operation if the elevation reaches at 101.0 m to prevent overflow. • The water releases is expected to affect the low-lying areas along the Angat River from Norzagaray and Hagonoy. • All residents living in the aforementioned areas are advised to be alert for possible increase in the water level downstream. POWER AND WATER SUPPLY CAR • As of 9:30 AM, 01 August 2012 , some areas in Tuba, Tublay, Kibungan, La Trinidad and Itogon in Benguet Province and in five (5) Barangays of Baguio City is still without electricity. REGION III • Apalit, Pampanga is still without electricity since 30 July 2012. • As of 6:00 PM, 31 July 2012, the power has been restored. K. FLOODED AREAS (TAB H) • As of 7:00 PM, 31 July 2012, there are flooded areas (0.5 – 3 feet deep) in NCR, Region I, Region II and Region XII due to heavy rains and high tide. • As of 7:00 AM, 1 August 2012, areas in Region III are reportedly flooded. PREPAREDNESS MEASURES (TAB I) IV. ACTIONS TAKEN A. NATIONAL NDRRMC Operations Center was upgraded from BLUE ALERT to RED ALERT STATUS effective 11:00 AM 28 July 2012 and is continuously monitoring and disseminating 24 hour Public Weather Forecast, Severe Weather Bulletin, Gale Warning, and General Flood Advisories to all RDRRMCs/OCDRCs through SMS, facsimile and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial to the municipal levels. Based on the recommendation of PAGASA and NDRRMC, the Office of the President issued MEMORANDUM CIRCULAR NO. 32 suspending work in government offices and classes in college level in Metro Manila from 2:30 PM onward, 30 July 2012, with the exception of those agencies whose functions involved the delivery of basic and health services, preparedness and response to disasters and calamities, and/or the performance of other vital public services. PCG-Aparri implemented the “No Sail Policy” for all motorized banca within their Area of Responsibility (AOR). Due to unfavourable sea condition in Region I, PCG-Salomague were not able to conduct SAR operation for the two (2) missing fishermen. Instead, they advised all coastal Barangays to be on the lookout for the said fishermen and conduct assistance if they spot them. PCG-Luna, La Union rescued the two (2) fishermen and coordinated with PDRRMC Ilocos Sur for their way home. PCG-Maripipi Biliran rescued five (5) fishermen and coordinated with RDRRMC VIII for further assistance sending the fishermen back home. DA II conducted assessment of damages to agriculture. CGDBCL alerted Stations and Detachments within Bicol area. DOH-CHD Region II raised CODE WHITE ALERT effective July 30, 2012. DPWH-CAR is conducting road clearing operations. DPWH IV-A conducted clearing and declogging operations, repaired damaged roads in Batangas and Cavite. DPWH IV-B maintenance crews were deployed in the area to monitor the situation and installed warning devices to cautions commuters DPWH CAR conducted road clearing operations and prepositioned heavy equipment qnd maintenance crew. DSWD CO prepositioned P4.77 million standby funds and P39.04 million worth of relief supplies in all DSWD-FOs along the typhoon path, amounting to P43.82 million. PRC extended food packs to Brgy. Culipapa, Hinobaan, Negros Occidental: 40 packs containing 5 kg. of rice, 5 cans sardines, 5 pouches noodles and 5 boxes of biscuits. B. REGIONAL RDRRMC III • Continuously monitoring status of major roads and bridges, class suspension and situation in AOR • MDRRMC Mariveles Bulacan conducted SAR Operations on the alleged missing fisherman.
