Co-author of Labour in British Society 1830-1914 (2000) and co-editor of Ideology and the Labour Movement (1979), he also contributed to the first ten volumes of the Dictionary of Labour Biography (1972-2000). He wrote sketches of Tony Benn, Roy Hattersley and other Labour Party figuresfor The Oxford Companion to Twentieth-CenturyBritish Politics (2002). An essay on the Parliamentary Labour Party in 1906 is due to appear in Men WhoMade Labour, edited by Alan Haworth and Dianne Hayter (Routledge, 2006). DR KEVIN YUILL is Senior Lecturer in AmericanStudies at the University of Sunderland. He has published various articles, including on the 1966 White House Conference on Civil Rights in the Historical Journal. His forthcoming bookis entitled RichardNixon and the Riseof Affinnative Action: ThePursuit of Racial Equalityin an Era of Limits and will be published as part of the American Intellectual Culture Series by Rowman and Littlefieldin August 2006. DR STEVEN MOREWOODis Lecturer in InternationalHistory in the School of Historical Studies at the University of Birmingham. He is the co-author (with Derek Aldcroft) of Economic Change in Eastern Europe since 1918 (Cheltenham: Edward Elgar, 1995) and sole author of 'Eastern Europe in the Twentieth Century' in M.J.Oliver ed. Essays in nme and Space (Aldershot:Ashgate, 2003) and 'The demise of the command economies in the Soviet Union and its outer empire' in D.H.Aldcroftand M.J.Oliver eds. Economic Disasters of the Twentieth Century(Cheltenham: Edward Elgar, forthcoming). PIIlLIPSABIN is Professor of Strategic Studies at King's College London's War Studies Department. He studies the strategyand tacticsof warfare in all periods, with particularemphasis on the ancientworld and the Second World War. His specialism is the modelling of military engagements using conflictsimulation techniques. He also has close links with the British armed services, and regularly writes and lectures on modem security issues. He co-edited the forthcomingCambridge Historyof Greekand Roman Wa,fare. 2 Editorial ANDREWHUNT It is certainly no hardship on my part, on behalf of SATH, to thank all the contributors - both article writers and reviewers - for the contributions they have made to this issue of the Year Book. As usual, apparently by some sort of almost immaculate conception, it has come together at the right time, in the right format, with almost nothing apart from a little administrative effort on my part. I am always amazed that something so solid, comprehensive, challenging and useful can be assembled so readily each year, simply due to the thoughtfulness and good will of so many of our academic colleagues. As usual they are co-operative, punctual and anxious to deliver what will be most helpfulto our teaching coursesor most stimulating to our minds.My sincere thanksto them all. With a total of l l articles in this bumper 2006 edition, that makes it second only to 1992 in size, and one bigger than 2000. The continuing quality ofthe articles within it is its own best advert when, each year, I come round to persuading more people to contribute to the followingyear's issue. This year, we see two authors who have written for the Year Book before and happily re-offered their services. Then, there is one other contributor, who made a contribution to the 1979 issue ofSATH's History Teaching Review, which was a previous incarnationof the Year Book, when SATH was much younger. It lets you both appreciate SATH's longevity as an organisation, and also the sheer staying power that historians both have and show when it comes to sticking up for their subject and airing their expertise in their own field. There may be the murmuringsin the air about 'History in danger' but they'll have to watch out forus 'old guard' first. This is probably a good place to remind all readers that SATH has now got a fullyfunctioning web site to help furtherspread the word about what SATH does as a History organisation.     Are Government Spending Multipliers State Dependent? Evidence from U.K. Historical Data Submitted in partial fulfillment of the requirements for distinction in the degree of Bachelor of Arts (B.A.) in Economics Gabriel P. Fritsch Advisor: Aleh Tsyvinski Yale College New Haven, Connecticut April 3, 2017 Abstract A recurring question in macroeconomic policy debates is whether government multipliers are higher during periods of economic slack or when interest rates are at or near the zero lower bound. This paper aims to shed further light on this issue by expanding the recent literature pioneered by Ramey (2011), which uses the defense narrative approach to identify shocks in the expected present value of government spending. Using newly constructed quarterly historical data for the U.K. from 1910 to 2016, I estimate multipliers that are below unity irrespective of the amount of slack in the economy or the monetary policy regime. Overall, there is some evidence that multipliers are higher during periods of high unemployment in the U.K. but no evidence of larger multipliers at the zero lower bound. 1 Introduction With the onset of the Great Recession in 2009, questions regarding the effectiveness of spending stimuli and the merits of austerity returned to the forefront of the macroeconomic policy debate in developed economies faced with persistently high unemployment and the need for eventual fiscal consolidations. This discussion has most recently been revamped in the United Kingdom following its decision to leave the European Union and the subsequent deteriorating economic outlook due to the uncertainty surrounding the exit process, with the UK Treasury signaling a shift towards easier fiscal policy.1 Questions concerning the magnitude of the government spending multiplier and whether it changes according to different states of the economy are central to this debate.

This dilemma revolves around the problem of articulating a strategic concept for a military alliance in the nuclear era. NATO was born of a perceived need to defend Western Europe from a Soviet onslaught. It was an imperative of the early alliance to develop a military strategy and force posture to defend Western Europe should such a war break out. It was not long after the first iteration of strategy took shape than the imperative for a military defense of Europe receded under the looming threat of thermonuclear war. The advent of thermonuclear arsenals in both the United States and Soviet Union brought with it the potential destruction of civilization should war break out. This realization made statesmen on both sides of the Iron Curtain undergo what has been referred to as an ongoing process of nuclear learning.
