BUSINESS ARISING FROM THE MINUTES 4-1 Adomeit/Farrow 06.0945 THAT Report ADM 06-100 dated October 24, 2006, from D. Sargent, Deputy ITEMS Chief Administrative Officer/Director of Planning, regarding items being made MADE public from the Special (In-Camera) Meeting of Council held September 26, PUBLIC 2006, be received; AND THAT no items be placed on the public agenda at this time (0640-01). PETITIONS AND DELEGATIONS 5-1 G. Brown and M. Smith, Citizens Concerned about Coalbed Methane CCCBM (CCCBM), updated Council on the work that has been undertaken since his previous presentation when Council’s assistance in urging the provincial government to extend the referral deadline for the proposed Coalbed Methane tenure to Outrider Energy was sought. 06.0946 Mr. Brown commended Council for its referral response to the Ministry of Energy, Mines, and Resources, adding that the issues regarding water, road access, fisheries, and quality of life including air quality were on track. Mr. Brown summarized the following key concerns outlined in the report “Coalbed Methane in the Bulkley Valley: A Summary of Citizens’ Concerns”: a) inadequate regulations for produced water; b) lack of public information regarding scope; c) no guarantees around future development being limited to the proposed tenure area; d) lack of confidence in the ability of the B.C. Oil and Gas Commission to ensure compliance with regulations; e) Valley landscape will be irreversibly altered; and f) the benefits are not worth the risk posed to other sectors in the existing local economy. M. Smith presented the following highlights of the scientifically-based poll of 300 households by Synovate Research Company which was carried out from October 25 to 29 in the 846, 847, and 877 exchanges: a) 71% of respondents are opposed to the project going ahead; b) 70% believe the risk to salmon and steelhead outweigh the benefits; c) 60% believe there is an unacceptable risk to drinking water; d) 87% agreed that the provincial government should not sell the development rights to the company if the majority of Valley residents feel the risks are too great; and e) 58% felt that the provincial government’s public consultation efforts have been inadequate.

Ms. Smith requested that Council write to the Cabinet Ministers expressing the same points as stated in the referral letter and to request that the tenure not be granted until a full social and environmental impact assessment has been completed. Goodacre/Bucher THAT Mayor Davidson drafts a letter, for Council’s review, to send to Provincial Cabinet Ministers identifying: a) Council’s concerns as expressed in the Town’s referral response to the Ministry of Energy, Mines and Petroleum Resources regarding the Telkwa Coalbed Methane Gas Tenure; and b) Council’s recommendation for an overhaul of the Oil and Gas Commission. 6-4 Councillor Goodacre praised the Operational Services crew for their good work WORKS in clearing the at the cenotaph for the Remembrance Day ceremony and CREW commented on the longevity of the Fire Department’s public address system THANKS used at the annual event.

16. Dave Stevens commented on: a) the Library Board’s presentation for an D. STEVENS expanded facility; b) the Village of Telkwa’s response to the Coalbed Methane referral regarding air quality issues; c) the availability of agenda packages on Friday afternoons when there is a Monday statutory holiday; and d) his disappointment in Council’s decision to rezone Tatlow Road North.

A. HOWARD Andy Howard acknowledged the difficult decision faced by Council regarding the rezoning of Tatlow Road North, stating his preference to have big box stores located closer to Main Street and that he is happy to see opportunities for other businesses in Smithers.

P. JULSETH Peggy Julseth, Terrace, reported that the fear and opposition that existed when it was first learned that WalMart was coming to Terrace, is gone now. The coming of WalMart meant that some of the retailers had to change.
