The Chairperson called the meeting to order at 7:00 p.m. and welcomed all visitors to the last meeting of the current sitting Board of Trustees. AGENDA 1.00 AGENDA/MINUTES: 1.01 Reference to Statement of Board Operations 1.02 Approval of Agenda Secretary-Treasurer, Mr. Barnes, requested the addition of Confidential #4 regarding a property sale matter. Superintendent, Dr. Michaels, noted she had a student matter to discuss In-Camera. Trustee Jolly noted she had an item under Trustee Inquiries. Trustee Murray requested a Point of Personal Privilege following approval of the Minutes. Mr. Bartlette and Mr. Snelling That the agenda be approved as amended. Carried. 1.03 Adoption of Minutes of Previous Meetings a) The Minutes of the Regular Board Meeting held October 12, 2010 were circulated.     Bill 33 –The Municipal Modernization Act (Municipal Amalgamations) JESSICA DAVENPORT & G E R R I T THEULE I. INTRODUCTION anitoba’s 197 municipalities were the subject of contention and legislative focus during the Second Session of the M Fortieth Legislature. The New Democratic Party (NDP) government introduced Bill 33-The Municipal Modernization Act (Municipal Amalgamations)1 which began the restructuring of small municipalities. The objective behind Bill 33 was to modernize governance through amalgamations of municipalities with populations below 1,000. The Municipal Modernization Act altered the existing process for amalgamations contained within The Municipal Act2 by requiring all affected municipalities to present amalgamation plans and by-passing the usual investigative and reporting stages. The Bill encountered significant opposition in both the Legislative Assembly and the public discourse. Notably, few voices opposed municipal restructuring. Rather, the criticism was levelled at the lack of consultative processes in the time leading up to the introduction of the Bill and in the implementation of the amalgamations.   • Reforming Education: from Origins to Outcomes
    Reforming Education Ambitious programs of education reform have been introduced by many governments around the world. Reforming Education is an important study of large-scale education reform in five different settings: England, New Zealand, the Canadian provinces of Alberta and Manitoba and the US state of Minnesota. The book looks at a variety of reforms, covering: • school choice; • charter schools; • increased testing of students; • stricter curriculum guidelines; • local school management. Drawing from theoretical and empirical work in education, political theory, organizational theory and public administration, Reforming Education provides a clearly developed conceptual framework for analyzing reform programs. The author reviews the political origins of the reforms, the process of adop- tion into law, the implementation processes used to support the reforms, and the results of the reforms for students, schools and communities. The explicit political and comparative orientation of Reforming Education enables readers to look at reforms across different settings and to make judgements about the assumptions, processes and outcomes in large-scale reforms. It will be of interest to those working in education policy or public policy. Benjamin Levin is Deputy Minister of Education and Training for the Province of Manitoba. He is also a Professor of Educational Administration at the University of Manitoba. His research interests are in education policy, politics and economics.     For October 8, 2015 Publication Le Metis President’s Message These past few weeks have been very busy and will continue to be for the next few. I am sure you haven’t missed all the TV advertising and mail, and the knocking on your door. Coming soon on October 19 is the 2015 Federal Election. This is less than two weeks away. Each election the MMF helps you in finding out what the federal political parties are doing for the Metis. We do this by sending them questions. Visit our MMF website at www.mmf.mb.ca/elections.php to read their responses. I want to spread the message that in all elections we need your help. Voting in this federal election is particularly crucial. We have in this election what can be called “a perfect storm” for the candidates, their parties, and their leaders. Your vote may be the one that makes the difference on which party forms the next government. I am not asking you to vote for any particular party, nor am I telling you how to vote. What I am asking is you come out and vote. Take the five or fifteen minutes, or whatever it takes, to put your “x” on the ballot. Show the parties that they must listen to you. Stand up and be counted. I am pleased to say this year we have again had a successful MMF Annual General Assembly (AGA) which took place this past week on September 26th and 27th in Winnipeg. Over the course of the AGA weekend there were nearly 3,000 delegates attending to the main hall ceremonies and activities, the tradeshow, the youth conference and other sessions and meetings, as well as the evening banquet which was hosted by our own Metis government- owned Metis N4 Construction.
