North-West University Vaal Triangle Campus Directions R59 FROM JOHANNESBURG Follow the R59 past Alberton to Vereeniging, carry on past Vereeniging and take the R42 to Vanderbijlpark. At the traffic light at the Pick ‘n Pay turn left, go over the traffic light and continue straight over the next fourway stop. At the three-way stop (River Spray on the corner), turn right, into Hendrik van Eck Boulevard, the campus is on the left. N1 (CEMENT HIGHWAY) FROM JOHANNESBURG Take the N1 South through the Grasmere tollgate. Take the 1st Vanderbijlpark, Vereeniging turnoff (left). Go past the four way stop, past several small traffic lights. Turn left at the big intersection which is the Barrage Rd. Carry on through 4 traffic lights, and turn right into Andries Potgieter rd (Vaal University of Technology will be on your left once you’ve turned). Pass the entrance to the VUT, till you get to a 4-way STOP. Turn left into Hendrick van Eck Blvd. The NWU will be on your right. Alternatively: Stay on the Barrage rd until you get the Pick n Pay Hyper on your right. Turn right, pass a traffic light, 4-way stop. Turn right into Hendrick van Ecl Blvd at the 3-way STOP, pass Riverspray Estate, the NWU is now on your left. N12 FROM KLERKSDORP Follow the N12 (Joe Slovo Road) straight towards Potchefstroom (N12 - Nelson Mandela Drive). Turn right onto the R53 (Parys Avenue) and continue straight on the R53, the road turns slightly left at the R42. Continue and turn right onto the R57 (Golden Highway). Turn left into Ravel Street and continue straight into Beethoven Street –Straight into Frikkie Meyer Street, then into the slipway, straight into Hendrick van Eck Boulevard. Continue until you reach the NWU Vaal on the right. GPS Coordinates: S26°43’31.0” E27°52’ 45.2” OPTENTIA Building 7 G08 After entering the NWU grounds, turn left in the circle. Turn right at the Stop, and take the 1st left again into Building 7’s parking lot. .

INTERNATIONAL JOURNAL OF ECONOMICS AND FINANCE STUDIES Vol 10, No 1, 2018 ISSN: 1309-8055 (Online) THE DEVELOPMENT AND APPLICATION OF A REGIONAL AND LOCAL ECONOMIC DEVELOPMENT ASSESSMENT INSTRUMENT Daniel Francois Meyer, North-West University, South Africa [email protected] ─Abstract ─ ─Abstract ─ Globally, local economic development (LED) is recognised as a strategic process that assists with the acceleration of economic development in local regions, in both developed and in developing countries. Economic development practitioners have a need for user-friendly assessment instruments and tools to analyse and compare economic development in regions. The aim of the study was therefore to develop and apply an instrument to assess the economic development potential of a region since such a comprehensive strategic and practical instrument does not exist. Various types of regions, from national to local, could be assessed and compared using the instrument. The development potential (DP) of a region has been formulated as the aggregate of all local resources (R) multiplied by the aggregate of local capacity (C); therefore DP = R x C. Extensive research has lead to the identification of variables contributing to the extent of the local resources and capacity. The methodology included the identification of variables representing capacity and resources and the allocation of values for each variable through a quantitative survey method which included 380 local business people. The instrument was tested in a developing region in South Africa known as the “Vaal-Triangle” region, which includes the municipal areas of Emfuleni, Metsimaholo and Midvaal. In testing and applying the instrument in the study region, it was found that all three areas had low economic development indexes of below 30 (where the maximum is 100).

These have significant influences, both positive and negative, on the socio-economic and bio -physical environments. In the case of South Africa’s river systems and riparian zones, mining and its associated activities have negatively impacted upon these systems. The Blesbokspruit Catchment Area and Grootvlei Mines Limited (hereafter called “Grootvlei”) are located in Gauteng Province of South Africa. The chosen study area is east of the town of Springs in the Ekurhuleni Metropolitan Municipality on the East Rand of Gauteng Province. Grootvlei, which has been operating underground mining activities since 1934, is one of the last operational mines in this area. Grootvlei pumps extraneous water from its underground mine workings into the Blesbokspruit, which includes the Blesbokspruit Ramsar site. This pumping ensures that the mine workings are not flooded, which would result in the gold reserves becoming inaccessible and would shortly lead to the closure of Grootvlei. This closure would further affect at least three other marginal gold mines in the area, namely, Springs-Dagga, Droogebult-Wits and Nigel Gold Mine, all which rely on Grootvlei’s pumping to keep their workings dry. Being shallower than Grootvlei, they are currently able to operate without themselves having to pump any extraneous water from their underground workings.

Corporates such as ArcelorMittal South Africa (AMSA) and Seriti continue with impunity their everyday business of polluting society that impacts upon people’s health and well-being. Government is a co-conspirator for they fail to enforce laws that are there to protect the people of the Vaal. The VEJA (Vaal Environmental Justice Alliance) [1] and members of the Vaal community will be in mass action on the 23th May outside the gated of AMSA Vanderbijlpark picketing at the main gate from 8am. On the 24th May at 9am, they will march from corner Deneyville Road and P10 Road to the gates of the of Seriti Coal Mine. The Vaal Triangle was declared the first High Priority Area (HPA) by the Department of Environmental Affairs in 2006. Since then nothing has changed in terms of compliance with ambient air quality standards that harms people’s health and well-being.
