Overview At the fourth meeting of the Conference of the Parties to CITES (CoP4; Gaborone, 1983), the United States of America proposed Dudleya stolonifera and Dudleya traskiae to be included in Appendix I (CoP4 Prop. 138 and Prop. 139), which were adopted by the Parties. At the ninth meeting of the Plants Committee (PC9; Darwin, 1999), the two species were reviewed under the Periodic Review of the Appendices, and were subsequently recommended for transfer from Appendix I to Appendix II. Dudleya stolonifera and D. traskiae were transferred to Appendix II at CoP11 (Gigiri, 2000) and CoP12 (Santiago, 2002), respectively. Recovery Research for the Endangered Pacific Pocket Mouse: An Overview of Collaborative Studies1 Wayne D. Spencer2 Abstract The critically endangered Pacific pocket mouse (Perognathus longimembris pacificus), feared extinct for over 20 years, was “rediscovered” in 1993 and is now documented at four sites in Orange and San Diego Counties, California. Only one of these sites is considered large enough to be potentially self-sustaining without active intervention. In 1998, I gathered a team of biologists to initiate several research tasks in support of recovery planning for the species. The PPM Studies Team quickly determined that species recovery would require active trans- locations or reintroductions to establish new populations, but that we knew too little about the biology of P. l. pacificus and the availability of translocation receiver sites to design such a program. Recovery research from 1998 to 2000 therefore focused on (1) a systematic search for potential translocation receiver sites; (2) laboratory and field studies on non-listed, surro- gate subspecies (P. l. longimembris and P. l. bangsi) to gain biological insights and perfect study methods; (3) studies on the historic and extant genetic diversity of P. l. pacificus; and (4) experimental habitat manipulations to increase P. l. pacificus populations. Using existing geographic information system (GIS) data, we identified sites throughout the historic range that might have appropriate soils and vegetation to support translocated P. l. pacificus. Re- connaissance surveys of habitat value were completed in all large areas of potential habitat identified by the model. Those sites having the highest habitat potential are being studied with more detailed and quantitative field analyses. -

Tschudin, Jr. Director – Design & Construction Encompass Health 9001 Liberty Parkway Birmingham, Alabama 35242 Subject: Biology Letter Report for Encompass Health Chula Vista, City of Chula Vista, California Dear Mr. Tschudin: This letter report provides an analysis of potential biological resource impacts associated with Encompass Health Chula Vista (proposed project) located in the City of Chula Vista (City), California (Assessor’s Parcel Number 644- 040-01-00). This biology letter report also includes a discussion of any potential biological resources that may be subject to regulation under the City of Chula Vista Multiple Species Conservation Program (MSCP) Subarea Plan (Subarea Plan) (City of Chula Vista 2003). Project Location The property (i.e., on-site; Assessor’s Parcel Number 644-040-01-00) occupies 9.79 acres and is located approximately 0.2 miles east of Interstate 805 between Main Street and Olympic Parkway (Figure 1, Project Location). The project also includes an off-site impact area of 0.22 acre located along the southeastern corner of the site where future utility connections may occur, making the total study area acreage for the project 10.01 acres. The site is located on Shinohara Lane accessed from Brandywine Avenue and is located on the U.S. Geological Service 7.5-minute series topographic Imperial Beach quadrangle map. The site exists within an urban portion of the City and is bound on the south and east by industrial buildings, to the west by single-family residences, and to the north by multi-family condominiums (Figure 2, Aerial Image). -
