About the City of Cockburn The City of Cockburn is home to some of Western Australia's best wetlands, major tourism attractions, growing communities and leisure and recreational activities. There are many things to see and do and the City offers visitors and residents a supreme quality of life. Stunning coastline The City is home to coastal communities near protected and pristine beaches. These areas offer residents a laid-back lifestyle. Port Coogee is an idyllic harbour in one of Perth’s newest seaside communities. Coogee Beach and the Woodman Point recreation reserve house a range of leisure activities. Visitors can enjoy fishing, boating, kite-surfing, camping and hiking. The Australian Marine Complex (AMC) in Henderson is Western Australia’s largest ship-building centre. The AMC services the oil and gas, mining and resource sectors. Pristine wetlands Two chains of wetlands run north-south through the City as part of the Beeliar Regional Park. These areas provide habitat for local flora and fauna and are a natural oasis within Cockburn. Many of the wetland areas have walking and cycling trails, BBQs, public amenities and playgrounds. Bibra Lake Regional Playground (pictured left) offers children a unique nature play facility. The playground contains Aboriginal story- telling and has disability access. The City’s most well-known chain of wetlands, featuring North Lake, Bibra Lake, Yangebup Lake and Thomsons Lake runs centrally through our municipality. Growing communities Over 120,000 people live in the City’s 23 suburbs and this is expected to grow to over 170,000 by 2041. Along our coastline, our neighbourhoods are characterised by residential development set amongst a chain of wetlands, featuring Lake Coogee and the Market Garden Swamps, and is home to a rapidly growing coastal community, including the Port Coogee Marina (pictured left) and the Cockburn Coast developments at North Coogee. The fast growing communities of the central and eastern parts of Cockburn have access to state-of-the-art facilities. These include the Cockburn ARC recreation and aquatic centre at Cockburn Central and the Cockburn Gateway Shopping City in Success. The Bibra Lake and Phoenix Commercial Parks are important areas, which add to the economy and provide local employment. Urban hubs The fast growing areas of Cockburn Central Town Centre and Success host a range of retail and commercial services. These areas are easily accessed by public transport to the Perth CBD. Cockburn Central is fast becoming one of Perth’s most sought after locations. Residents and visitors can enjoy shopping, dining, recreation and leisure facilities all within easy walking distance. The nature of Strategic Planning projects Cockburn is in a unique stage of its history – we’re consolidating our growth. We’ve just had two decades of urban growth in a greenfield context and some of that is yet to unfold. However, our older areas are now transforming through infill and brownfield redevelopment. We are the location of the State’s premier shipbuilding industry, will be on the doorstep of the new port, have one of the highest performing centres and are in the midst of delivering several hundred million dollars in community infrastructure and major road upgrades in the coming decade. Like all Councils, we have our growth challenges, with some of them relating to promoting better design outcomes for our suburban centres and how quality infill development outcomes are delivered. All this means that cookie-cutter planning ideas often do not work at Cockburn and we are looking for someone who can approach project work based on principles relating to collaboration, evidenced based planning and a passion for great design outcomes. The team Within the City we have two planning teams handling different functions: o Statutory = dealing with development applications, subdivision and some policy o Strategic = structure plans, scheme amendments, strategy, some policy, also moving into economic development. The broader Strategic Planning team includes other functions including development contributions, cartographics and land administration (acquisitions and land development and and managing and developing the City’s land holdings and leases and licences) The Strategic Planning team has an enviable depth of experience and capabilities with several long term members. We are a diverse team with a range of backgrounds and a genuine love for what we do and doing it well. Demonstrating the team’s experience is the recently prepared in house draft Local Planning Strategy. Our team structure has two direct reporting lines, one via the Manager role and the other through the Coordinator role. These are shown overleaf.
