The table abOve summarizes,in barrels per day and tons, the production levels of this region in 2007,as indicated by the BP Statistical Review of World Energy from June 2008.1 This region produces 7.1% of total world production,a significant figure considering that its domestic consumption is quite modest and exports are near the same as production. Quality of governance,corruption,income distribution, and corporate roles are delicate topics,and the ways in which they are dealt with in the papers presented here reflect each author’s specific vision of Africa. Ifri, 2009 © Oil and Political Violence in Nigeria Yvan Guichaoua* For several months now,the chronic political instability in the Niger Delta, the principal area of hydrocarbons exploita- tion in Nigeria, the world’s eleventh largest oil producer,has provided the media with spectacular stories of violence. Hardly a week goes by without an act of sabotage against an industrial facility,the kidnapping of an employee of an oil cOmpany (foreign or otherwise),or deadly clashes between security forces and militants from a complex network of heavily armed insurgency movements. Each day,tens of thousands of barrels of oil are stolen,sometimes illegally refined, and sold on the black market,robbing Nigerians of considerable revenue. It is estimated that between 100,000 and 500,000 additional barrels of oil per day,depending on the time period, cOuld be produced if the cOuntry were secure. Before the current global financial crisis hit,the Niger Delta’s recurrent political problems significantly contributed to the spike in crude oil prices,in a global energy supply context that was already problematic due to political tensions in the Middle East. *Yvan Guichaoua is researcher at the Oxford Department of International Development, University of Oxford, and holds a Ph.D.

    GUINÉE : NOTE ET CLASSEMENT August 2020 SELON L’INDICE RGI Bien (>75) Satisfaisant (60-74) Insuffisant The Resource Governance Index (45-59) 63e Médiocre 2020 Interim Evaluation Report for (30-44) Défaillant the Democratic Republic of Congo (<30) Key messages • The DRC has made progress in governance of the mining and oil and gas sectors, according to the results of this Resource Governance Index (RGI) interim evaluation covering the 2018-2019 period. • Resource governance progress in the DRC results in part from the reformed mining code of 2018, which introduced several new requirements on transparency of revenues, operations and management of environmental and social impacts. Greater availability of data on revenues and state-owned enterprises has also improved the country’s results. • However, governance of the mining and hydrocarbons sectors does not meet the RGI’s criteria for “satisfactory” performance. Good governance is a priority in the current context – characterized by an economic recession, and exacerbated by the crisis linked to the coronavirus pandemic, as well as international interest in DRC’s subsoil resources for facilitating energy transition – if the country is to reap maximum benefit from its resources. • The DRC’s government should continue to pursue the reforms to which it has committed in legislation. In particular, this involves the aimplementation of the revised mining code and hydrocarbons law, to achieve the desired results of these reforms. • The state-owned enterprises (SOEs) evaluated in the interim evaluation, Générale des Carrières et des Mines (GECAMINES) and Société Nationale des Hydrocarbures (SONAHYDROC), show improved performance relative to the 2017 RGI. Their scores are boosted by disclosures through the Extractive Industries Transparency Initiative (EITI) and the regulations introduced through recent legal reforms in the sector.
