44 45 WPC CANADA LEGACY FUNDS COMMITMENT WPC CANADA: BUILDING A LEGACY The global oil and gas industry continues to change at a pace never seen before, as new technologies open up new potential. The challenge of operating successfully in a world of lower energy commodity prices, often in high-cost environments, continues. Local communities and special interest groups are engaged with the oil and gas industry in a more involved and complicated manner than in the past. And an ever-sharpening focus on carbon emissions adds to the challenges facing the oil and gas industry around the world.

WPC Canada believes that local communities are partners in the development of oil and gas resources and should share in the economic and social benefits associated with resource development. Accordingly, WPC Canada intends to build a legacy program funded by revenues from the 2023 WPC Congress to support WPC Canada’s local partners. The program will focus on four key pillars: • Environmental stewardship • Education and training including programs focused on indigenous peoples • Leadership development, promoting the future leaders of the oil and gas industry • Technology and sustainability WPC Canada will also make an enhanced contribution to the WPC international governing body to support legacy programs around the world, benefitting the various national committees and their own local communities.

Re: WPC in Calgary

On behalf of Repsol, I would like to share our support for the World Petroleum Council’s (“WPC”) bid to host the 24th World Petroleum Congress in Calgary, Alberta, in 2023.

Repsol, a global, integrated energy company, is a key player in the Canadian oil and gas industry with interests focused on liquids and gas assets in the Greater Edson area of Alberta, conventional heavy oil assets in the Chauvin area of Alberta/Saskatchewan, and liquids-rich gas assets in Alberta’s Duvernay. We are also the majority owner and manager of Canaport LNG, a state-of- the-art liquefied natural gas receiving, and regasification terminal located in Saint John, New Brunswick. Repsol is a company that brings efficient, sustainable, and competitive energy to millions of people around the world, and we can think of no better setting than Calgary, Alberta, Canada for the 2023 WPC.

Canada is a country rich in a diverse energy supply, where its demand will require a balance of conventional petroleum resources, unconventional crude oil and natural gas as well as alternative forms of energy. It has a clean, highly regulated oil and gas industry and is poised to be a global leader in standards for production. Calgary, the country´s energy hub, is the best choice for the 2023 conference. It is an energetic and diverse city where 120 languages are spoken, set in the breathtakingly beautiful foothills of the Rocky Mountains.

Repsol, a member of FTSE4Good, Ethibel, EITI, IPIECA and OGCI, strongly supports Canada´s World Petroleum Council and recommends Calgary be named host to this key global industry event.

Paul Ferneyhough Executive Director, North America Repsol Oil & Gas Canada Inc. Paul Ferneyhough Michael Crothers Executive Director President and Country Chair North America Shell Canada Limited Repsol Oil & Gas Canada Inc.
