1.0 INTRODUCTION

1.1 This Transport Statement (TS) has been prepared by Cole Easdon Consultants Limited (CEC) on behalf of Marlborough College in respect of a planning application for the construction of a new boarding house for Marlborough College on land off College Fields, Marlborough (also referred to as the Elmhurst Triangle site). The proposed boarding house would accommodate some 70 pupils and 3 full time live-in members of staff. Refer to CEC Plan 4903/201 [Site Location Plan] contained within Appendix 1.

Background 1.2 A planning application for a proposed boarding house on this site was previously submitted to Wiltshire Council in March 2016 (LPA Ref No. 16/02126/FUL). The previous application was subsequently withdrawn by the applicant in order to address issues relating to the design of the proposed building. CEC prepared the Transport Statement that was previously submitted in support of the aforementioned application. The Highway Officer for Wiltshire Council previously concluded that there were no major highway issues relating to the proposal. This Transport Statement [Issue 3] therefore presents an update from the previous version to reflect the latest development proposals.

1.3 Prior to the preparation of the previous Transport Statement [Issue 2], an initial pre- application enquiry was submitted to Wiltshire Council (WC) in September 2015, which sought the council's views on the proposed site for a boarding house. The initial enquiry followed a review of the College landholdings to identify a suitable site to accommodate a new boarding house. Within the initial consultation response from WC, the Highways Officer commented that "the triangle site is considered preferable to the other identified preferred sites, but I would like to see any planning application accompanied by details of anticipated vehicle movements, parking and service delivery arrangements". The Highways Officer also specified that "details of the arrangements for end of term collection/drop off days will also be needed given the potential for cumulative impacts with adjoining boarding houses and possible congestion on the surrounding road network".

1.4 This TS addresses the specific points previously raised by the Highway Officer during the initial pre-application enquiry and sets out information relating to the proposed vehicular access arrangement, car parking provision, anticipated vehicle movements generated by the proposals, the site's accessibility by sustainable modes of transport and service delivery arrangements. ______QMF 12.25 ISSUE 5 COLE EASDON CONSULTANTS (CEC) 1 NOVEMBER 2016 TRANSPORT STATEMENT PROPOSED BOARDING HOUSE, LAND OFF COLLEGE FIELDS, MARLBOROUGH ______

2.0 SITE DESCRIPTION & SURROUNDING HIGHWAY NETWORK

2.1 The site is located to the north of the A4 Bath Road and to the west of College Fields, Marlborough. The site is referred to as the Elmhurst Triangle site and currently comprises of green open space owned by the College, bisected with a private footpath which leads from the Bath Road/College Fields junction to Elmhurst boarding house. Photograph 2.1 shows a view of the proposed site looking from the northwest corner across to the south east.

2.2 The A4 Bath Road forms the southern boundary of the site, College Fields bounds the site to the east and north, College Fields Montessori Nursery is situated on the northeast boundary of the site, whilst Elmhurst boarding house and Barton Hill boarding house beyond are located on the western boundary.

2.3 The site lies in close proximity to all of the main College buildings. The proposed site is located adjacent to existing boarding houses (Elmhurst and Barton Hill). The central College buildings are located opposite the site on the southern side of the A4 Bath Road, which can be accessed safely by pedestrian crossings (refer to further discussion within Section 4.0).

A4 Bath Road 2.4 The A4 Bath Road is generally orientated in an east to west alignment. It connects to the A34 near Newbury approximately 28km (17 miles) to the east of Marlborough and to Bath approximately 48km (30 miles) to the west. Within the vicinity of the proposed development site, the A4 Bath Road is a single carriageway road subject to a 30mph speed limit. Upon entering Marlborough from the west, the speed limit along the A4 Bath Road changes from 40mph to 30mph approximately 200 metres to the west of the proposed development site. Within the vicinity of the proposed development site, there is street lighting and footways are present on both sides of the A4 Bath Road. There are two signalised pedestrian crossings on the A4 Bath Road within the vicinity of the site, one located approximately 150 metres to the west of the College Fields junction and the other approximately 50 metres to the east of the junction.

College Fields 2.5 College Fields is a residential access serving the Barton Park residential development, the existing Marlborough College boarding houses as well as Marlborough Leisure Centre. College Fields is subject to a 30mph speed limit, with street lighting and footways available on both sides of the carriageway. Adjacent to the proposed development site, College Fields joins the A4 Bath Road at a priority T-junction arrangement, with a right turn lane on the A4 Bath Road. Approximately 700 metres to the west of the College Fields junction with the A4 Bath Road, a further priority T-junction arrangement with Golding Avenue is located, which also provides access into the Barton Park residential estate. Golding Avenue connects with Morris Road at a mini-roundabout some 150 metres from the A4 Bath Road junction. Approximately 200 metres to the east of the mini roundabout, Morris Road continues as College Fields. Golding Avenue, Morris Road and College Fields are a bus route for buses diverting off the A4 Bath Road to serve the residential estate and leisure centre. College Fields is subject to double yellow line parking restrictions within the vicinity of the proposed development site, refer to further discussion within Section 3.0.

3.0 DEVELOPMENT PROPOSALS

Boarding House Proposals 3.1 The proposed development is for a boarding house to accommodate up to 70 girls attending Marlborough College. The current boarding house arrangements at Marlborough College has only allowed a recent maximum proportion of 40% girls on the school roll, however the demand for girl's places at Marlborough College is significantly greater than current capacity. Therefore, the new boarding house is designed specifically to accommodate girls and is required by Marlborough College to address the current imbalance of pupil numbers.

3.2 The proposed boarding house will provide boarding accommodation for 70 girls as well as 3 live-in members of staff. This quantum of accommodation remains unchanged from the aforementioned previous application. The proposed boarding house will include a kitchen and dining hall, which will provide light catering facilities only, such as breakfast and supper. Cooked meals will be served in the Norwood Hall dining room, which is located within the main Marlborough College campus on the opposite side of the A4 Bath Road, approximately 250 metres walking distance from the proposed boarding house. There are good pedestrian facilities between the main Marlborough College site and the proposed boarding house, as well as a controlled pedestrian crossing on the A4 Bath Road to provide safe and convenient access between the sites. The proposed site plan (Drawing No. 16115_07_010(P2) [Site Block Plan - Proposed Planning] by Allies and Morrison) is included within Appendix 2.

Proposed Vehicular Access 3.3 Vehicular access to the site is proposed from College Fields. The proposed access is situated alongside an existing vehicular access which currently serves College Fields Montessori Nursery and a small gated informal parking area adjacent to Elmhurst boarding house as well as providing access to the proposed site for maintenance purposes (refer to Photograph 3.1). The proposals include widening the existing vehicular access to allow for two vehicles to pass at the entrance and allow sufficient width for a fire service vehicle to enter the site in an emergency (refer to CEC Plan 4903/202 [Vehicle Access Swept Path Analysis – Fire Tender] included within Appendix 1).

3.4 As mentioned previously, College Fields is a residential access road subject to a 30mph speed limit. Within the vicinity of the proposed site there are double yellow line parking restrictions along both sides of College Fields. The double yellow lines extend on both sides of the road from the priority junction with the A4 Bath Road to approximately 20 metres to the east of the existing vehicular access serving the proposed site. From this point onwards the double yellow lines continue on the southern side of College Fields up to and including the junction with Shakespeare Drive, some 180 metres to the northwest of the sites' existing vehicular access. On the northern side of College Fields, there is an approximate 100 metre gap in the double yellow line parking restrictions where on-street parking is permitted (as evident within Photograph 3.2).

3.5 There is good visibility available to the left and right from the proposed vehicle access location, as shown within Photographs 3.2 and 3.3 overpage. CEC Plan 4903/202 [Vehicle Access Swept Path Analysis – Fire Tender] included within Appendix 1 indicates that visibility splays of 2.4m x 43m in both directions can be accommodated, which are appropriate for a priority access arrangement onto a 30mph residential access road. Indeed, the visibility splay available to the left far exceeds the required 43m where a splay of approximately 100 metres is possible. The available visibility splays also allow drivers exiting the proposed access to observe drivers passing the parked vehicles where the road width effectively restricts traffic movement to one-way.

3.6 CEC Plan 4903/202 CEC Plan 4903/202 [Vehicle Access Swept Path Analysis – Fire Tender] in Appendix 1 shows the vehicle swept path for a fire service vehicle accessing and egressing the proposed vehicular access. This plan demonstrates that a fire service vehicle can safely and efficiently manoeuvre in/out of the proposed vehicular access whilst vehicles are parked opposite the access where on-street parking is permitted.

Pedestrian Access 3.7 The existing private pedestrian footpath route which bisects the development site and leads from the A4 Bath Road / College Fields junction to Elmhurst boarding house (refer to Photograph 3.4) will be stopped up as part of the development proposals. A new footpath route from College Fields is proposed approximately 10 metres to the north of the aforementioned footpath. This proposed footpath will provide a direct and convenient pedestrian access route between the proposed boarding house linking to the main College campus. Alternative pedestrian routes are available from Elmhurst boarding house to the main College campus and the sports fields. Therefore, the existing footpath route that bisects the development site is no longer required.

Proposed Car Parking Provision 3.8 It is proposed to provide a total of 18 No. car parking spaces within the proposed site, of which 10 No. spaces will be allocated for the general day-to-day use by the new boarding house (including one disabled person parking space) and 8 No. spaces will be allocated for use by the existing College Fields Montessori Nursery.

3.9 The College considers this level of parking provision to be appropriate based on operational evidence from their other boarding houses of similar size to the proposal (mainly Morris House). There will be 3 car parking spaces specifically allocated for use by the 3 full-time

live in members of staff. It is anticipated that there will be a total of 8 non-resident and ancillary staff members employed at the proposed boarding house comprising of the following: . 1 x House Manager, Dame - Working Hours: 0800–1600 . 1 x House Person, Handyman . 1 x Domestic Staff, Wardrobe Working Hours: 0900-1200/1300 . 5 x Domestic Staff, Cleaners

3.10 Based on the pattern of Marlborough College existing employment, it is predicted that the majority of those employed in the proposed boarding house will live within Marlborough and will therefore reside within walking distance. Notwithstanding, staff are always encouraged to use the main college car parks and walk to their place of work from there. As already mentioned, there are signalised pedestrian crossing facilities on the A4 Bath Road to facilitate safe pedestrian linkages between the proposed site and the main College campus and car park areas.

3.11 The proposed car parking area includes 8 No. spaces available for use by the adjacent College Fields Montessori Nursery. The nursery is open from 0900 to 1530 Monday to Friday for morning and afternoon sessions. Children can either attend all day or half day sessions. The nursery has 4 members of staff and 24 places for children. During a site visit at approximately 11am on a weekday morning, only two cars were observed to be parked in the existing nursery car park.

Refuse Collection 3.12 Refuse collections will be made off-site from a centralised waste collection point located within the College grounds at Norwood Hall. Refuse will be transported from the site to a central external bin park located near Norwood Hall on a regular basis by the College maintenance team. A Waste Audit Statement has been prepared by Edgars Limited in support of this planning application, which identifies how the impact of waste generation associated with the proposed boarding house will be managed and minimised during both the construction and operation phases of the development.

Temporary Construction Access 3.13 It is proposed to provide a new temporary access into the site for use by construction traffic during the construction phase of the development. Fields. The temporary construction access will enable construction traffic to be separated with traffic movements associated with the existing adjoining nursery.

4.0 ACCESSIBILITY BY SUSTAINABLE MODES OF TRANSPORT

4.1 This section considers the accessibility of the site by sustainable modes of transport, specifically walking, cycling and public transport.

Pedestrian Access 4.2 The site is located to the west of the main town of Marlborough and is situated less than 500 metres from Marlborough High Street, well within an easy walking distance.

4.3 College Fields benefits from footway provision on both sides of the road. Footways are also provided along either side of the A4 Bath Road providing good linkages to the town centre. A signalised pedestrian crossing facility is located on the A4 Bath Road, approximately 50 metres to the east of the College Fields priority junction facilitating safe access to the main College campus (refer to Photograph 4.1). A further signalised pedestrian crossing is located on the A4 Bath Road approximately 150 metres to the west of the junction with College Fields.

Bus Access 4.4 The nearest bus stops are located on College Fields adjacent to the proposed site. The nearest bus stops are known as the Leisure Centre stops and are served by a number of services providing access to the town centre at varying frequencies (as identified within Table 4.1 below).

Rail Access 4.5 Travel by rail may be an option for pupils travelling to/from college at the start and end of the school term or at half term and exeat weekends. The nearest railway station is located in the village of Pewsey, situated approximately 11.3km (7.0 miles) from the proposed boarding house. Pupils could travel by taxi to this nearby station. The railway station lies on the Berks and Hants Line and is operated by . Table 4.2 provides a summary of the principal destinations that are accessible from Pewsey railway station.

5.0 PREDICTED VEHICULAR TRIP GENERATION

5.1 The proposed boarding house is predicted to generate minimal day-to-day traffic movements other than those associated with members of staff and deliveries/servicing.

Deliveries 5.2 The proposed boarding house will only have light catering facilities and will not have a full catering kitchen provision. The majority of provisions supplied to the boarding house will be from the College's catering department. Based on the existing set-up and arrangements for other existing boarding houses at Marlborough College, the frequency of deliveries from the catering department is predicted to be one per day Mondays to Saturdays between 0800 and 1200. Deliveries from the catering department will be undertaken using a large Ford Transit type van (approximate length 5.4m). Other deliveries will occur direct from suppliers for milk and bread from the dairy, these will be made between 0600 and 0800 on a daily basis using a large refrigerated transit van type vehicle. The proposed boarding house is on the existing delivery route used by the dairy, therefore these will be bypass trips rather than new trips on the network. Deliveries associated with the collection and drop-off of Laundry will be managed internally by the College and usually take place three times per week using a transit van.

5.3 The proposed widened vehicular access arrangement on College Fields will be suitable to accommodate the size of delivery vehicles predicted to visit the site.

Start/End of term drop off/pick up 5.4 There are three terms throughout each academic year comprising of: 1. Michaelmas term from September to December; 2. Lent term from January to March; and 3. Summer term from April to July.

5.5 In any given term a proportion of the house will be invited back before the scheduled beginning of term for pre-season training. There is generally a window in which pre-season squads are invited to arrive at a particular house (by rotation) where they stay for the 2-4 nights of their training period; or when they are invited to 'drop-off' at their own boarding house. 5.6 In addition, a proportion of pupils in each house reside overseas, and will be transported to and from Marlborough by taxi, depending on flight arrival/departure times. This is throughout the day of the scheduled beginning/end of term. Luggage for overseas pupils is left in school over the long holidays, thereby minimising the loading/unloading time during taxi collection/drop-off. The current proportion of pupils attending Marlborough College who reside overseas is 30%. Therefore, within a boarding house of 70 girls, an average of 21 girls could reside overseas.

5.7 School trips often take place during the Easter and Summer holidays. Pupils attending school trips will depart early from Marlborough College at the end of terms (e.g. choir tour, Dublin English Literature trip). Thus a proportion of pupils residing within the proposed boarding house will depart before the end of both terms, on average this would equate to approximately 6 pupils.

Beginning of Term 5.8 The main time for parents dropping off is at the start of the academic year at the beginning of the Michaelmas term in September. At the beginning of this term the drop off is staggered over two days, with the lower sixth form and some selected upper sixth form pupils, prefects and heads of house arriving one day before the others. On the second day the arrival times are staggered with Year 9 pupils arriving at 1600, whilst years 10, 11 and 13 arrive between 1800-2100. This excludes overseas pupils and pre-season pupils as discussed above.

5.9 At the beginning of the Lent and Summer terms, all pupils are scheduled to arrive on one day within a three-hour time period from 1800 to 2100 in the evening. Again, this excludes overseas pupils and pre-season pupils as discussed above.

End of Term 5.10 At the end of the Michaelmas term a proportion of upper sixth form pupils will leave early as the end of term coincides with Oxbridge interviews. All other pupils can leave any time after midday on the scheduled day.

5.11 Parents meetings are scheduled for year 12 pupils at the end of the Lent term. Parents park in the main College car parks when attending parents’ meetings and leave at approximately 1600. All other pupils can leave any time after midday on the scheduled day.

5.12 At the end of the Summer term, year 11 pupils and upper sixth form pupils will have already left depending on the date of their last exams. Parents of pupils in years 9, 10 and 12 are invited to park in the main College car parks and attend the end of term athletics competition and will depart at any point after their own children have finished competing or at the end of the competition. Therefore, departure times are staggered over a period of approximately 4 hours.

Half-term and exeats 5.13 During the Michaelmas and Lent half terms and exeats the majority of pupils travel to and from Marlborough College by coach, for which the pick-up and drop off is the central College car park. The College runs coaches to and from the following destinations (although these change according to pupil demand): . London Victoria; . London Hammersmith; . Salisbury; . Bristol; . Maidenhead; . Oxford; . Tunbridge Wells; . Chichester; and . London Heathrow (additional at half terms only).

5.14 At the end of half terms and the exeat one year group is involved with parents' meetings and thus the window for their departure with parents is staggered from 1400 to 1630.

5.15 At the end of the summer half term, prize day creates a natural staggered departure window, as Upper sixth form pupils are allowed to leave after lunch, whereas Years 9, 10 and 12 are invited to stay on until the award of their prizes at 1530. The 'official' end of the day is 1630.

Summary 5.16 The information presented within this Section demonstrates that pupils' arrival and departure times are generally staggered over a minimum of a three hour time period, therefore minimising any possible congestion on the surrounding highway network. It should also be noted that vehicle movements associated with the beginning and end of term will only take place on six days of the calendar year. In addition, the drop off periods do not coincide with the operational hours of the adjacent nursery therefore additional car parking capacity will be available during these periods.

Additional Information 5.17 There are no 'whole school' events to which ALL pupils and parents are invited. When there is heavy use of the College car-parks, marshals are employed to guide traffic flow and parking. The main College car-park was extensively improved in Summer 2015; there is overflow capacity.

6.0 SUMMARY & CONCLUSIONS

6.1 This Transport Statement (TS) has been prepared by Cole Easdon Consultants (CEC) Limited on behalf of Marlborough College in respect of a planning application for the construction of a new boarding house for Marlborough College on land off College Fields, Marlborough.

6.2 The TS has considered the relevant highway, traffic and transportation issues associated with the proposed development and the local environment.

Conclusions 6.3 The principal conclusions of this TS are as follows: . the site is in a sustainable location with good pedestrian links; . the site can achieve a suitable vehicular access off College Fields; . refuse will be transferred off-site by the College to a centralised waste collection point located within the College grounds at Norwood Hall; . the proposals include an adequate level of car parking provision; . the boarding house will generate minimal day-to-day vehicle movements; . the additional vehicle movements during the beginning and end of term days will be dispersed minimising any possible congestion on the surrounding highway network; and . vehicle movements associated with the beginning and end of term will only take place on six days of the calendar year (1.6%).

6.4 It is concluded that there are no highway or transportation reasons to preclude the development.
