EASTER EGG HUNT UPDATE We had a great turnout for our annual Easter Egg Hunt. The weather was spectacular and for the first time in recent memory the Easter Bunny and his helpers didn’t have to hide eggs in the snow! Kids

loved choosing their own prizes from the prize table and also had fun with the Easter egg craft. The weather was just right for many kids to use the kites they won as prizes and the skies of Munster were very colourful. Hurray for spring! Thanks to Dave Tellier, Barb Moulton, Tami Campbell, Tammy Gibson and anyone who lent a hand cleaning up.

UPCOMING EVENTS

On Saturday, June 1st the MCA is hosting the KIDS FUN ZONE for the 11th Annual Munster Lob Ball Tournament. It will run from 11:00 am until 2:00 pm and will feature an interactive show with Reptiles Rock, as well as more exciting guests to be announced later.

STORMWATER FEE UPDATE

Approved in 2016, there remain plenty of misconceptions being shared about the City of Ottawa's stormwater fee so I would like to take this opportunity to provide some context. In 2019, $12 million will be spent on culvert replacements, repairs and construction in the rural area, funded by the stormwater fee. Specifically, $3.8 million will be used to design and construct 42 culverts in Rideau-Goulbourn. To put that $3.8M in perspective, the stormwater fee collected $1M last year across rural Ottawa. The money collected in rural Ottawa stays in rural Ottawa and then some. I have included a comprehensive list of culvert replacements planned for 2019 below. Culverts, wet ponds and dry ponds found in rural areas are key pieces to the stormwater system – in the prevention of flooding, mitigating erosion, as well as protecting water quality in rivers, creeks, and streams.

As a refresher, the intent of the new fee was to improve how the City bills for water, wastewater and stormwater to create a fairer and more sustainable system for its residents. It recognizes the different types of services received by those in serviced areas of the City and those who rely on private wells in urban and rural Ottawa. One of the key outcomes of the new rate structure was the implementation of a new charge for stormwater services for properties that did not pay this fee.

Stormwater will be charged through a fixed rate fee to all applicable properties that benefit from stormwater service. For connected properties, this fee was previously included in the sewer surcharge rate for connected properties. Therefore, if you have always received a water and/or sewer bill, you have always been paying for this and nothing changes significantly except for that other residents are now sharing the cost. Properties that do not receive a water utility bill see the stormwater fee on their property tax bill instead.

Historically, all properties were paying for stormwater either on their water bill or as a tax levy, or a combination of the two. In 2001, 100% of the fee was moved to the water utility bill as part of the sewer surcharge, meaning that only connected properties that received a water bill contributed to stormwater management funding. For those connected to the City water system, the fee was charged based on water consumption. However, stormwater services are not affected by how much water you consume and nearly everyone benefits from stormwater infrastructure, even those not connected to City water.

The implementation of the new rate structure started in May 2017 when non-connected properties first saw a new stormwater charge on their final tax bills. It was planned that the stormwater charge would be phased in over four years to allow non-connected property owners time to adjust. In 2017, owners paid 25% of the fee, they paid 50% in 2018, will pay 75% in 2019 and by 2020 non-connected properties will be paying 100% of the fee. As promised, here is the list of planned culvert replacements in Rideau-Goulbourn:

Youth Sports in Munster Elementary School By Laura Rupert Drop-in basketball takes place every Tuesday night at the Munster Elementary School and has been very well attended. The MCA will run this program until the end of May. Join us for some structure time with set games, and some down time where the kids can just have some fun shooting.

Please remember that basketball drop-in requires a permission form to be signed before participating, you must be 12-15 years old, indoor shoes must be worn and it is FREE to all MCA-members.

Victoria Day Fireworks By Jude Sammon The Munster Community Association (MCA) and the Greater Ashton Community Association (GACA) have entered into an informal agreement where each association will promote each other’s activities. GACA will be putting on their annual Victoria Day Firework show on Saturday, May 19th at dusk. Head out to Ashton earlier in the evening, starting at 6:30 pm. They will be having activities for everyone to enjoy. There will be face painting, visits from special mascots, balloons, glow sticks, visit with local firemen and their equipment and live music. Countryside Petting Farm will also be bringing their animals for everyone to enjoy. For a small fee you can purchase feed to give to the animals or have ride on their ponies. There also will be food to purchase on site. GACA will be accepting cash donations at the front gate to help offset the costs of this event.

If you can’t help on this day you can participate now by just going to the road in front of your house and picking up any papers, cans, glass, etc. in and around your property. If you are going for a walk, take a bag and pick up anything you see. Get your children involved. They are keen to help save the environment and this would be a wonderful way for them to participate. Supplies are available ahead of time from Susan at 613-838-4062.

We have such great people in Munster; check out what has already happened. I found neighbours cleaning up sand at the community mailbox and another family got a head start on the clean-up efforts and did the garbage and beer bottles on Bleeks Road. Well done everyone!!

MUNSTER BEAUTIFICATION This year the Munster Community Association (MCA) will be initiating some projects to enhance the landscaping in Munster. The area being concentrated on will be the boulevards along Munster Side Road and Bleeks Road. The first step in refreshing these areas involves the enforcing of the Ottawa City by-laws that prohibits advertising signs on public property. We would like to invite those businesses affected to contact the MCA at [email protected] if they would like to advertise in our phonebook, newsletter and or website.

The next step will be adding some colour. Stay tuned for more developments as they become finalized.

Planting new ideas at Farm Camp!

Saunders Farm is a real, working farm that has just happened to welcome more than 1 million guests to play, learn, and grow with us. We grow much of the food we serve to our guests, the pumpkins we sell in the fall, and the trees we use to shape the landscape of our property! At Farm Camp, each camper will have the opportunity to plant their very own vegetables or flowers, depending on what we choose to grow each week, and throughout their time on the Farm they'll get to watch their seed sprout AND enjoy a delicious Farm Fresh lunch each day with some of the same produce. At the end of the week, they'll take it home to re-plant in their own garden!

Through the Green Light program, volunteer firefighters are equipped with green flashing lights for their personal vehicles. When you see a green light flashing from a driver’s vehicle, it means the driver is a volunteer firefighter responding to an emergency. Please yield the road to these vehicles with green flashing lights. This may mean pulling over, if it is safe to do so, to allow the vehicle to pass. Volunteer firefighters responding to an emergency typically need to drive their personal vehicles to a nearby fire station. Pulling over when you see a firefighter’s green light can have a big impact because every second counts.
