F-1 Executive Summary Gilliam County developed this Multi-jurisdictional Natural Hazards Mitigation Plan in an effort to prepare for the long term effects resulting from natural hazards. This plan was developed with and for the following jurisdictions: Gilliam County, the City of Arlington, the City of Condon, and the City of Lonerock. It is impossible to predict exactly when these hazards will occur, or the extent to which they will affect the community. However, with careful planning and collaboration among public agencies, private sector organizations, and citizens within the community, it is possible to create a resilient community that will benefit from long-term recovery planning efforts.     THE MISSOULA FLOOD Dry Falls in Grand Coulee, Washington, was the largest waterfall in the world during the Missoula Flood. Height of falls is 385 ft [117 m]. Flood waters were actually about 260 ft deep [80 m] above the top of the falls, so a more appropriate name might be Dry Cataract. One lobe of the ice sheet dammed the Columbia River, creating Lake Columbia and diverting the Columbia River into the Grand Coulee. Another lobe of the ice sheet advanced southward down the Purcell Trench to the present Lake Pend Oreille in Idaho and dammed the Clark Fork River. This created an enormous Lake Missoula, with a volume of water greater than that of Lake Erie and Lake Ontario combined [530 mi3 or 2200 km3].

Riding on the leading edge of the moving North American plate, Oregon reflects the underlying mecha- nism of the plate collision boundary in virtually all aspects of its geology. In the seven years since the fourth edition was written, an irregular but continuing drumbeat of earthquakes reminds us of the forces beneath our feet and the need to prepare for catastrophic changes be they quakes, volcanoes, tsunamis, floods, or massive earth movements. Most profound is the discovery of irrefutable evidence that these catastrophes have been visited on the state quite regularly over the past few thousands of years as well as the absolute surety that similar disasters will oc- cur in the near and distant future.

    3D Cartographic Animation: Visualizing Disaster on the Columbia River Byron M. Gessel Abstract: This paper describes techniques used to create a 3D cartographic animation using ArcGIS® 3D Analyst™. Cartographic animation is a form of dynamic visualization that can be used to depict the re-enactment of complex phenomena. Typically the viewer is shown “key frames” of an event in the form of static maps or artistic renderings. Animation fills in the details between these “key frames” thus assisting the viewer to interpret an event or process. A case study depicting Lake Lewis, in the Pasco Basin of Washington, during the Glacial Lake Missoula Floods of the last ice age, the greatest scientifically documented floods to have taken place in North America, is used to test and demonstrate 3D cartographic animation techniques. Page 1 of 18 Introduction The Glacial Lake Missoula Floods (also referred to as the Ice Age floods) have been described as “the greatest scientifically documented floods known to have occurred in North America” (National Park Service, 2001). Lake Lewis, a temporary lake formed by these flood waters, covered thousands of square miles in what is now south-central Washington State, and reached depths of 900 feet. In order to help the viewer understand a dynamic phenomenon such as this, it should be depicted in an animated manner, using dynamic visualization techniques. This way the cognitive or interpretive load on the viewer is reduced. Dynamic geovisualization can be defined as the use of animated, computer- generated images for the display of geographic data. One form of dynamic visualization is the 3D cartographic animation.
