Food Security and Food Sovereignty: Getting Past the Binary Jennifer Clapp1 It has become fashionable among some critical food studies scholars to counterpose food sovereignty to food security. Those taking this approach have associated all that they find unpalatable about the current mainstream, dominant industrial food system with the concept of food security, while presenting food sovereignty as a friendlier alternative. Lucy Jarosz’s article highlights this binary and while she suggests that the two concepts are not in fact solely oppositional, she suggests that tensions between them concepts are not likely to dissipate anytime soon. This short commentary seeks to delve deeper into the points of tension between food security and food sovereignty that Jarosz raises. I argue that the oppositional frame within the literature is problematic in several ways. First, in assessing food security, critics have inserted a rival normative agenda into a concept that is in fact much more open-ended. Second, proponents of food sovereignty make questionable claims in articulating the normative agenda that they attach to food security. Given these problems, the juxtaposition of food security and food sovereignty as competing concepts is more confusing than helpful. -

Toledo2 1 Department of Environmental Science Policy and Management, University of California, Berkeley, USA 2 Centro de Investigaciones en Ecosistemas, Universidad Nacional Autònoma de Mèxico Abstract: Although risk and uncertainty dominate the lives of most rural inhabitants of the semi-arid regions of the world, many farmers have been able to develop durable farming systems through the use of innovative soil and water management systems and the use of locally adapted crop species and varieties. In this paper we provide examples of farming systems developed by traditional farmers well adapted to the local conditions of the semi-arid environment, enabling farmers to generate sustained yields meeting their subsistence needs, despite harsh conditions and low use of external inputs. Part of this performance is linked to the ingenious soil and water conservation systems but also to the high levels of agrobiodiversity exhibited by traditional agroecosystems, which in turn positively influences agroecosystem function. We also give examples of projects aimed at assisting rainfed resource-poor farmers in the development of a variety of practical techniques and strategies to enhance production and resiliency in the midst of resource constraints typical of semi-arid environments. Inuit communities in this region rely heavily on subsistence; however, access to traditional food sources may have been compromised due to climate change. Drawing from a total of 25 interviews among Inuit elders and experienced hunters from Cambridge Bay and Kugluktuk in Nunavut, Canada, this research examines how climate change is impacting food sovereignty and health. Our results show that reports of food insecurity were more pronounced in Kugluktuk than Cambridge Bay. Participants in Kugluktuk consistently noted declining availability of preferred fish and game species (e.g., caribou, Arctic char), a decline in participation of sharing networks, and overall increased difficulty accessing traditional foods. Respondents in both communities presented a consistent picture of climate change compounding existing socio-economic (e.g., poverty, disconnect between elders and youth) and health stressors affecting multiple aspects of food sovereignty. This article presents a situated understanding of how climate change as well as other sociocultural factors are eroding food sovereignty at the community-scale in the Arctic. -

Scaling up Agroecology to Achieve the Sustainable Development Goals
SCALING UP AGROECOLOGY TO ACHIEVE THE SUSTAINABLE DEVELOPMENT GOALS 2ND FAO INTERNATIONAL SYMPOSIUM ON AGROECOLOGY By Kim Assaël From 3 to 5 April 2018 FAO has hosted the 2nd International Symposium on Agroecology: Scaling-up Agroecology to achieve the (SDGs). Building on the first Symposium and the subsequent regional workshops, the Symposium on Agroecology focused the transition of Agroecology from dialogue to action, by sharing ideas and experiences, while discussing policies and actions that can support agroecology in achieving the SDGs and accompany the decade of Family Farming (2019-2028) and the Decade of Action on Nutrition (2016-2025). About 400 participants were attended, from policy- makers and governments, agroecology practitioners and civil society representatives, to members from academia and research, the private sector and representatives from the regional meetings. Even with it almost 700 were the effective participants and plenary rooms have been changed at the last minute to make space to all participants. Key elements and actions to support scaling up agroecology have been intensively discussed as the multiple benefits of agroecology are an important path for meeting the 2030 Agenda objectives and addressing the interlinked challenges. The key facts underpinning the big advantages of agroecology are summarized in the FAO website: Agroecology relies on ecosystem services to improve productivity. The knowledge and practices of farmers and food producers from all over the world are at the core of agroecology. Agroecology can address the root causes of hunger, poverty and inequality. Agroecology combines farmers’ knowledge with modern science in innovative ways. Agroecology provides local solutions for global challenges. -

Over time, a very large literature has developed that documents food insecurity, evaluates programs meant to reduce that insecurity, and proposes solutions to attenuate the problem. The purpose of the current review is to provide a very broad overview of the food insecurity literature, including definitions, measurement, areas of study, and impacts on health. Importantly, this review suggests there are two major causes of food insecurity in the advanced nations: economic inequality and neoliberalism. The food insecurity literature suggests that diminished government responsibility in advanced capitalist nations corresponds to an increase in feeding programs run by non-profit and charitable organizations. This review concludes by suggesting that, while a massive amount of research on food insecurity currently exists, more research is still needed to address gaps in the literature when it comes to significant events, coping strategies and disadvantaged populations.
