Expansion of Service Area for SKY PerfecTV! HIKARI to the Hokkaido Area and Start of Subscription Application Acceptance for FLET’S TEREBI and Other Services

SKY Perfect JSAT Corporation (Head Office: Minato-ku, Tokyo; President and CEO: Masanori Akiyama), a wholly owned subsidiary of SKY Perfect JSAT Holdings Inc. (Head Office: Minato-ku, Tokyo; President and CEO: Masanori Akiyama), today announced that it will expand the service area for SKY PerfecTV! HIKARI to the Hokkaido area, and begin accepting applications for subscriptions to FLET'S TEREBI and other services. Details follow in the attached release.

Expansion of Service Area for SKY PerfecTV! HIKARI to the Hokkaido Area and Start of Subscription Application Acceptance for FLET’S TEREBI and Other Services

OptiCast Inc. (Head Office: Minato-ku, Tokyo; President and CEO: Masafumi Kawanishi; “OptiCast”), a subsidiary of SKY Perfect JSAT Corporation (Head Office: Minato-ku, Tokyo; President & CEO: Masanori Akiyama; “SKY Perfect JSAT”), plans to expand the service area for SKY PerfecTV! HIKARI to certain regions of Hokkaido centered on the Sapporo area.

In line with these plans, Nippon Telegraph and Telephone East Corporation (Head Office: Shinjuku-ku, Tokyo; President: Tsutomu Ebe; “NTT EAST”) will expand its service area for FLET’S TEREBI Transmission Service, a video transmission service that transmits broadcasts provided by broadcast companies using FLET’S HIKARI NEXT service, to certain regions of Hokkaido centered on the Sapporo area.

As a result of this expansion, subscribers in the Hokkaido area, through a combination of the FLET’S HIKARI NEXT and FLET’S TEREBI Transmission Service provided by NTT EAST, and the broadcast service provided by OptiCast, will from October 2009 be able to use FLET’S TEREBI, allowing them to receive terrestrial and satellite digital broadcasts.

As an optional service for FLET’S TEREBI, subscribers will also be able to enjoy SKY Perfect JSAT’s SKY PerfecTV! e2 and OptiCast’s SKY PerfecTV! HIKARI CS Digital Service, allowing them to view a wide variety of specialty channels.

Hokkaido is the first major service area outside of the greater Tokyo area for NTT EAST within its service region. Along with conventional internet and telephone service, the company is looking to provide new levels of added value through its FLET’S HIKARI service.

An overview of products is as follows.

1. FLET’S TEREBI

1) Product Overview FLET’S TEREBI is a service that allows subscribers to view terrestrial broadcasts (digital and analog) and satellite broadcasts (digital and analog) through the broadcast service provided by OptiCast using FLET’S HIKARI NEXT.

2) Service Requirements in the Hokkaido Area A subscription to FLET’S HIKARI NEXT is required. Subscribers already using B FLET’S are required to switch to FLET’S HIKARI NEXT to be able to use FLET’S TEREBI.

3) Service Fees ¥682.5 per month (tax included) (Includes ¥472.5 per month fee for FLET’S TEREBI Transmission Service, and ¥210 per month equipment use fee for SKY PerfecTV! HIKARI.

2. Optional Broadcast Services for FLET’S TEREBI

1) SKY PerfecTV! e2 This service allows subscribers with a CS110 digital tuner easy access to approximately 70 channels, including high-definition programming.

2) SKY PerfecTV! HIKARI CS Digital Service This service allows subscribers to view up to approximately 280 channels. Subscribers can

choose from among different CS channel packages (SKY PerfecTV! HIKARI A La Carte; SKY PerfecTV! HIKARI Package Selection Options; SKY PerfecTV! HIKARI Package).

See Attachment 1 for service fees for each package of optional broadcast services.

3. Initial Costs

1) SKY PerfecTV! HIKARI registration fee (Billed by OptiCast) ¥2,940 (tax included) at time of subscription to FLET’S TEREBI

2) Installation fee i. FLET’S TEREBI installation fee (Billed by NTT EAST) Free of charge for installation together with FLET’S HIKARI NEXT, for new applications made by September 30, 2009 (Wed), with installation completed by December 31, 2009 (Thurs). Installation of FLET’S TEREBI only is ¥6,300.

Installation fees for applications made from October 2009 for installation of FLET’S HIKARI NEXT together with FLET’S TEREBI will be announced separately on the SKY Perfect JSAT homepage and through other media.

ii. Television connection installation fee (Billed by OptiCast) Installation with the network line terminal and one television in the same room (standard installation) is ¥8,925 (tax included).

Installation with connection to televisions in separate rooms via coaxial cable to allow viewing of televisions in all rooms (home-wide installation) is ¥15,750 (tax included).

Equipment and installation varies by customer. The above television connection installation fees are as of August 2009.

4. Service Area and Scheduled Service Start Date Service for FLET’S TEREBI and SKY PerfecTV! HIKARI are scheduled to start as per the following. See Attachement 2 for details on the service areas. Service start may be delayed, or services may not be available in some areas.
