    339 CHAPTER 4: STRONG EARTHQUAKE MOTION OBSERVATIONS GENERAL ASPECTS OF STRONG-MOTION OBSERVATIONS DURING THE TANGSHAN EARTHQUAKE Peng Kezhong, Yu Shuangjiu and Guo Yuxue* The main shock accelerograms were recorded at most of the stations of the strong-motion accelerograph network in North China during the Tangshan earthquake of magnitude 7.8. Strong-motion records were also recorded at some of the stations during the Luanxian earth- quake of magnitude 7.1 and the Ninghe earthquake of magnitude 6.9. After the main shock of the Tangshan earthquake occurred some mobile observation stations were quickly deployed in Tangshan City and its nearby regions, and a number of near-source records from the aftershocks were obtained thereafter. I. Strong-Motion Accelerograph Network in North China After the 1966 Xingtai earthquake in Hebei Province a strong-motion accelerograph net- work of China was first established and developed slowly in North China. Prior to the July 28, 1976 Tangshan earthquake a total of 23 accelerographs had been installed. Among them, 18 accelerographs (Model RDZ1-12-66) were operated by the Institute of Engineering Mechanics, Academia Sinica (IEM), 3 accelerographs (Model RDZ1-12-66) were operated by the Institute of Earthquake Engineering, Chinese Academy of Building Research (IEE), one accelerograph (Model SG-4-12) by the Institute of Scientific Research, Ministry of Water Conservancy and Electric Power (ISR), and one accelerograph (Model SMAC-B2) by the Institute of Geophysics, State Seismological Bureau (IGP). After the Tangshan earth- quake of magnitude 7.8 another accelerograph was supplemented at Baliqiao in Tongxian County by IEE. The total of 24 accelerographs was deployed.

    Daxing and Yuhua: One Business in Two Cities, 1921-1937 JuanJuan Peng Yuhua and Daxing, two Chinese cotton mills, were both established in 1921. Although registered separately, the two business undertakings had the same parent company: Chuxing Textile Company. Right before Chuxing was forced to close in 1921 for political reasons, its shareholders established Yuhua and Daxing in order to transfer their capital and continue their business careers. Therefore, the two sister companies shared almost the same group of stockholders, and were both under the control of the same chairman of the board. Moreover, they were both in cotton textiles and had comparable scale. While the businesses shared many similarities, their local contexts differed strikingly. Yuhua is located in Wuhan, a big metropolis that had the reputation of being “Chinese Chicago.” In contrast, Daxing’s Shijiazhuang was an insignificant town with a population of 600 at the turn of twentieth century.1 Why did the owner-managers choose two locations with such a difference to establish the twin mills? What happened when the same business encountered two different contexts? How did local context shape local business, how did business react and influence its context, and how this reciprocal relationship differs from one city to another? By comparing Yuhua and Daxing, the first agenda of this project is to locate Chinese business back into its various local contexts and discover the intertwining relationship between industrial enterprises and their local context. This case study will also shed lights to Daxing’s importance in shaping the urbanization process of Shijiazhuang area. The PRC consists of the provinces on the Chinese mainland and Hainan; the ROC controls Taiwan and several islets close to PRC’s Fujian Province. Though Taiwan does not belong to the PRC, the PRC regards Taiwan as a “renegade province” and part of the PRC. Thus, Taiwan’s inclusion in descriptions of China’s administrative organization reflects Beijing’s point of view, not the author’s. Today, China has 23 provinces (sheng 省)—one province (Taiwan) not part of the PRC; 5 Autonomous Regions (AR—zizhiqu 自治區); 4 special municipalities (zhixiashi 直轄市); and 2 Special Administrative Regions (SAR—tebie xingzhengqu 特別行政區). At the time of Mao Ze- dong’s death in September 1976, the PRC consisted of 21 provinces, 5 autonomous regions and 3 special municipalities—Hainan was part of Guangdong Province until April 1988, Chongqing was part of Sichuan Province until March 1997, Hong Kong was a British crown colony until July 1997, and Macau was a Portuguese possession until December 1999. The 5 Autonomous Regions were established after WW II—Guangxi in March 1958, Inner Mongolia in May 1947, Ningxia in October 1958, Tibet in September 1965, and Xinjiang in October 1955. Guangxi is an AR of the Chuang/Zhuang nationality (zhuang zu 壯族), Ningxia of the Chinese Muslims/Hui (huizu 回族), and Xinjiang of the Uighurs (weiwuer zu 維吾爾族). Additionally, 5 Special Economic Zones (SEZ—jingji tequ 經濟特區) were established in 1980 that are economic units but not provinces/regions/municipalities: Shenzhen 深圳 (Guang- dong Province), Shantou 汕頭 (Guangdong Province), Zhuhai 珠海 (Guangdong Province), Xiamen 廈門 (Fujian Province) and the whole of Hainan Province.
