Local Culture As a Resource in Regional Development in the Southwest-Finland Archipelago
LOCAL CU LT U RE AS A ResOURCE in REGIONAL DevelOPment in THE SOutHWest-FinlAND ARCHIPelAGO KATRiinA SiivOnen PhD, Senior Researcher, Docent Finland Futures Research Centre 20014 University of Turku, Finland e-mail: [email protected] ABSTRACT In cultural and regional politics in the European Union, and in practice for instance in the Southwest-Finland Archipelago, local culture and cultural heritage are con- sidered resources. Global boundlessness, heterogeneity and change are basic qual- ities of culture. However, in regional development, culture is seen and used as a number of different local cultures with their own essential cultural heritage. The culture of local everyday life is opposite to, and in tension with, the con- struct of cultures used in regional development. Accordingly, culture should pri- marily be safeguarded as a heterogenic, dynamic and interactive process of eve- ryday life. This process is the most important resource of local culture. In addi- tion, culture should be safeguarded as value-based cultural constructions, such as brands or common identities of certain cultures, with for instance cultural heritage as a part of it. In the latter case, a common, transparent definition of these brands, identities and cultural heritages with their different values, is needed. A Voluntary Local Review 2020 The implementation of the 2030 Agenda for Sustainable Development in the City of Turku Opening statement by the Mayor Cities are facing major challenges – climate change, digitalisation and the ageing and increasingly diverse population greatly impact on cities’ field of operation and require cities to be able to adapt to constant change. Adaptation and adjustment to conventional ways of doing things is also needed in order to reach sustainability on a global level. Cities and city networks have an ever-growing role to play as global influencers and local advocates in achieving the Sustainable Development Goals. Succeeding in accelerating sustainable development requires strong commitment and dedication from the city’s decision-makers and the whole city organization. Turku has a long tradition in promoting sustainable development and we want to make sure Turku is a good place to live in the future as well. Turku also wants to take responsibility and set an example in solving global sustainability challenges. That is why I consider it very important that Turku is among the first cities to participate in reporting city-level progress of achieving the Sustainable Development Goals. With this first VLR report, I am very proud to present the systematic work being done in Turku for sustainable development. I hope that the cities’ growing role in implementing the 2030 Agenda for Sustainable Development becomes more visible to citizens, business life, organisations, other cities, government and other interest groups. Johanna Leinonen and Auvo Kostiainen This volume is based on a selection of papers presented at Johanna Leinonen and Auvo Kostiainen (Eds.) the conference FinnForum XI: Transnational Finnish Mobili- ties, held in Turku, Finland, in 2016. The twelve chapters dis- cuss two key issues of our time, mobility and transnational- ism, from the perspective of Finnish migration. The volume is divided into four sections. Part I, Mobile Pasts, Finland and Beyond, brings forth how Finland’s past – often imagined TRANSNATIONAL as more sedentary than today’s mobile world – was molded by various short and long-distance mobilities that occurred FINNISH MOBILITIES: both voluntarily and involuntarily. In Part II, Transnational Influences across the Atlantic, the focus is on sociocultural PROCEEDINGS OF transnationalism of Finnish migrants in the early 20th cen- tury United States. Taken together, Parts I and II show how FINNFORUM XI mobility and transnationalism are not unique features of our FINNISH MOBILITIES TRANSNATIONAL time, as scholars tend to portray them. Even before modern communication technologies and modes of transportation, migrants moved back and forth and nurtured transnational ties in various ways. Part III, Making of Contemporary Finn- ish America, examines how Finnishness is understood and maintained in North America today, focusing on the con- cepts of symbolic ethnicity and virtual villages. Part IV, Con- temporary Finnish Mobilities, centers on Finns’ present-day emigration patterns, repatriation experiences, and citizen- ship practices, illustrating how, globally speaking, Finns are privileged in their ability to be mobile and exercise transna- tionalism. Not only is the ability to move spread very uneven- ly, so is the capability to upkeep transnational connections, be they sociocultural, economic, political, or purely symbol- ic. -

Teosta pidetään Aallon uran käännekohtana ja yhtenä maailmansotien välisen moder- nismin kansainvälisesti keskeisimpänä teoksena. Eurooppalainen arkkitehtuuri koki tuolloin valtavan ideologisen muutoksen pyrkiessään vastaamaan yhä nopeammin teollis- tuvan ja kaupungistuvan yhteiskunnan haasteisiin. Aalto tuli kosketuksiin avantgardisti- arkkitehtien kanssa Congrès internationaux d’architecture moderne -järjestön piirissä vuodesta 1929 alkaen. Hän pyrki Paimion parantolassa, siihenastisen uransa haastavim- massa työssä, soveltamaan uutta näkemystään arkkitehtuurista. Työn teoreettisena näkökulmana on ranskalaisen sosiologin Bruno Latourin (1947–) aktiivisesti kehittämä toimijaverkkoteoria, joka korostaa paitsi sosiaalisten, myös materi- aalisten tekijöiden osuutta teknologisten järjestelmien muotoutumisessa. Teorian mukaan sosiaalisten ja materiaalisten toimijoiden välinen suhde ei ole yksisuuntainen, mikä huo- mio avaa kiinnostavia näkökulmia arkkitehtuuritutkimuksen kannalta. Puolustusvoimat 1 (2) Lounais-Suomen aluetoimisto KUTSUNTAKUULUTUS Kutsunnanalainen on miespuolinen Suomen kansalainen, joka: - kutsuntavuonna täyttää 18 vuotta; - on jäänyt edellisiin kutsuntoihin saapumatta, jollei hänen palveluskelpoisuudestaan ole vielä erikseen tehty päätöstä eikä hän ole täyttänyt tai sinä vuonna täytä 30 vuotta; tai - on määrätty tämän vuoden kutsuntaan uudelleen tarkastettavaksi. Kutsunnanalainen ei ole asevelvollinen, joka on saanut Suomen kansalaisuuden tai päätöksen kansalaisuudesta sinä vuonna, jona hän täyttää 18 vuotta tai sen vuoden jälkeen. Hänet voidaan kuitenkin määrätä muuhun aluetoimiston järjestämään tarkastukseen. Läsnäolovelvollisuus kutsunnassa Kutsunnanalaisen tulee osallistua kutsuntatilaisuuteen henkilökohtaisesti, jollei häntä ole vapautettu läsnaolovelvollisuudesta. Aluetoimisto voi vapauttaa henkilökohtaisesta läsnäolovelvollisuudesta kutsunnassa asevelvollisen: - jolla on vaikea vamma tai sairaus; - joka on osallistunut erikoisjoukkojen valintakokeeseen ja joka on määrätty palvelukseen; tai - joka asuu ulkomailla ja on toimittanut lääkärinlausunnon tai muun luotettavan selvityksen, jonka perusteella hänen palveluskelpoisuutensa voidaan määrittää Kutsunnanalainen, joka ei ole osallistunut kutsuntatilaisuuteen laillisen esteen vuoksi, on velvollinen välittömästi laillisen esteen lakattua näyttämään aluetoimistolle toteen esteensä. Jos kutsunnanalainen opiskelee kaukana kutsuntapaikkakunnalta tai hänellä on muu perusteltu syy, hän voi aluetoimiston suostumuksella osallistua muuhun saman vuoden -
