The bond revenues are to finance the cost of buildings and other state government projects, and are to be repaid from g:ift.s, .rent.ollls, parking and other building fees. The legislature, how­ ever, may 1mpose a property tax if such gifts, rentals and fees are in­ sufficient to pay indebtedness. +YES ESTIMATE OF FINANCIAL EFECTS: No Immediate financial Impact.
