STATUTORY INSTRUMENTS 2007 No. 107 INDUSTRIAL DEVELOPMENT The Assisted Areas Order 2007 Made - - - - 22nd January 2007 Laid before Parliament 23rd January 2007 Coming into force - - 13th February 2007 The Secretary of State makes the following order in exercise of the powers conferred upon him by section 1(1), (3), (4) and (7) of the Industrial Development Act 1982(1): Commencement 1. The Order may be cited as the Assisted Areas Order 2007 and shall come into force on 13th February 2007. Interpretation 2.—(1) In this Order— “the 1982 Act” means the Industrial Development Act 1982; and “the 2000 Order” means the Assisted Areas Order 2000(2). (2) In Schedule 1— (a) any reference to a local authority area in England and Wales shall be a reference to that area as it existed on 21 June 2003; (b) any reference to a local government area in Scotland shall be a reference to that area as it existed on 21 June 2003; and (c) any reference to a parish or a former district council in Scotland shall be a reference to that area as it existed on 31 December 1993. (3) In Schedule 2— (a) any reference to a ward shall be a reference to the Census Area Statistic ward relating to the 2001 Census; and (1) 1982 c.52: section 1(4) was inserted by section 4 of the Co-operative Development Agency and Industrial Development Act 1984 (c.57), words in section 1(4) were omitted by the Statute Law (Repeals) Act 2004 (c.14); words in section 1(7) were omitted by the Statute Law (Repeals) Act 2004 (c.14).

An important principle for our work is to aim to achieve a better democratic balance within each council area so that each vote cast in an election is, so far as reasonably practicable, of the same weight as all others in the council area. The achievement of this aim, along with other measures, would be conducive to effective and convenient local government. At the beginning of this review process we have found some considerable differences between the numbers of voters to councillors not only between council areas in Wales, but also within council areas themselves. The Commission is constrained by a number of things in the way we undertake our work: • The basic “building blocks” for electoral divisions are the community areas into which Wales is divided.

Matters arising from the 18 June 2018 community council meeting Page 1, Item 5 – County Councillor Heesom reported the North East Wales Growth Plan option the “red route” which is a carriageway from the Dee Bridge to Northop. The new highway infrastructure for this area he believes may do some harm for the economic area/Mostyn docks. He informed members of Welsh Government Regional Plans there will be a lead member of each of the six councils. This is a new proposal which Flintshire County Council have signed up to. Page 3, Item 11 – The clerk reported she had emailed and telephoned David Hanson MP’s Office to enquire about the outcome of the site visit of the Alyn Works/Solar Fires building and was informed by Beverley she would follow up the outcome as they have had no further correspondence. RESOLVED: That the clerk continue to pursue the matter. Councillor Roney enquired if in the accounts for payment only 1 councillor had taken the councillor annual payment. The clerk confirmed to date this was the case. The clerk has to ensure this information is published on the community council website before 30 September 2018.
