STATUTORY INSTRUMENTS 2007 No. 107 INDUSTRIAL DEVELOPMENT The Assisted Areas Order 2007 Made - - - - 22nd January 2007 Laid before Parliament 23rd January 2007 Coming into force - - 13th February 2007 The Secretary of State makes the following order in exercise of the powers conferred upon him by section 1(1), (3), (4) and (7) of the Industrial Development Act 1982(1): Commencement 1. The Order may be cited as the Assisted Areas Order 2007 and shall come into force on 13th February 2007. Interpretation 2.—(1) In this Order— “the 1982 Act” means the Industrial Development Act 1982; and “the 2000 Order” means the Assisted Areas Order 2000(2). (2) In Schedule 1— (a) any reference to a local authority area in England and Wales shall be a reference to that area as it existed on 21 June 2003; (b) any reference to a local government area in Scotland shall be a reference to that area as it existed on 21 June 2003; and (c) any reference to a parish or a former district council in Scotland shall be a reference to that area as it existed on 31 December 1993. (3) In Schedule 2— (a) any reference to a ward shall be a reference to the Census Area Statistic ward relating to the 2001 Census; and (1) 1982 c.52: section 1(4) was inserted by section 4 of the Co-operative Development Agency and Industrial Development Act 1984 (c.57), words in section 1(4) were omitted by the Statute Law (Repeals) Act 2004 (c.14); words in section 1(7) were omitted by the Statute Law (Repeals) Act 2004 (c.14). -

World War One Centenary Events
Town and Community Council Events Centenary World War 1 Argoed 11 November: Argoed Community Council will be commemorating the centenary by erecting its first Memorial to the fallen in its Memorial garden Chambers Lane, Mynydd Isa. A service and Eucharist will be at 10.45am followed by the unveiling of the memorial Connah’s Quay and Shotton 11 November following the annual Service of Remembrance which starts at 10 a.m. in the Civic Centre, Connah’s Quay, there will be short service to remember Henry Weale V.C. and unveil the commemorative stones dedicated to him. This will start at approximately 11.30 a.m. at the bridge on the corner of Brooke Road, Shotton. The Royal Welch Fusiliers will also display Henry Weale’s medal. 12 November: Festival of Life and Thank You event to be held at the Connah’s Quay memorial. Poppies will be laid at the memorial, each with the name of 22 people whose names are missing from the memorial. Gwernaffield and Pantymwyn 9 November: Gwernaffield and Pantymwyn Community Council will be holding a WW1 Centenary Event on Friday 9 November 2018 at Gwernaffield Village Hall from 6pm. The evening will include projection of images and photographs, readings, last post, music from the Gwernaffield Silver Band and refreshments for the community Hawarden / Broughton and Bretton 11 November: The Community Councils are jointly preparing for the annual remembrance parade in partnership with the Royal British Legion, local, Churches, cadet, scouts and brownies organisations together with local schools and clubs etc. The service this year will be enhanced by a specialist microphone system in recognition of the number of attendees that increases year on year. -

An important principle for our work is to aim to achieve a better democratic balance within each council area so that each vote cast in an election is, so far as reasonably practicable, of the same weight as all others in the council area. The achievement of this aim, along with other measures, would be conducive to effective and convenient local government. At the beginning of this review process we have found some considerable differences between the numbers of voters to councillors not only between council areas in Wales, but also within council areas themselves. The Commission is constrained by a number of things in the way we undertake our work: • The basic “building blocks” for electoral divisions are the community areas into which Wales is divided. -

Aberystwyth University Research, Development and Innovation Scheme Effective from 01/01/2021 • Scheme number SA.52555 replaced by SA.60803 • The purpose is for the disbursement of EU funds only. • Duration of the scheme extended to 31/12/2023. • Replace definition of “Undertaking in difficulty”; ‘undertaking in difficulty’ means an undertaking in respect of which at least one of the following circumstances occurs: (a) In the case of a limited liability company (other than an SME that has been in existence for less than three years or, for the purposes of eligibility for risk finance aid, an SME within 7 years from its first commercial sale that qualifies for risk finance investments following due diligence by the selected financial intermediary), where more than half of its subscribed share capital has disappeared as a result of accumulated losses. This is the case when deduction of accumulated losses from reserves (and all other elements generally considered as part of the own funds of the company) leads to a negative cumulative amount that exceeds half of the subscribed share capital. For the purposes of this provision, ‘limited liability company’ refers in particular to the types of company mentioned in Annex I of Directive 2013/34/EU ( 1 ) and ‘share capital’ includes, where relevant, any share premium. (b) In the case of a company where at least some members have unlimited liability for the debt of the company (other than an SME that has been in existence for less than three years or, for the purposes of eligibility for risk finance aid, an SME within 7 years from its first commercial sale that qualifies for risk finance investments following due diligence by the selected financial intermediary), where more than half of its capital as shown in the company accounts has disappeared as a result of accumulated losses. -

This report is usually produced annually but due to Covid-19 in March 2020 and its impact, this plan incorporates two years. Due to the pandemic I have had held the position of Chairman for two years. I hope that you will enjoy reading about the work of the Community Council and the positive impact that we have upon the local communities of Hawarden that include the electoral wards of Aston, Ewloe, Hawarden and Mancot. I would like to thank the elected members and officers of the Community Council for their hard work particularly during this unprecedented pandemic. The Councillors and members of staff have had to learn different ways of working with virtual meetings becoming the “norm”, a feat that had not even entered our minds previous to March 2020. -

STATUTORY INSTRUMENTS 2006 No. 1041 REPRESENTAION OF THE PEOPLE, WALES REDISTRIBUTION OF SEATS The Parliamentary Constituencies and Assembly Electoral Regions (Wales) Order 2006 Made - - - - - 11th April 2006 Coming into force in accordance with article 1(2) £5.50 STATUTORY INSTRUMENTS 2006 No. 1041 REPRESENTATION OF THE PEOPLE, WALES REDISTRIBUTION OF SEATS The Parliamentary Constituencies and Assembly Electoral Regions (Wales) Order 2006 Made - - - - 11th April 2006 Coming into force in accordance with article 1(2) At the Court at Windsor Castle, the 11th day of April Present, The Queen’s Most Excellent Majesty in Council The Boundary Commission for Wales (“the Commission”) have, in accordance with section 3(1) of the Parliamentary Constituencies Act 1986(a), submitted to the Secretary of State a report dated 31st January 2005(b) showing the parliamentary constituencies into which they recommend, in accordance with that Act, that Wales should be divided. That report also shows, as provided for by paragraph 7(2) of Schedule 1 to the Government of Wales Act 1998(c), the alterations in the electoral regions of the National Assembly for Wales which the Commission recommend(d). A draft Order in Council together with a copy of the Commission’s report was laid before Parliament by the Secretary of State to give effect, without modifications, to the recommendations contained in the report, and each House of Parliament has by resolution approved that draft. Now, therefore, Her Majesty, is pleased, by and with the advice of Her Privy Council, to make the following Order under section 4 of the Parliamentary Constituencies Act 1986: (a) 1986 c.56.
