The Government of West Bengal, by a resolution No. 5584-UD/O/M/SB/S-22/96 dated 6th October 1997, constituted a Committee known as “Expert Committee on Heritage Buildings” to identify the heritage buildings and sites in Kolkata Municipal Corporation (KMC) area. The said Expert Committee submitted its final report to the State Government on 02.11.1998. The report was discussed in a meeting on 01.12.1998, which was presided over by the Hon’ble M.I.C., Home (Police) and I & CA Departments, and attended by, inter alia, the Hon’ble M.I.C., Urban Development Department and the Hon’ble Mayor of Kolkata; the Principal Secretary, Urban Development Department; the Secretary, Municipal Affairs Department; the Chief Executive Officer, KMDA etc. It was decided in the meeting that the list recommended by the Committee would be sent to KMC for the acceptance and for taking suitable actions towards the preservation and conservation of those heritage buildings/sites in terms of the KMC Act, 1980 (Amendment). The KMC accepted and adopted the report in principle. 2. Meanwhile, in 1997 the Chapter XXIIIA was inserted in the KMC Act 1980 for introducing a Chapter for preservation and conservation of the heritage buildings. The Chapter and the provisions therein are self-explanatory. 3. Thus, by 1998, KMC had two instrumentalities. Firstly, the recommendation of the Govt. of West Bengal and the Expert Committee on Heritage Buildings were made available to the KMC. Secondly, by that time, KMC Act, 1980 (Amendment) was ready to address the issue of conservation of heritage buildings. 4. It was soon felt, however, that the above-said report required chiseling, editing, classifying and grading. Unless the original report of September 1998, as prepared by the Expert Committee, was further edited and graded and reviewed, the KMC could not probably meaningfully proceed further towards taking active steps to ensure conservation of the heritage buildings and/or support the heritage buildings/sites in meaningful manner. In any case, the original report contained many buildings/sites which were soon found to be either not actually existing or not very enduringly significant, either historically or architecturally. 5. The KMC has a Heritage Conservation Committee, of which Prof. Barun De happens to be a very distinguished member. In fact, earlier, on behalf of the State, it was Prof. De and his colleagues who prepared the report from the Expert Committee. Accordingly, KMC, a few months back, decided to request Prof. Barun De himself to re-write and review the original “heritage list”. Prof. De and some his colleagues were approached and a Sub-Committee was formed to go into the question of each of the heritage sites in detail to examine and finalize their grading, classification and significance. This Sub-Committee included Prof. Barun De, Prof Samir Rakshit, Dr. Gautam Sengupta, Sri G M Kapur, INTACH, Dr. Debasis Bose, Sri Indrajit Chaudhuri and Sri Anjan Mitra. Prof. De is an eminent historian; Prof. Rakshit is an Ex. Professor of Architecture, Jadavpur University; Dr. Sengupta is the State Director for Archaeology & Museums; Sri Kapur is a trained activist; Dr. Bose is a keen enthusiast; Sri Chaudhuri is a journalist; and Sri Mitra is a practising architect. 6. This Sub-Committee has since submitted an authoritatively edited, graded and trimmed heritage list. That list has further been placed in the civic body’s Heritage Conservation Committee, headed by Sri Alapan Bandyopadhyay, IAS, Municipal Commissioner, KMC and Chairman of the Committee. The full Committee includes scholars as well as administrators. They have accepted the Sub-Committee’s recommendations. 7. In this long and chequered background, with whole lot of exercises, what we have been able to arrive at is a concise, comprehensive, authoritative, graded and workable list of the heritage buildings, monuments, precincts and/or sites of the KMC. 8. This final booklet enlists 611 No. of Grade - I buildings, 197 No. of Grade - IIA buildings and 109 No. of Grade - IIB buildings. Insofar as Grade – III buildings are concerned, some discussions are yet on to decide which buildings could be deleted from the list with specific recommendations. 9. Development criteria of each heritage building will be governed as per the resolution of the Heritage Conservation Committee meeting dated 14/09/2006 subsequently approved in the Mayor-in-Council meeting dated 03/11/2006, which are as follows : Grade Sub-Grade Permissible intervention of the heritage premises I No external change will be permissible. Use of the building should also be compatible with the category of the heritage building A Same as Grade-I for the heritage building. But new construction may be allowed in the open land within the premises in compatible manner with the heritage building. In no case should new construction obstruct the view of II the heritage building. B Horizontal and vertical addition and alteration of the building may be allowed in compatibility with the heritage building III A plaque depicting the history of the building should be provided. Where the structure is having no architectural importance, demolition of the structure may be allowed. Note:- The HCC would be the final arbiter of the case-to-case examination of the compatibility issue. 10. Summarily, after a decade’s efforts, there is some kind of graded rationalization of the heritage list which makes us proud. 11. The present booklet is only an unembellished documentation of heritage buildings of Grade - I, Grade - IIA categories and Grade - IIB. We shall shortly publish a pictorial document also. Grade – III list is also being published shortly. 12. The Mayor-in-Council has accepted this proposal on 22/01/2009 and the Corporation has accepted it on 25/02/2009.
