Reviews Mao’s War Against Nature: Politics and the Environment in Revolutionary China, by Judith Shapiro, Cambridge: Cambridge University Press (2001), xvii, 287 pp. Reviewed by Gregory A. Ruf, Associate Professor, Chinese Studies and Anthropology Stony Brook State University of New York In this engaging and informative book, Judith Shapiro takes a sharp, critical look at how development policies and practices under Mao influenced human relationships with the natural world, and considers some consequences of Maoist initiatives for the environment. Drawing on a variety of sources, both written and oral, she guides readers through an historical overview of major political and economic campaigns of the Maoist era, and their impact on human lives and the natural environment. This is a bold and challenging task, not least because such topics remain political sensitive today. Yet the perspective Shapiro offers is refreshing, while the problems she highlights are disturbing, with significant legacies. The political climate of revolutionary China was pervaded by hostile struggle against class enemies, foreign imperialists, Western capitalists, Soviet revisionists, and numerous other antagonists. Under Mao and the communists, “the notion was propagated that China would pick itself up after its long history of humiliation by imperialist powers, become self-reliant in the face of international isolation, and regain strength in the world” (p.6). Militarization was to be a vehicle through which Mao would attempt to forge a ‘New China.’ His period of rule was marked by a protracted series of mass mobilization campaigns, based around the fear of perceived threats, external or internal. Even nature, Shapiro argues, was portrayed in a combative and militaristic rhetoric as an obstacle or enemy to overcome. -

The project objective is to support growth and sustainability of businesses operating in the Whyalla and Eyre Peninsula region which are themselves either a heavy manufacturing business or operate as part of a heavy industry supply chain . The cluster is industry led and chaired by Theuns Victor, GM OneSteel/Arrium Steelworks . Consists of a core leadership of 9 CEO’s of major regional heavy industry businesses . Includes CEO level participation from the Whyalla Council, RDAWEP and Deputy CEO of DSD . There is engagement with an additional 52 Supply chain companies Future direction for the next 12 months includes work to progress three specific areas of focus: 1. THE FOREIGN OFFICE AND POLICY-MAKING IN CHINA 1945-1950. ANGLO-AMERICAN RELATIONS AND THE RECOGNITION OF COMMUNIST CHINA. ROBERT EMMERSON WATSON ~- Submitted in accordance with the requirements for the degree of Ph.D. THE UNIVERSITY OF LEEDS INSTITUTE FOR INTERNATIONAL STUDIES MAY 1996 The candidate confirms that the work submitted is his own and that appropriate credit has been given where reference has been made to the work of others. 11 ABSTRACT. The thesis contributes to the broad body of literature which examines the role of Great Britain in the origins of the Cold War. In particular it focuses on the Foreign Office attitude towards the course of the Chinese Civil War, and ultimately the establishment of a Communist government in China between 1945 and 1950. It is a revisionist interpretation of cold war history drawn from a study of Anglo-American relations with regard to Chinese politics during this period. Traditional interpretations have emphasised the unchallenged nature of American involvement in China after the war. The thesis argues that during this period Britain actively sought to compete for such a predominant position, and specifically that the Foreign Office sought to replace the United States with Britain as the pre eminent Western influence in post-war Chinese politics. To this end, Britain gradually moved its policy from one of co operation with the United States to one of competition. Whilst originally seeking collaboration with Washington, the Foreign Office became increasingly frustrated with the problems within the American policy making machinery, and ultimately pursued a unilateral position in China. This was most evident after 1948 when the rapid collapse of the Kuomintang position forced Western states to closely consider their relationship with the Chinese communists. -

Programme Paper: Hong Kong in the Global Economy SUMMARY • The Hong Kong Special Administrative Region (SAR) has quickly bounced back from the effects of the global economic recession in 2008/09. Economic indicators for the first half of 2010 are strong and attention is turning to the medium- to long-term outlook and Hong Kong’s position in the region. • The SAR’s links with the Mainland economy are still special, though they are evolving and changing. While previously Hong Kong has been seen as the gateway into China, in the future it is also increasingly likely to be the gateway out of the People’s Republic of China (PRC). It now needs to focus on how it can best exploit this for its international positioning as others become interested in directly attracting PRC funds and investment. -

The underground economy accounts for a significant proportion of China’s economy, but is not included in official statistics. Therefore, the nexus of CO2 and the underground economy in China is worthy of exploration. To this end, this paper identifies the extent to which the underground economy affects CO2 emissions through the panel data of 30 provinces in China from 1998 to 2016. Many studies have focused on the quantification of the relationship between CO2 emissions and economic development. However, the insights provided by those studies have generally ignored the underground economy. With full consideration of the scale of the underground economy, this research concludes that similar to previous studies, the inversely N-shaped environmental Kuznets curve (EKC) still holds for the income-CO2 nexus in China. Furthermore, a threshold regression analysis shows that the structural and technological effects are environment-beneficial and drive the EKC downward by their threshold effects. The empirical techniques in this paper can also be applied for similar research on other emerging economies that are confronted with the difficulties of achieving sustainable development. We analyse their varying stages of demographic development and the implications their expansion will have for several core sectors. The rise and decline of great cities past was largely based on their ability to draw the ambitious and the restless from other places. China’s cities are on the rise. Their growth has been fuelled both by the large-scale internal migration of those seeking better lives and by government initiatives encouraging the expansion of urban areas. The government hopes that the swelling urban populace will spend more in a more highly concentrated retail environment, thereby helping to rebalance the Chinese economy towards private consumption. Progress has been rapid. The country’s urbanisation rate surpassed 50% for the first time in 2011, up from a little over one-third just ten years earlier. Even though the growth of China’s total population will soon slow to a near standstill, the urban population is expected to continue expanding for at least another decade. China’s cities will continue to grow. Some cities have grown more rapidly than others. The metropolitan population of the southern city of Shenzhen, China’s poster child for the liberal economic reforms of the past 30 years, has nearly doubled since 2000. However, development has also spread through more of the country, and today the fastest-growing cities are no longer all on the eastern seaboard.
