    The People Shaping the Trump Administration Despite Running on a Pledge to ‘Drain the Swamp’ and Crack Down on Special Interests, Donald Trump Has Filled His Transition Team With Lobbyists and Others With Potential Conflicts November 16, 2016 – Donald Trump rode to the White House by raging about alleged rampant corruption in Washington and pledging to “drain the swamp.” Each of the five points in the ethics platform he issued in October focused on diminishing the influence of lobbyists.1 These included a promise to impose a five-year ban on former executive branch officials lobbying the federal government. Trump further promised to crack down on special interest-influence by expanding the definition of lobbyist to include consultants and others who trade on inside government information and expertise.2 But Trump’s nascent transition team, which will shape his administration, is swarming with lobbyists and other special interests. Many of the lobbyists are working for the transition on areas for which they currently are lobbying the federal government. Meanwhile, many of those who aren’t lobbyists appear to have potential conflicts of interest. Vice president-elect Mike Pence reportedly said on November 15 that the transition team would be purged of lobbyists, but the transition team has not made the point official.3 Even if true, that remedy would not address cases such as a defense contractor working on defense interests, or a lawyer for health care interests working on health care reform.     Trump Administration Allies Have Burrowed Into 24 Critical Civil Service Positions And 187 Last-Minute Appointments SUMMARY: Following the outgoing administration’s “quiet push to salt federal agencies with Trump loyalists,” an Accountable.US review has found that, as of February 22, 2021, at least 24 Trump administration political appointees have “burrowed” into long-term civil service jobs in the new Biden administration. This includes at least four figures in the national security apparatus, nine figures with environmental regulators, three figures in the Department of Justice, two figures in the embattled Consumer Financial Protection Bureau, and at least six other appointees elsewhere who have refused to step down in the transition. Burrowing of this sort is not treated lightly, as officials who transfer from political appointments to career positions must undergo scrutiny by federal personnel overseers for a full five years—and some of these cases have been found to violate federal laws and have drawn congressional scrutiny. However, there is a much wider slate of concerning Trump administration appointments that are not subject to such strict oversight: During the Trump administration’s waning days following the 2020 election, it announced 187 last-minute appointments to various boards, commissions, and councils that don’t require Senate confirmation. While some of these appointments have already drawn alarm for going to campaign staffers, megadonors, and top administration allies, Accountable.US has unearthed even more troubling names in Trump’s outgoing deluge. Similar to how early Trump administration personnel picks were directly conflicted against the offices they served, many of these late Trump appointments are woefully underqualified or have histories directly at odds with the positions to which they were named—and they are likely to stay in long into the Biden administration.

June 21, 2017 – With each passing day, Donald Trump’s promise to “drain the swamp” in Washington and root out special interests feels about as valid as a degree from Trump University. A Public Citizen analysis of 115 sub-Cabinet officials nominated or announced by the White House reveals extensive ties to corporate America. The analysis includes all of Trump’s nominees for sub-Cabinet roles such as deputy secretary and general counsel at federal agencies. It excludes ambassadors due to their lack of involvement in domestic policy. Only 15 of the sub-Cabinet nominees analyzed have been confirmed, according to the Partnership for Public Service.1 Of the White House’s nominees for these jobs, 80 people, or nearly 70 percent of sub-Cabinet officials, had a clear corporate connection, having worked in a corporate job, done corporate legal work or corporate consulting.

This is an action under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, to compel the United States Department of Treasury (“Treasury Department”) to release non- exempt information concerning its implementation of the COVID-19 relief programs established under the Coronavirus Aid, Relief, and Economic Security (CARES) Act, Pub. L. 116-136 (2020), and how that implementation may be influenced by special interests. This information is essential to efforts by Plaintiff Friends of the Earth (“FOE”) to monitor and educate the public regarding the Treasury Department’s use of funds and authorities that Congress intended to broadly sustain the American economy against severe impacts from a global pandemic. Less than a month ago, I contacted Brint and Roy Bailey — both members of my Business Advisory Board — and gave them the almost impossible 30-day assignment of pulling together a team of other members from the Business Advisory Board to produce a “bottoms up” guide for businesses as we reopen the Texas economy. They took on this monumental challenge without blinking and have succeeded far beyond my expectations. They quickly identified a team with expertise and experience in a broad range of businesses and industries and have worked tirelessly — day and night. They have provided Texas with this detailed guide of best practices for individual businesses to reopen their companies while keeping employees and customers safe. They did this while running their own businesses during this difficult time. The Texans Back to Work Task Force report will work hand in hand with Governor Greg Abbott’s Strike Force to Open Texas to ensure our state’s economy is once again the job creator for the nation and a powerful force in the global marketplace. For the past few months, Texans have come together to reduce the spread of this awful virus and protect life. Now we are coming together to make sure our economic comeback is strong so that every Texan can prosper and fulfill their dreams.
