    The People Shaping the Trump Administration Despite Running on a Pledge to ‘Drain the Swamp’ and Crack Down on Special Interests, Donald Trump Has Filled His Transition Team With Lobbyists and Others With Potential Conflicts November 16, 2016 – Donald Trump rode to the White House by raging about alleged rampant corruption in Washington and pledging to “drain the swamp.” Each of the five points in the ethics platform he issued in October focused on diminishing the influence of lobbyists.1 These included a promise to impose a five-year ban on former executive branch officials lobbying the federal government. Trump further promised to crack down on special interest-influence by expanding the definition of lobbyist to include consultants and others who trade on inside government information and expertise.2 But Trump’s nascent transition team, which will shape his administration, is swarming with lobbyists and other special interests. Many of the lobbyists are working for the transition on areas for which they currently are lobbying the federal government. Meanwhile, many of those who aren’t lobbyists appear to have potential conflicts of interest. Vice president-elect Mike Pence reportedly said on November 15 that the transition team would be purged of lobbyists, but the transition team has not made the point official.3 Even if true, that remedy would not address cases such as a defense contractor working on defense interests, or a lawyer for health care interests working on health care reform. Bridget Anne Kelly and Bill Stepien, Christie's former deputy chief of staff and campaign manager, respectively, are invoking their Fifth Amendment right against self-incrimination in the investigation into the infamous lane closures on the George Washington Bridge in September. The two aides featured prominently in emails published on January 8 showing their involvement in orchestrating and covering up the scandal. Kelly is responsible for the most famous quote from the debacle so far, in which she ordered up "some traffic problems in Fort Lee," setting off four days of gridlock there. In a later email, Stepien called the mayor of Fort Lee an "idiot." As prime suspects, the two were slapped with subpoenas from the investigating committee of the state legislature, along with 16 other officials. Now, the relationship between Michael Cohen and Keith Davidson is drawing public scrutiny as federal authorities investigating Cohen examine payments made to women whose stories could have damaged Donald Trump's presidential campaign. Davidson is cooperating with the probe and has provided investigators with "certain limited electronic information," according to the lawyer's spokesman. Cohen, Trump's longtime adviser, and Davidson, a Los Angeles lawyer, have crossed paths at least five times in the past two years. In the most recent instance, Cohen collected a fee said to be hundreds of thousands of dollars in a deal Davidson helped orchestrate. New attorneys for Davidson's former clients, Stormy Daniels and Karen McDougal, both of whom allege they had affairs with Trump years ago, say the relationship between Cohen and Davidson has seemed too cozy. "This is supposed to be an adversarial process," said Daniels' attorney, Michael Avenatti. "These guys should not be in the same bedroom, let alone the same bed." Cohen did not respond to requests for comment. Nor did his lawyers Brent Blakely and Stephen Ryan. In a recent interview with The Washington Post, Davidson rejected the suggestion that his dealings with Cohen were in any way improper, saying they have a "purely professional" relationship and did not meet in person until early 2018.
