1. Canada Post conduct public engagement sessions with impacted communities for all concerned residents; and,

2. Public engagement sessions be hosted by the local Members of Parliament (M.P.s) and Canada Post representatives to discuss the transition and what kind of postal services Region of Peel residents need; and,

3. The Region of Peel will not endorse Canada Post's actions prior to the consultation process being successfullyimplemented; and, 4. In the event that Canada Post proceeds with removing door to door mail delivery in the Region of Peel, in spiteofthe opposition of Regional Council, the Region of Peeland itsarea municipalities will have complete approval over where any future community mailboxes will be located and all costs for maintenance in and around the mailboxes will be borne by Canada Post; And further, that the Regional Chair send a letter to Deepak Chopra, Chief Executive Officer, Canada Post, to inform Canada Post that the Region of Peel supports the existing delivery system;

Whereas, the transition to community mailbox delivery will have a negative impact on existing communities requiring increased maintenance for litter pick-up, snow and ice control, graffiti cleaning, vandalism repair and potentially cause parking and traffic issues resulting in highercosts forthe municipality;

THEREFORE BE IT RESOLVED THAT:

Prior to Canada Post making efforts to replace the door to door mail delivery service with community mailboxes within our boundaries, the City of Brampton requires:

1. Canada Post to conduct public engagement sessions with impacted communities for all concerned residents; and

2. The public engagement sessions are to be hosted by the local Member of Parliament (M.P.) and Canada Post representatives to discuss the transition and what kind of postal services City of Brampton residents need; and

3. That the City of Brampton will not endorse Canada Post's actions prior to the consultation process being satisfactorily completed; and

4. That in the event that Canada Post proceeds with removing the door to door mail delivery in the City of Brampton in spite of the opposition of City Council, the City of Brampton will have complete approval over where any future community mailboxes will be located and all costs for maintenance in and around the mailboxes will be borne by Canada Post; and

r Congruence with Municipal Planning: As much as possible, the changes to door-to-door mail delivery must align with local strategies and processes aimed at fostering and supporting age/disability-friendly communities. Unique strategies must be developed in partnership with local governments to ensure local policies are respected.

On April 1, 2014, Deepak Chopra, Canada Post's President and Chief Executive Officer, responded to these principles in a letter to FCM.

Over the past year FCM has received resolutions from members requesting that the federal government maintain door-to-door delivery. In accordance with FCM policy, FCM's membership was provided with an opportunity to re-consider FCM's position on the Five Point Action Plan at the Annual General Meeting in Niagara Falls in June 2014, but this motion was defeated. Additional resolutions that have been received since the Annual General Meeting will be brought to the attention of FCM's Board of Directors at its next meeting in March 2015.

FCM will continue to keep our membership informed of any new policy related to service changes at Canada Post. We are also continuing regular discussions with senior management at Canada Post to ensure that the Five Point Action Plan is implemented in a manner that is fully consistent with FCM's principles (including respecting municipal decision-making authority), and that Canada Post's approach to consultation is tailored to the unique needs of each community.

I received your letter regarding the process for converting door-to-door delivery to community mailboxes, and I would like to thank you and your members for sharing your views. The Federation of Canadian Municipalities represents the constituents we proudly serve every day, and your perspective is especially important to us.

As you know, in December Canada Post announced its Five-point Action Plan to help us transform in the face of rapidly declining mail volumes that have put the national postal service at risk. Converting the remaining door-to-door customers in Canada to community mailbox (CMB) delivery is the cornerstone of the plan, so it's crucial that we get the process right. We agree that the success of this endeavour rests with our ability to communicate, collaborate and consult with affected municipalities.

We reviewed the FCM's Principles for Community Consultations on the Five-point Action Plan. We are confident that when it comes to the consultation, cost and accessibility of CMBs, our views align. I would like to share with you some specifics on how Canada Post is and will continue to support your needs.

Meaningful Consultations Land-use planning, service delivery and right-of-way management is unique in each city and community across the country. A one-size-fits-all approach will not work for every municipality. Canada Post must work with every municipality individually to ensure meaningful consultation on the location of community mailboxes meets the needs of the community.

Working with municipalities to determine the best CMB locations within each individual community will be a critical step in the conversion process. We have already begun engaging with mayors, councillors and planning departments in the first 11 communities that we announced are slated for conversion this year. As we move forward, the following will constitute the consultation process for locating CMBs:

• Engage with the mayor or head of council: Canada Post will fully explain the o process, answer any questions and establish any necessary parameters for going forward. .../2

•2­ • Send residents an information package in the mail that informs them how they can express their priorities and preferences about their new delivery method. • Meet with the planning department to determine suitable locations based on factors such as safety, accessibility and proximity to the addresses they serve, while taking into account relevant land-use planning, service delivery and right-of-way management. • Provide preliminary siting maps to the planning department to serve as a basis for discussion (including proposed business corridors that will continue to receive to-the-door service). • Share with the mayor, councillors and planning department the feedback from affected residents so that we can collectively determine the best solutions. • Assist the planning department, if requested, in reporting progress to the mayor or council, and be available throughout the process to resolve any issues quickly.

Partnerships Servicing municipal infrastructure is the responsibility of local governments. Yet municipalities must not inherit the mandate of maintaining federally-owned community mailboxes without compensation. Canada Post acknowledges that it is our responsibility to maintain the CMB infrastructure, from snow removal to dealing with rare instances of vandalism. We maintain CMBs through a combination of prevention measures and ongoing maintenance. Many of the solutions have been jointly and successfully developed by Canada Post and municipalities over the 30 years that CMBs have been in use. For example, certain municipalities and Canada Post share their snow-clearing schedules so contractors can better co-ordinate efforts to avoid situations where snow is piled back onto areas that have already been cleared. In other instances, municipal crews adjust their shovel blades to avoid pushing snow towards community mailboxes located on a sidewalk. As we expand CMB usage, we will, as needed, work with municipalities on developing other mutually beneficial processes. Congruence with Municipal Planning As much as possible, the changes to door-to-door mail delivery must align with local strategies andprocesses aimed at fostering andsupporting age/disability-friendly communities. Unique strategies must be developed in partnership with local governments and/or individuals to ensure localpolicies are respected. Canada Post will be sensitive to the needs of seniors and of Canadians with disabilities. For people with mobility issues, some ofthe solutions we have employed ^ in the past include providing extra keys so that caregivers, relatives, friends or Ifp neighbours they trust can access their mailbox. We have also worked with municipalities to lower curbs or provided a mailbox compartment at a particular height for easier access. .../3 LI-2-fc

Because we will be working with communities that may have greater needs for age- and mobility-friendly solutions, we plan to increase our strategies in this area. We will be reviewing local strategies, practices and policies, and seeking input to develop workable solutions. Canada Post has many years of experience implementing delivery solutions in communities across Canada. Now, along with municipalities, we intend to put a greater focus on accessibility as part of our CMB delivery model. The conversion to CMBs will happen over the next five years and will draw on both the experience Canada Post has from serving millions of Canadians for decades via CMBs as well as the expertise municipalities have of their unique communities. Thank you again for sharing the FCM's perspective and principles with us. Your input will help ensure we are addressing potential issues early in the process as we work to serve all Canadians from coast to coast.
