System Application Product THQ Tehsil Headquarter TS Technical Sanction i PREFACE Articles 169 and 170 of the Constitution of the Islamic Republic of Pakistan, 1973 read with, Sections 8 & 10 of the Auditor General's (Functions, Powers and Terms and Conditions of Service) Ordinance, 2001 as well as Section 115 of the Punjab Local Government Ordinance 2001, require the Auditor General of Pakistan to audit the accounts of the Provincial governments and the accounts of any authority or body established by, or under the control of, the provincial government. Accordingly, the audit of all Receipts and Expenditures of the District Government Fund and Public Account of District Government is the responsibility of the Auditor General of Pakistan. The report is based on audit of the accounts of various offices of the District Government, Nankana Sahib for the financial year 2016-17. The Directorate General of Audit District Governments, Punjab (North), Lahore, conducted compliance audit during 2017-18 on test check basis with a view to reporting significant findings to the relevant stakeholders. The main body of the Audit Report includes only the systemic issues and significant audit findings. Relatively less significant issues are listed in the Annexure-A of the Audit Report. The Audit observations listed in the Annexure-A shall be pursued with the Principal Accounting Officer at the DAC level and in all cases where the PAO does not initiate appropriate action, the Audit observation will be brought to the notice of the Public Accounts Committee through the next year’s Audit Report. The Audit results indicate the need for adherence to the regularity framework besides instituting and strengthening internal controls to prevent recurrence of such violations and irregularities. The observations included in this Report have been finalized after issuing three reminders for written responses of management and holding of DAC meetings, no response was received till the finalization of this report. The Audit Report is submitted to the Governor of the Punjab in pursuance of Article 171 of the Constitution of the Islamic Republic of Pakistan, 1973 to cause it to be laid before the Provincial Assembly of Punjab. Islamabad (Javaid Jehangir) Dated: Auditor General of Pakistan ii EXECUTIVE SUMMARY The Directorate General Audit (DGA), District Governments, Punjab (North), Lahore is responsible to carry out the Audit of District Governments, Tehsil / Town Municipal Administrations and Union Administrations of three City District Governments and sixteen District Governments. Its Regional Directorate of Audit, Lahore has Audit jurisdiction of District Governments, TMAs and UAs of one City District Government i.e. Lahore and four District Governments i.e. Kasur, Sheikhupura, Okara and Nankana Sahib. The Regional Directorate has a human resource of 20 officers and staff having 5271 man-days and the annual budget of Rs 28.982 million for the Financial Year 2017-18. It has mandate to conduct Financial Attest, Regularity Audit and Compliance with Authority & Performance Audit of entire expenditure including programmes / projects & receipts. Accordingly, RDA Lahore carried out audit of accounts of District Government, Nankana Sahib for the Financial Year 2016-17. The District Government, Nankana Sahib conducts its operations under Punjab Local Government Ordinance, 2001. It comprises one Principal Accounting Officer (PAO) i.e. the District Coordination Officer (DCO) covering six groups of offices i.e. Agriculture, Community Development, Education, Finance & Planning, Health and Works & Services. The financial provisions of the Punjab Local Government Ordinance, 2001 require the establishment of District Government fund comprising Local Government Fund and Public Account for which Annual Budget Statement is authorized by the Nazim / Council / Administrator in the form of budgetary grants. Audit of District Government, Nankana Sahib was carried out with a view to ascertaining whether the expenditure was incurred with proper authorization and in conformity with laws / rules / regulations for economical procurement of assets and hiring of services etc. Audit of receipts / revenues was also conducted to verify whether the assessment, collection, reconciliation and allocation of revenues were made in accordance with laws / rules, resulting into leakage of revenue. a. Scope of Audit Out of total auditable expenditure of Rs 2,645.579 million of the District Government, Nankana Sahib for the financial year 2016-17 covering one PAO and 246 formations, the Directorate General Audit, audited an expenditure of Rs 1,390.828 million iii which in terms of percentage was 52% of auditable expenditure. The Directorate General Audit planned and executed audit of 23 formations i.e. 100% achievement against the planned audit activities. Total receipts of the District Government Nankana Sahib for the financial year 2016-17, were Rs 16.90 million, whereas Directorate General Audit conducted

    Iram Naseer Ahmad* COLONIAL TRANSFORMATION IN THE DISTRICT OF SHEIKHUPURA, 1849-1947 Abstract This research paper analyses the British colonial transformation in the district of Sheikhupura. The geographical, revenue, judicial and administrative changes have been understood in the sense of establishing a controlled society in the district. This paper sheds light on colonial changes in the district of Sheikhupura under the British raj from 1857 to 1947. The phenomenon of introducing a new administrative and revenue mechanism in Sheikhupura was a project that was not detached from imperialistic ambitions and designs of colonial power in whole of India. The new colonial administrative system, including the reorganization and demarcation of boundaries and setting up centralized administrative machinery particularly a strong revenue, police, and judicial system. Ironically, it was devised to effectively protect the “world monopoly of industrial production” in the British India. It was enforced effectively by a reconstitution of the power structure of the land which meant search for new allies. At the end the article examines the origin of new towns and tehsils in Sheikhupura after the advent of British rule. It observes that British colonialism altered the whole scenario in Sheikhupura which was considered of crucially important for initial colonial control in this district. The first stage of colonialism stretches from 1600 to 1757, it deals with the period of monopoly of natural trade and extraction of revenue.1In this stage British traders monopolized the trade with the other European traders as well.

According to a statement of the Foreign Office, during conversation, Foreign Minister Qureshi emphasized that China had made remarkable achievement in developing Covid-19 vaccines, adding that the phase-III clinical trials of China‘s vaccine were progressing well in Pakistan. He maintained that the government had approved Sinopharm vaccine for emergency use in Pakistan, and expressed hope for its early availability from China. ―Foreign Minister Wang Yi assured that China would work to provide over one million doses of the vaccine to Pakistan for emergency use,‖ the statement added.

    ANNUAL POLICING PLAN FOR THE YEAR 2018-19 DISTRICT NANKANA SAHIB District Police Officer, Nankana Sahib. 2 PREFACE According to Article 32(4) of Police Order 2002, Head of the District Police shall prepare Annual Policing Plan. The Policing Plan sets out our strategic objectives for the year 2018-19. One of the guiding principles of the plan is that police will continue to improve its performance through intelligence-led operations and high visibility patrolling. Managing crime and ensuring safety to the public are part of our core business. This year‟s plan identifies a number of key actions including targeting organized crime as well as renewed focus on crimes against the person and property. The policing plan also outlines Punjab Police priorities in the key areas of enhancing partnerships with the community and other agencies with a view to identify and solve problems together, reduce anti-social behavior and provide security to all society. Immense increase in population, proliferation of weapons, maintenance of law and order, security of religious places and other assignment of the similar nature makes our targets difficult. This year we plan to re-divert our greater energies & resources for crime prevention and detection to ensure safety of the public at large particularly during Muharram. Moreover, due to the presence of "Sikh" holy places, we reiterate to concentrate more on their security to make their visit safe and memorable to Nankana Sahib, in order to boost the image of Pakistan.     Gugera Movement 1857: Nature, Extent and Significance Turab-ul-Hassan Sargana The Gugera uprising was the most widespread and serious rising within the borders of the Punjab and for a while threatened the British fortunes in that quarter. It quickly engulfed the important stations of Kamalia, Pindi Sheikh Musa, Syedwala, Harrappa, Chichawatni, Tulumba, Serai Sidhu, Shorkot, Jamlera, Sahooka, Kaboola and Pakpattan. The numerical strength of the freedom-fighters can be noted by report of R.C. Temple, secretary to Chief Commissioner, according to which an official of the postal department informed the Chief Commissioner that the numbers of the freedom fighters amounted to exactly 125000 men. Elphinstone the officiating Deputy Commissioner of Gugera confirmed it by saying that all the native accounts agreed that the whole country as far as Tulumba, in the Multan District was in open insurrection. While the Census Report of 1855 tells us that the population of Gugera District was 3,08,020 and of the Multan division was 9,71,175. By this one can well imagine what a large number of people rose against the British in this area. Popularity of this movement can also be judged by this that the Muslim women were also sighted in action, “moving along the tops of the houses with their skirts stretched out, so as to cover the matchlock-men as they crept about from point to point. 196 Pakistan Vision Vol. 14 No.2 The significance of Gugera uprising can be seen in the words of Cave-Browne who maintained that the crisis during these days of September until the fall of Delhi was even greater and of more consequences for British survival than that marking the months of May and June.
