Apart from monitoring international financial institutions’ activities in Serbia, CEKOR is working on issues in the areas of transport, waste, biodiversity, genetically modified organisms (GMO) and making the city of Subotica sustainable. CEKOR is a member of CEE Bankwatch Network. Coalition for Sustainable Mining, Serbia (Koalicija za održivo rudarstvo u Srbiji – KORS) is an organisation that promotes the application of the strictest social and environmental standards for mining and mineral use in Serbia. CEE Bankwatch Network is the largest network of grassroots, environmental and human rights groups in central and eastern Europe. It monitors public finance institutions that are responsible for hundreds of billions of investments across the globe. Together with local communities and other NGOs Bankwatch works to expose their influence and provide a counterbalance to their unchecked power. About ICT and the mining-related work of CEE Bankwatch Network CEE Bankwatch Network has been monitoring mining projects in Europe and abroad for years. Bankwatch cooperates with the Make ICT Fair consortium, which seeks to reform the information and communication technology (ICT) manufacture and minerals supply chains and to improve the lives of workers and those impacted along different stages of the ICT supply chain. Our long-term cooperation with groups monitoring the impact of mining on people and environment as well as with communities directly affected by mines or smelters strengthens our conviction that the many negative impacts of mining must finally come under the proper scrutiny. -

Statut Opštine Tutin („Opštinski Službeni Glasnik“, Broj 3/02)
Na osnovu člana 191. Ustava Republike Srbije (,,Službeni glasnik RS’’ br. 98/06) i člana 11. i 32. stav 1 ta čka 1. Zakona o lokalnoj samoupravi („Službeni glasnik Republike Srbije“, broj 129/2007), Skupština opštine Tutin, na sjednici održanoj 19. septembra 2008. godine, donijela je S T A T U T OPŠTINE TUTIN I. OSNOVNE ODREDBE Predmet ure đivanja Član 1. Ovim statutom, u skladu sa zakonom, ure đuju se prava i dužnosti opštine Tutin (u daljem tekstu: opština), način, uslovi i oblici njihovog ostvarivanja, oblici i instrumenti ostvarivanja ljudskih i manjinskih prava u opštini, broj odbornika Skupštine opštine, organizacija i rad organa i službi, na čin učeš ća gra đana u upravljanju i odlu čivanju o poslovima iz nadlježnosti Opštine, osnivanje i rad mjesne zajednice i drugih oblika mjesne samouprave i druga pitanja od zna čaja za opštinu. Položaj opštine Član 2. Opština Tutin je osnovna teritorijalna jedinica u kojoj gra đani ostvaruju pravo na lokalnu samoupravu u skladu sa Ustavom, zakonom i ovim Statutom. Gra đani koji imaju bira čko pravo i prebivalište na teritoriji opštine, upravljaju poslovima opštine od neposrednog, zajedni čkog i opšteg interesa za lokalno stanovništvo u skladu sa zakonom i ovim Statutom. Gra đani u čestvuju u ostvarivanju lokalne samouprave putem građanske inicijative, zbora gra đana, referenduma i preko svojih izabranih predstavnika odbornika u Skupštini opštine i drugih oblika u češ ća gra đana u obavljanju poslova opštine, u skladu sa Ustavom, zakonom i ovim Statutom. Teritorija Član 3. Osnivanje nove opštine, spajanje, ukidanje i promjena teritorije postoje će opštine, ure đuje se u skladu sa zakonom kojim se ure đuje lokalna samouprava. -

Abstract Detailed distribution pattern of colubrid snakes in Serbia is still inadequately described, despite the long historical study. In this paper, we provide accurate distribution of seven species, with previously published and newly accumulated faunistic records compiled. Comparative analysis of faunas among all Balkan countries showed that Serbian colubrid fauna is among the most distinct (together with faunas of Slovenia and Romania), due to small number of species. Zoogeographic analysis showed high chorotype diversity of Serbian colubrids: seven species belong to six chorotypes. South-eastern Serbia (Pčinja River valley) is characterized by the presence of all colubrid species inhabiting our country, and deserves the highest conservation status at the national level. -

ZAKON O NAKNADAMA ZA KORIŠĆENJE JAVNIH DOBARA ("Sl. glasnik RS", br. 95/2018, 49/2019 i 86/2019 - usklađeni din. izn.) I UVODNE ODREDBE Predmet uređivanja Član 1 Ovim zakonom uređuju se naknade za korišćenje javnih dobara, i to: obveznik plaćanja, osnovica, visina, način utvrđivanja i plaćanja, pripadnost prihoda od naknade, kao i druga pitanja od značaja za utvrđivanje i plaćanje naknada za korišćenje javnih dobara. Definicije Član 2 Pojedini izrazi upotrebljeni u ovom zakonu imaju sledeće značenje: 1) naknada je javni prihod koji se naplaćuje za korišćenje određenog javnog dobra; 2) javno dobro je prirodno bogatstvo, odnosno dobro od opšteg interesa i dobro u opštoj upotrebi (u daljem tekstu: javno dobro); 3) korišćenje javnog dobra, u smislu ovog zakona, podrazumeva neposredno korišćenje javnog dobra na osnovu zakona ili ugovora ili vršenje neposrednog uticaja na raspoloživost, kvalitet ili neku drugu osobinu javnog dobra činjenjem ili nečinjenjem; 4) obveznik plaćanja naknade za korišćenje javnog dobra je pravno lice, preduzetnik ili fizičko lice (u daljem tekstu: obveznik naknade) koje koristi javno dobro; 5) osnovica za utvrđivanje naknade za korišćenje javnog dobra (u daljem tekstu: osnovica) je jedinica mere, vrednost dobra koje se koristi ili prihod koji se ostvaruje; 6) visina naknade je novčani iznos za korišćenje javnog dobra (u daljem tekstu: visina naknade). land Article Timacum Minus in Moesia Superior—Centrality and Urbanism at a Roman Mining Settlement Lina Diers Institute for Classical Archaeology, University of Vienna, Franz-Klein-Gasse 1, 1190 Vienna, Austria; [email protected] Received: 16 September 2018; Accepted: 19 October 2018; Published: 22 October 2018 Abstract: When applying traditional criteria of Roman urbanism, several settlements in the province of Moesia are not recognised as parts of the urban network. To avoid this, previous criteria of urbanism should be revised. This paper suggests revisions, which provide a more inclusive definition of urbanism: Thus, instead of focusing on administrative status and monumentality as primary markers of urbanity and urbanization, development factors for agglomeration and centrality are emphasized as decisive conditions for, and characteristics of, urban settlement. To provide a case study for this theoretical outline, the upper-Moesian mining settlement of Timacum Minus is evaluated by ideas derived from a critical appreciation of Walter Christaller’s central place theory. Timacum Minus did not have official settlement status and monumental character, yet, it developed as a central place in the unique landscape of the Timok valley. This was due to its location as a central road station, military post, and settlement along the important interregional Timok valley road as well as the site hierarchy as the base of the centralized administration of the Timok valley mining district. Hence, Timacum Minus displays different levels of centrality. Interestingly, the site only held these properties during the Roman Principate, although its central location and mining activities also existed in pre-Roman and post-Roman times.
