DRUG CARTELS IN MONTERREY, NEUVO LEON, MEXICO

1. (CDG): A criminal syndicate and drug trafficking organization in Mexico, and perhaps one of the oldest organized crime groups in the country.

TERRITORY: Northeastern Mexico (Tamaulipas and Nuevo León)

CRIMINAL ACTIVITY: Drug trafficking, money laundering, , kidnapping, human trafficking, robbery, murder, arms trafficking, bribery, fencing, counterfeiting, impersonation, arson, and hate crimes.

2. LOS ZETAS (CDN): A criminal syndicate, that is currently regarded as one of the most dangerous of Mexico’s drug cartels.

TERRITORY: Tamaulipas, Nuevo Leon, Coahuila, Veracruz, Tabasco, Campeche, Yucatán, Quintana Roo, San Luis Potosí, Chiapas, Puebla, Tlaxcala, Hidalgo, Querétaro, Chihuahua, Guerrero, Oaxaca, Guanajuato, Zacatecas, Aguascalientes, and Michoacan.

CRIMINAL ACTIVITY: Drug trafficking, human trafficking, weapons trafficking, murder, torture, rape, kidnapping, racketeering, extortion, ransom, video piracy, prostitution, and theft.

1-6 JAN 20:

• VALLECILLO: Police capture Cartel del Noreste (CDN) member José N., 39 in possession of arsenal of weapons and bulletproof vests, while traveling on the Monterrey - Nuevo Laredo highway.

• MONTERREY: Police capture CDN member César Eduardo García Martínez, "El Pollo.” García Martínez, is a native of Nuevo Laredo and lived in Texas. He was one of the closest collaborators to the boss Osiel Cárcenas Guillen and the lawyer of the former prosecutor Sergio Guadalupe Adame Ochoa, who had the responsibility of fighting the Gulf cartel. He recruited informants, many of them today in Texas enjoy the advantages of "betraying" criminals, although many of those testimonies have been "fabricated." César Eduardo maintained a romantic relationship with Marbella Malherbe, the sister of the former boss of Matamoros Óscar Malherbe, although he is legally married to Mónica Falciola.

• MONTERREY: David Alfredo "La Fiona" Neira Llanas and Jesús Moreno de Haro, both executed by gunmen as they left a local restaurant in the Centrito Valle entertainment district in San Pedro. The assassination seems to be related that the two had been working for José Rodolfo "El Gato" Villarreal and had become informants. El Gato used to work for the Beltrán Leyva cartel before becoming independent and now controls drug trafficking, extortion and money laundering operations in the area. Currently, the FBI is looking for Villarreal in Texas in connection with the execution in Dallas of the narco-lawyer turned informant Jesús Guerrero Chapa. The execution ordered by Villarreal came from a personal revenge against Guerrero Chapa, whom he blamed for the murder of his father.

• MONTERREY: Police arrest four gunmen and seize weapons and tactical equipment. Detainees: Guadalupe Griselda; Hilario Alias "El Negro"; Luis Felipe; and Tereso.

• ZUAZUA: 13 YO student, Jonathan “N,” arrives at school with 9- millimeter submachine gun in backpack. The weapons was discovered during Operation Backpack at the Technical High School No. 122.

31 JAN 20:

• NUEVO LEON: Former Chief of Investigation of FC de Nuevo León, Víctor Manuel Pecina Breton, arrested on the Laredo - Hidalgo highway while traveling in his car with 32 lbs of meth.

• MONTERREY: Group tries to lynch two state police officers who were extorting and trying to kidnap a small shop owner for not paying a "protection fee." Police officers Diego Hernández Ameca, 29, and Ernesto Alonso Cruz Pérez, 34, and partners César Monsiváis Morales and Gilberto Delgado Morales entered a store demanding a protection fee. The two officers were on their day off and without uniforms when they entered the store. Neighbors could hear cries from the shop owner and about 30 neighbors broke into the store and began beating the two police officers and their accomplices. The locals brutally beat the police until a group of officers rushed to the scene to stop the lynching and arrest the kidnappers.

Bonham Consulting Assessment: Mexico currently has 12 of the 50 most deadly cities in the world. Los Cabos is currently the most dangerous city in the world, with Ciudad Victoria, located a few hours south, 12th, and Reynosa, located to the east, 38th on the list. This means that 2 of the 40 most dangerous cities in the world are in close proximity to Monterrey, Nuevo Leon. There are currently multiple cartels active in the Monterrey area, with the most recent report showing the rival cartel members transporting weapons, trafficking drugs, and committing violent crimes against each other. While violent crimes are typically against rival cartel members, reporting by the US Federal Bureau of Investigation (FBI) stated that in 2018 they investigated 113 cases of kidnappings in Mexico, indicating that the targeting Americans will occur when the opportunity presents itself.
