We visited with old friends, made many new friends, and accomplished more than in our previous eight years.

None of this would have been possible without our many supporters both within and outside of HPD. 2015 was a busy year for us. We began on January 1st at the request of retired HPD Officer Homer Stevens, who lives in the Hill Country near San Antonio. He and his organization, Friends of Wounded Warriors, provided a barbeque dinner to wounded troops and their families at the Warrior and Family Support Center located on Joint Base San Antonio-Fort Sam Houston.

He asked if we would attend and distribute our “Alamo” Challenge Coins to the wounded men and women in attendance. It was a touching ceremony, after which we had the honor of meeting Corporal Koster’s mother and Corporal Endsley’s father. In June, at the invitation of the Commanding Officer of 1st Battalion / 23rd Marine Regiment, the Reserve unit located at Ellington Airport, we attended the Change of Command Ceremony. We were allowed to set up a table in order to make the Marine Reserve unit aware of our existence and to encourage them to contact us if we could be of assistance to them in any way. We met the incoming Commanding O f ficer w ho as sured us he would be in contac t with us.

Prior to the July 4th weekend we returned to the Fallen Warriors Memorial to place the 600-plus flags to honor the men and women whose names are inscribed on its walls.

We participated in The Woodlands Independence Day Parade, pulling a float that resembled a Texas flag with the US and military service flags proudly flying. A memorable moment occurred when a young man who appeared to be in his early 20’s and wearing an “Iraqi Freedom” cap stepped into the street, and reached out and gave me a firm handshake. As he glanced up at my USS RANGER cap with the Vietnam Service pin he said, “Thank you for your service, Sir. Welcome home.” I thanked him but otherwise was left speechless. We first went to Brookside Cemetery in far north Houston, where my father, a World War II veteran, is buried and we placed a wreath over his grave.

The problem was, they had two empty guns and Van only had three bullets left in his gun.

Bice’s well-timed stop of a speeding vehicle on the Eastex service road resulted in the arrest of three home invasion suspects and the recovery of their victim’s body in their vehicle.

Bice’s actions succeeded in thwarting the efforts of the suspects to “dump the body” of their most recent victim.

The officer’s cool under fire and decisive actions resulted in HPOU naming him Patrol Officer of the Month at the Jan. 7 general membership meeting.

Bice noticed the speeding vehicle the early morning of Nov. 28 and carefully noted that it slowed down after seeing his patrol car. However, there must have been other factors involved in the driver’s reactions, for instead of stopping for Bice, he ran the light at the intersection of the Eastex and Greens Road.

“Officer Bice at this time attempted to stop the vehicle for the traffic infraction. The vehicle sped up and failed to stop,” Sgt. Alberto Elizondo recounted. “Officer Bice pursued the suspect giving calm instructions and directions over the radio.

“He pursued the vehicle until it pulled into the parking lot at 8103 Rankin Road The driver of the vehicle bailed out and ran away from the scene. Bice managed to keep an eye on the driver and pursued him a short distance.

“The officer was able to take the driver into custody while also giving out the descriptions and direction of travel of two other passengers in the vehicle who had fled the scene on foot. The responding units set up a perimeter and managed to take the other two suspects into custody due to Officer Bice’s clear and calm instructions over the radio.”

Then came an incriminating evidentiary find. “The suspects were looking for a location to dump the body when Officer Bice came upon them. Time: There is no morning check-in. Weigh-in will start at 1:00pm and ends at 3:00pm sharp. You may not begin fishing until 5:30am and you must be in line by 3:00pm with fish in hand for weigh in. No exceptions. Allow time for delays getting back to weigh-in.

Qualifications: All participants, to be eligible for this competition, trophy awards, cash awards and door prizes, must be a full-time, part-time, reserve, retired Peace Officer, Fireman, Military or EMT personnel, or civilian guest (three per boat), providing one (1) team member meets the qualifications to fish in the tournament. Note: Corporate sponsors may fish without a qualified entrant in the boat.

Teams: Teams will consist of up to 4 persons. Boats with more than 4 persons are eligible for individual awards only.

Note: Anyone who has guided in the last 2 years, or is currently working as a guide, is eligible to participate in the open division only. (See attached for details on the OPEN).
