The 9/24/2017 Page 1 of 11 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report ProCerrado Federal Project (P150892) PPCerrado is one of the main pillars of the Brazilian Federal Government’s ongoing strategy to reduce greenhouse gas (GHG) emissions from deforestation and forest degradation. As part of the National Policy on Climate Change, the Cerrado centralizes the strategies to fulfill the 40 percent deforestation reduction target in the biome. In addition to this plan, the Forest Code (Law 12.651, May 201) is considered the most important land-use regulation in the country, given its national scope and the constraints it imposes on private landholdings for the purpose of protecting public goods such as forests and other vegetation. The code requires landholders to conserve the most fragile areas of their landholding such as riparian forests, steep slopes, mountain tops, etc. (Areas of Permanent Preservation – APP), with an additional obligation to ensure that part of the original native vegetation is maintained (Legal Reserves –RL). In this context, launched in 2012, the Brazil Cerrado Climate Change Mitigation Trust Fund (BCCMTF) has been supporting activities and projects under a two-pronged approach: (i) promotion of farmers’ compliance with the Brazilian Forest Code, based on strengthening the monitoring and enforcement of mandatory environmental reserve requirements through environmental registration of rural properties; and (ii) promotion of controlled burning, prevention of forest fires, replacement of burning with more sustainable agricultural practices, and strengthened firefighting capacity. The total amount of the BCCMTF is £10,000,000 (Ten million British Pound Sterling). The BCCMTF comprises the following Projects, all under implementation: 1 . Rural Environmental Cadastre and Fire Prevention in Bahia Project, implemented by the Bahia State Secretariat of Environment (SEMA-BA). 2 . Rural Environmental Cadastre and Fire Prevention in Piauí Project, implemented by the Secretariat of Environment and Water Resources in Piauí. 3 . ProCerrado Federal Project ( the present project) 4 . Non-Lending Technical Assistance - DEFRA Cerrado Climate Change Mitigation Program, a Bank-Executed Technical Assistance Project. The registration of family landholdings in the States of Tocantins and Maranhão are under implementation by the SFB. Six municipalities in Maranhão and three in Tocantins have been selected12 for the registration of 5,600 and 2,000 family landholdings, respectively, with a total (target) area of 533,200 ha. Furthermore, the SFB conducted a CAR campaign in 59 municipalities in the entire Cerrado Biome. The SFB intends to increase the number of family landholder registrations by another 3,800 landholdings in other municipalities, probably only in Maranhão, for a total of 11,400 registrations and an area of 553,200 ha. This would likely be done through an amendment to the contract with the firm that already conducts registration in Maranhão. However, it is doubtful that this addition can be implemented within the project’s current timeframe (until December 29, 2017). The ICMBio is carrying out the fire component in the context of the federal project. It is working to install integrated fire management (manejo integrado de fogo, MIF) in three federal protected areas, i.e., the Chapadas da Mesas National Park in Maranhão (about 160,000 ha), the Serra da Canastra National Park in central Minas Gerais (about 71,500 ha; planned to be 200,000 ha), and the Veredas do Oeste Baiano Wildlife Refuge (about 128,000 ha) in western Bahia. These three protected areas were selected because they are among those most affected by forest fires in the Cerrado Biome. The current scenario is positive. The Project has expedited its implementation, and all activities that have been planned for this calendar year are under implementation. The Forest Code contains, among other provisions, the obligation for every rural landholding to keep a certain percentage of its area under native vegetation cover as a “Legal Reserve” (Reserva Legal, RL). The Forest Code also mandates the preservation of certain other areas (such as steep slopes, areas along watercourses and around springs, and hilltops), called Permanent Protection Areas (Áreas de Proteção Permanente, APPs). The CAR certificate is not the same as the environmental licensing of economic activities on rural properties. However, without the CAR certificate no license will be issued by the State Environment Agencies. It should be noted that the clearing of forest or native vegetation on rural landholdings is allowed under the law, except in RLs and APPs. In addition, the Forest Code also contains the obligation of a National Policy of Management and Control of Burnings, Prevention and Fighting of Forest Fires. The PPCerrado was first adopted in 2010 as an action plan to reduce deforestation in the Cerrado, and has been under implementation since then. A second, revised version was adopted in January 2014 for 2014–2015 after having received support from the project. The intermediate results indicators formulated in April 2015 refer to this second phase: “actions of PPCerrado Phase 2 under implementation,” as well as “actions of PPCerrado monitored and evaluated periodically.” The target for the first intermediate result was the implementation of 30 percent of the actions by the end of December 2016. The actual achievement according to the operational plan of the second phase was that 58 percent of the actions were fully or partially implemented. However, the indicator merely created an obligation on the part of the government in this regard. The project supported four workshops in 2016 to revise the PPCerrado for a subsequent phase, which resulted in the approval and publication of its third phase in December 2016. The new phase covers the period from 2016 to 2020. The project supported meetings of the technical working group on REDD+ to prepare forest reference emissions levels (FRELs). This group was formed in 2014 to conduct surveys of data and information on results and emission-reduction
