International Medical Corps Libya, Egypt & Tunisia SitRep 73 External July 26, 2011 Introduction International Medical Corps is supporting a new frontline ambulance which will be operated in the Western Mountains The past week in Misurata has seen a continuation of fighting in areas between Dafniya and Zliten. There has been no major shift in frontlines, with the rebel force defensive line in Dafniya remaining approximately 10 km outside the town. On July 21-22, Gaddafi forces intensified their shelling on rebel positions and launched a counter attack with tanks pushing rebel forces back to Souk el Tholatha’a”, on the outskirts of Zliten, 2-3 kilometers southeast from the city centre. NATO was also reported to have attacked Gaddafi force positions to the east of Zliten, with NATO sources reporting that 13 military targets were hit including arms’ stores and command centers. However, Gaddafi force sources stated that only civilian installations were only destroyed. Heavy shelling continues near the Dafniya field hospital, with a high number of patients (34) arriving on July 21 with shrapnel-related injuries. Rocket attacks on Misurata also continue, with rockets landing in Al-Giran Mantika in the southwest of Misurata city, close to the airport and about 8- 10 km from the city center, on July 20-23. Due to extreme temperatures in Misurata on July 23-24, the fighting was very quiet. As a result of the extreme heat, the city lost electricity, which was today restored. On July 24 and today there has been only moderate fighting on the western front, despite cooler temperatures. -

Demographics Detailed Methodology • The survey was conducted on behalf of the International Republican Institute’s Center for Insights in Survey Research by Altai Consulting. This research is intended to support the development and evaluation of IRI and USAID/OTI Libya Transition Initiative programming with municipal councils. The research consisted of quantitative and qualitative components, conducted by IRI and USAID/OTI Libya Transition Initiative respectively. • Data was collected April 14 to May 24, 2016, and was conducted over the phone from Altai’s call center using computer-assisted telephone technology. • The sample was 2,671 Libyans aged 18 and over. • Quantitative: Libyans from the 22 administrative districts were interviewed on a 45-question questionnaire on municipal councils. In addition, 13 municipalities were oversampled to provide a more focused analysis on municipalities targeted by programming. Oversampled municipalities include: Tripoli Center (224), Souq al Jumaa (229), Tajoura (232), Abu Salim (232), Misrata (157), Sabratha (153), Benghazi (150), Bayda (101), Sabha (152), Ubari (102), Weddan (101), Gharyan (100) and Shahat (103). • The sample was post-weighted in order to ensure that each district corresponds to the latest population pyramid available on Libya (US Census Bureau Data, updated 2016) in order for the sample to be nationally representative. • Qualitative: 18 focus groups were conducted with 5-10 people of mixed employment status and level of education in Tripoli Center (men and women), Souq al Jumaa (men and women), Tajoura (men), Abu Salim (men), Misrata (men and women), Sabratha (men and women), Benghazi (men and women), Bayda (men), Sabha (men and women), Ubari (men), and Shahat (men). -

Blanchard Acting Section Research Manager June 6, 2011 Congressional Research Service 7-5700 www.crs.gov RL33142 CRS Report for Congress Prepared for Members and Committees of Congress Libya: Unrest and U.S. Policy Summary Over 40 years ago, Muammar al Qadhafi led a revolt against the Libyan monarchy in the name of nationalism, self-determination, and popular sovereignty. Opposition groups citing the same principles are now revolting against Qadhafi to bring an end to the authoritarian political system he has controlled in Libya for the last four decades. The Libyan government’s use of force against civilians and opposition forces seeking Qadhafi’s overthrow sparked an international outcry and led the United Nations Security Council to adopt Resolution 1973, which authorizes “all necessary measures” to protect Libyan civilians. The United States military is participating in Operation Unified Protector, the North Atlantic Treaty Organization (NATO) military operation to enforce the resolution. Qatar, the United Arab Emirates, Jordan and other partner governments also are participating. Qadhafi and his supporters have described the uprising as a foreign and Islamist conspiracy and are attempting to outlast their opponents. Qadhafi remains defiant amid coalition air strikes and defections. His forces continue to attack opposition-held areas. Some opposition figures have formed an Interim Transitional National Council (TNC), which claims to represent all areas of the country. They seek foreign political recognition and material support. Resolution 1973 calls for an immediate cease-fire and dialogue, declares a no-fly zone in Libyan airspace, and authorizes robust enforcement measures for the arms embargo on Libya established by Resolution 1970 of February 26. -

Country Information and Guidance Libya: Actual or perceived Gaddafi clan members/loyalists 19 August 2014 Preface This document provides guidance to Home Office decision makers on handling claims made by nationals/residents of Libya, as well as country of origin information (COI) about Libya. This includes whether claims are likely to justify the granting of asylum, humanitarian protection or discretionary leave and whether - in the event of a claim being refused - it is likely to be certifiable as ‘clearly unfounded’ under s94 of the Nationality, Immigration and Asylum Act 2002. Decision makers must consider claims on an individual basis, taking into account the case specific facts and all relevant evidence, including: the guidance contained with this document; the available COI; any applicable caselaw; and the Home Office casework guidance in relation to relevant policies. Within this instruction, links to specific guidance are those on the Home Office’s internal system. United Nations A/HRC/17/44 General Assembly Distr.: General 12 January 2012 Original: English Human Rights Council Seventeenth session Agenda item 4 Human rights situation that require the Council’s attention Report of the International Commission of Inquiry to investigate all alleged violations of international human rights law in the Libyan Arab Jamahiriya* Summary Pursuant to Human Rights Council resolution S-15/1 of 25 February 2011, entitled “Situation of human rights in the Libyan Arab Jamahiriya”, the President of the Human Rights Council established the International Commission of Inquiry, and appointed M. Cherif Bassiouni as the Chairperson of the Commission, and Asma Khader and Philippe Kirsch as the two other members. In paragraph 11 of resolution S-15/1, the Human Rights Council requested the Commission to investigate all alleged violations of international human rights law in the Libyan Arab Jamahiriya, to establish the facts and circumstances of such violations and of the crimes perpetrated and, where possible, to identify those responsible, to make recommendations, in particular, on accountability measures, all with a view to ensuring that those individuals responsible are held accountable. The Commission decided to consider actions by all parties that might have constituted human rights violations throughout Libya. It also considered violations committed before, during and after the demonstrations witnessed in a number of cities in the country in February 2011. In the light of the armed conflict that developed in late February 2011 in the Libyan Arab Jamahiriya and continued during the Commission‟s operations, the Commission looked into both violations of international human rights law and relevant provisions of international humanitarian law, the lex specialis that applies during armed conflict. -

The Armies in the ‘Arab Spring’ ―Some Thoughts on the Civil-Military Relations― Akifumi Ikeda Eva Bellin, a leading political scientist on the contemporary Arab world, once argued the robustness of authoritarianism in the region as an outcome of the extraordinary capacity and will of the coercive apparatuses, the military in particular, to repress any sort of protestation from among the public.1 She was astounded, together with most other analysts, as the phenomena known by the name of ‘Arab Spring’ unfolded and those deeply entrenched authoritarian regimes started stumbling one by one, with some of them being rapidly overthrown. Yet, she maintains the basic appropriateness of her previous arguments, as the variation in the uprisings and their consequences tend to confirm that the central insight, that is to say the coercive apparatus’ will to repress, determined the fates of those regimes.2 Moderate Cases: Tunisia and Egypt In fact, relatively peaceful processes of regime change were seen in Tunisia and Egypt, where the armed forces remained at least politically neutral and/or 1 Eva R. In a way, it was a manifesto that the military is a national, professional and integrated institution which serves the interest of the nation and not that of the regime. -

MMC North Africa 4Mi Snapshot – June 2020 Access to Information on COVID-19 in Libya and Tunisia This snapshot seeks to better understand refugees’ and migrants’ access to different Profiles sources of information on COVID-19. In particular it seeks to learn the sources of This snapshot is based on 777 surveys with refugees and migrants in Libya and 723 information to which respondents have the greatest access and the channels people on surveys in Tunisia conducted from April 6th - May 20th 2020.
