Dorsey and Zuckerberg: As Attorneys General committed to protecting the safety and well-being of the residents of our states, we write to express our concern about the use of your platforms to spread fraudulent information about coronavirus vaccines and to seek your cooperation in curtailing the dissemination of such information. The people and groups spreading falsehoods and misleading Americans about the safety of coronavirus vaccines are threatening the health of our communities, slowing progress in getting our residents protected from the virus, and undermining economic recovery in our states. As safe and effective vaccines become available, the end of this pandemic is in sight. This end, however, depends on the widespread acceptance of these vaccines as safe and effective. Unfortunately, misinformation disseminated via your platforms has increased vaccine hesitancy, which will slow economic recovery and, more importantly, ultimately cause even more unnecessary deaths. A small group of individuals use your platforms to downplay the dangers of COVID-19 and spread misinformation about the safety of vaccines. These individuals lack medical expertise and are often motivated by financial interests. According to a recent report by the Center for Countering Digital Hate1, so-called “anti-vaxxer” accounts on Facebook, YouTube, Instagram, and Twitter reach more than 59 million followers. -

(“COPPA”), through regulations codified at 16 CFR part 312 (“the COPPA Rule”). Under 15 U.S.C. § 6504, State Attorneys General are authorized to bring actions under COPPA as parens patriae in order to protect their citizens from harm. As partners with the FTC in ensuring COPPA is enforced and children are protected, the States possess a unique and important perspective on how effective the COPPA Rule has been, the fundamental values and protections it upholds, and what improvements should be made. A. General Questions for Comment 1. Is there a continuing need for the Rule as currently promulgated? Why or why not? Yes, though the Rule should be strengthened significantly as recommended herein. -

Defends the public interest. Represents the State in legal proceedings. Keeps a record of his or her offi cial acts and opinions. Joint Statement by Law Enforcement Leaders on Protecting Voters As law enforcement leaders, elected prosecutors, and chief legal officers of our jurisdictions, we know that the right to vote is fundamental to our democracy and our identity as Americans, regardless of political affiliation. It is a constitutional right and, ultimately, a public trust and safety issue. Public trust in democracy, the rule of law, and the integrity of our government is integral to public safety. When one system is attacked and fails, it compromises the ability of all systems to function, including our criminal justice system. And when communities do not trust us, we cannot effectively keep them safe. Efforts to interfere with the United States Postal Service imperil the democratic process and erode confidence in the integrity of all government systems. Within the context of a pandemic, we should already be deeply concerned that crowds at polling places will endanger our residents. And now, recent threats and intimidation tactics, including deploying law enforcement to police the polls, raises the prospect of voter intimidation, damaging bonds of trust between law enforcement and communities they serve. This is playing out at a time when the number of Americans expressing confidence in law enforcement has fallen to an all-time low. That is why, as leaders charged with protecting public safety, we call for free and fair elections and condemn efforts to interfere with the Postal Service and undermine the voting process. It is more important than ever that we protect the integrity of our democracy, and, in the era of COVID-19, the ability to vote by mail is essential to protecting our cherished democratic process. -

2019 U.S. Political Contribution and Expenditure Policy and Statement The Company’s policy is to participate in public policymaking by informing government officials about our positions on issues significant to the Company and our customers. These issues are discussed in the context of existing and proposed laws, legislation, regulations, and policy initiatives, and include, for example, commerce, intellectual property, trade, data privacy, transportation, and web services. Relatedly, the Company constructively and responsibly participates in the U.S. political process. The goal of the Company’s political contributions and expenditures is to promote the interests of the Company and our customers, and the Company makes such decisions in accordance with the processes described in this political contribution and expenditure policy and statement, without regard to the personal political preferences of the Company’s directors, officers, or employees. Approval Process The Company’s Vice President of Public Policy reviews and approves each political contribution and expenditure made with Company funds or resources to, or in support of, any political candidate, political campaign, political party, political committee, or public official in any country, or to any other organization for use in making political expenditures, to ensure that it is lawful and consistent with the Company’s business objectives and public policy priorities. The Company’s Senior Vice President for Global Corporate Affairs and the Senior Vice President and General Counsel review all political expenditures. In addition, the Audit Committee of the Board of Directors annually reviews this political contribution and expenditure policy and statement and a report on all of the Company’s political contributions and expenditures, including any contributions made to trade associations or 501(c)(4) social welfare organizations. -

Maura Healey was sworn in as Attorney General on January 21, 2015, pledging to lead the People’s Law Firm. Since taking office, Healey has tackled issues touching the lives of residents across Massachusetts including the heroin and prescription drug abuse epidemic, escalating health care costs, workers' rights and student loan costs. She has focused on strengthening consumer protections and on improving our criminal justice system. Building on her promise to run an office that serves people across the state, Healey launched the Community Engagement Division in May 2015. The first-of-its-kind division brings the Attorney General’s Office and its work into neighborhoods and communities across the state. The Division has launched community office hours and has assisted with the rollout of several policy initiatives including the Earned Sick Time law and Domestic Workers’ Bill of Rights. Healey is an advocate for a more equal and inclusive workplace. In May 2015, she announced that her office would provide six weeks of paid family leave for all employees – making the AG’s Office the first state agency to offer paid parental leave. The office has also helped shaped state legislation that would expand opportunities for women in the workplace including Pay Equity and Pregnant Workers Fairness bills. As a civil rights attorney, Healey is committed to ensuring that all residents are treated fairly. As former head of the office’s Civil Rights Division, Healey was the architect of the state’s successful challenge to the federal Defense of Marriage Act and argued the case in federal court. As Attorney General, she has advocated for marriage equality and in support of bills to fight discrimination against transgender people. -

COMMENTS OF THE MAINE ATTORNEY GENERAL ON THE ROLE OF STATES IN ENFORCING FEDERAL ANTITRUST LAWS OUTSIDE THE MERGER AREA July 15, 2005 Attorney General G. Steven Rowe is grateful for the opportunity to present these views in response to the Commission’s request for public comment, 70 Fed. Reg. 28,902 (May 19, 2005).1 Summary The Sherman Act supplemented rather than preempted preexisting state statutes, creating a system of concurrent authority grounded in federalism. Maine has brought approximately twenty-five enforcement actions in each of the last two decades, under state and federal law, in both state and federal court. Maine’s antitrust record over the past twenty years illustrates the benefits and value of concurrent state enforcement. The Maine Attorney General has contributed special knowledge of local conditions to cooperative enforcement endeavors with federal agencies and brought actions to address violations of which federal agencies were unaware and with which they might have been ill- equipped to deal. Our antitrust experience has also enabled us to mount rapid-response advocacy or negotiating efforts involving local matters affecting competition in critical ways. Finally, acting as parens patriae, the Maine Attorney General has recovered very substantial sums in restitution and damages for consumers and citizens. 1 This document was prepared with the help of Maine antitrust staff, Assistant Attorneys General Francis Ackerman and Christina Moylan.
