Conservative and far-right parties in Europe have seized upon issues of migration and cultural diversity, often engaging in fearmonger- ing about immigrant communities and playing upon some Europeans’ anxiety about rapid demographic change. Relations between the European Union—as well as many of its constituent member states—and Turkey have deteriorated dramatically in recent years. And since 2014, Turks abroad, in Europe and elsewhere around the world, have been able to vote in Turkish elections, leading to active campaigning by some Turkish leaders in European countries. Emigrants/Muhacir from Xinjiang to Middle East During 1940-60S
Preface On March 3, 2018, Tokyo University of Foreign Studies held an international workshop to examine modern migratory connections between Xinjiang, a northwest province in China, and the Middle East, especially from the 1940s to 1960s. Following the Republic of China’s defeat in 1949 and the subsequent transfer of the authority over Xinjiang to the People’s Republic of China, several Turkic mi- nority ethnic groups living in the Xinjiang province, mostly Uyghurs and Kazakhs, were forced to migrate to Middle East, particularly to Turkey. This workshop, enti- tled “Emigrants/Muhacir from Central Asia to the Middle East: The Case of Xinjiang (1940s–1950s),” looked to explore the international context of Uyghur and Kazakh migration to the Middle East. Understanding the international dimensions of this topic requires diverse approaches from a variety of regional perspectives, including that of the Soviet Un- ion, the United States, and Taiwan. Thus, the workshop included a number of schol- ars from across the globe. The involvement of a such a diversity of perspectives on issues of Central Asian migration enabled workshop participants to examine ties between Turkic ethnic groups in Turkey and Central Asia, particularly in Xinjiang, from an interdisciplinary perspective. Participation in this workshop by a unique cadre of international scholars furthered existing knowledge of the migratory histo- ries of Turkic migrants from Xinjiang, shedding light on the drivers of migration and the nature of these migrant communities in the Middle East. Together, the re- search presented by workshop participants has held to establish a historical founda- tion of the multiethnic communities living in the Middle East today, providing a necessary foundation from which contemporary instability of Middle East can be further explored. -

The Turkmen Date: March14, 2012 No: Art.2-C1412 Being a family in the large Turkic race, any article about the Turkmen will be in short supply if it does not present information about the other two related terms; Turks and Oghus. Turks By referring to the excavation of the Russian archaeologists, the Turkish historian Y. Oztuna relates the origin of Turkic peoples to the Brachia-cephalic Andronovo Man who lived 2000 years BC on the widespread lands between Tanri and Altay mountains.1 The historians, who are specialized in pre-Islamic Turkish history such as W. Eberhard, B. Ögel and L. Rasonyi state that the Hsiung-nu (Asian Huns) are the Proto-Turks.2 J. Klaprothe, J.V. Hammer, W. Schott, A. Vambery, E. Oberhummer reports that the Turks were originally a vassal tribe of a people called the Jouan-Jouan, who might have been a remnant of the Hsiung-Nu, at some point thought to be approximately 522 BC. Kafesoglu identifies the Turks with the Hsiung-nu. According to him the ethno Turk was derived from the “Tu-ku” or “Tu-k'o”, the family or tribal name of Mo-tun (Turkish Teomen). In Zent-Avesta and Old Testament, the grandchild of the prophet Noah is called "Turk". Turac or Tur was the son of a ruler in Avesta, which was reported as a tribe named Turk.2 The Chinese Sources state that the Gokturks, Uygurs, and Kyrgyz are descended from the Hsiung-nu people.3 In their correspondences from 1328 BC, they use the name “Tik” for Bozkir Tribes. -

The Crimean Tatars and their Russian-Captive Slaves An Aspect of Muscovite-Crimean Relations in the 16th and 17th Centuries Eizo MATSUKI The Law Code of Tsar Aleksei Mikhailovich (Ulozhenie), being formed of 25 chapters and divided into 976 articles, is the last and the most systematic codification of Muscovite Law in early modern Russia. It was compiled in 1649, that is more than one and a half centuries after Russia’s political “Independence” from Mongol-Tatar Rule. Chapter VIII of this Law Code, comprised of 7 articles and titled “The Redemption of Military Captives”, however, reveals that Muscovite Russia at the mid-17th century was yet suffering from frequent Tatar raids into its populated territory. The raids were to capture Russian people and sell them as slaves. Because of this situation, the Muscovite government was forced to create a special annual tax (poronianichnyi zbor) to prepare a financial fund needed for ransoming Russian captive-slaves from the Tatars.1 Chapter VIII, article 1 imposes an annual levy on the common people of all Russia: 8 dengi per household for town people as well as church peasants; 4 dengi for other peasants; and 2 dengi for lower service men. On the other hand, articles 2-7 of this chapter established norms for ransom-payment to the Tatars according to the rank of the Russian captives: for gentry (dvoriane) and lesser gentry (deti boiarskie) twenty rubles per 100 chetvert’ of their service land-estate (pomest’e); for lesser ranks such as Musketeers (strel’tsy),2 Cossacks, townspeople, and peasants a fixed payment from ten to forty rubles each. -

IDENTITY SECURITY AND TURKISH FOREIGN POLICY IN THE POST-COLD WAR PERIOD: Relations with the EU, Greece and the Middle East A thesis submitted for the degree of Doctor of Philosophy by Enver Gülseven Department of Politics and History, Brunel University December 2010 ABSTRACT Since the establishment of the republic in 1923 there has never been a consensus over Turkey‘s national identity, either internally or externally. Westernization was a top-down project that fostered societal resistance from the outset and which received only partial recognition from the West itself. The end of the Cold War has further intensified the debates over Turkish identity both in Turkey itself and in the wider world. This thesis examines the implications of a complex and insecure identity for Turkey‘s political development and in particular its ability to develop an international role commensurate with its size and capabilities. In doing so, it demonstrates the connection between different notions of Turkish identity and foreign policy preferences whilst emphasising also the important role of the international institutional context (for example membership of NATO and the EU) in shaping the preferences of diverse state/societal actors within Turkey in the post-Cold War period. The focus in this regard is on the military, political parties and business/civil-society groups. The thesis engages recent debates between constructivists and rationalists and argues that a constructivist account of Turkish foreign policy is more helpful than a rationalist explanation, through the case studies of Turkey‘s relations with the EU, Greece and the Middle East in the post-Cold War period. -

Kelsey Shanks ................................................................................. 1 Abstract The oil-rich northern districts of Iraq were long considered a reflection of the country with a diversity of ethnic and religious groups; Arabs, Turkmen, Kurds, Assyrians, and Yezidi, living together and portraying Iraq’s demographic makeup. However, the Ba’ath party’s brutal policy of Arabisation in the twentieth century created a false demographic and instigated the escalation of identity politics. Consequently, the region is currently highly contested with the disputed territories consisting of 15 districts stretching across four northern governorates and curving from the Syrian to Iranian borders. The official contest over the regions administration has resulted in a tug-of-war between Baghdad and Erbil that has frequently stalled the Iraqi political system. Subsequently, across the region, minority groups have been pulled into a clash over demographic composition as each disputed districts faces ethnically defined claims. The ethnic basis to territorial claims has amplified the discourse over linguistic presence, cultural representation and minority rights; and the insecure environment, in which sectarian based attacks are frequent, has elevated debates over territorial representation to the height of ethnic survival issues. -
The Northern Black Sea Region in Classical Antiquity 4
The Northern Black Sea Region by Kerstin Susanne Jobst In historical studies, the Black Sea region is viewed as a separate historical region which has been shaped in particular by vast migration and acculturation processes. Another prominent feature of the region's history is the great diversity of religions and cultures which existed there up to the 20th century. The region is understood as a complex interwoven entity. This article focuses on the northern Black Sea region, which in the present day is primarily inhabited by Slavic people. Most of this region currently belongs to Ukraine, which has been an independent state since 1991. It consists primarily of the former imperial Russian administrative province of Novorossiia (not including Bessarabia, which for a time was administered as part of Novorossiia) and the Crimean Peninsula, including the adjoining areas to the north. The article also discusses how the region, which has been inhabited by Scythians, Sarmatians, Greeks, Romans, Goths, Huns, Khazars, Italians, Tatars, East Slavs and others, fitted into broader geographical and political contexts. The Crimean Tatar Question: A Prism for Changing Nationalisms and Rival Versions of Eurasianism* Andrew Wilson Abstract: This article discusses the ongoing debates about Crimean Tatar identity, and the ways in which the Crimean Tatar question has been crucial to processes of reshaping Ukrainian identity during and after the Euromaidan. The Crimean Tatar question, it is argued, is a key test in the struggle between civic and ethnic nationalism in the new Ukraine. The article also looks at the manner in which the proponents of different versions of “Eurasianism”—Russian, Volga Tatar, and Crimean Tatar—have approached the Crimean Tatar question, and how this affects the attitudes of all these ethnic groups to the Russian annexation of Crimea. Key words: Crimean Tatars, Euromaidan, Eurasianism, national identity, nationalism—civic and ethnic Introduction In the period either side of the Russian annexation of Crimea, the Crimean Tatar issue has become a lodestone for redefining the national identities of all the parties involved. The mainstream Crimean Tatar movement has been characterized by steadfast opposition first to the Yanukovych regime in Ukraine and then to Russian rule. Khayrullina-Valieva* Turkic Lexical Elements in the Bulgarian Language DOI: http://dx.doi.org/10.12775/LC.2020.015 This article is devoted to the study of Turkic loan words in the vocabulary of the Bulgarian language. „By Turkic lexical elements we mean all the originally Turkic words that entered the Bulgarian language from any Turkic language, and words of any other origin (Arabic, Persian, Greek, Italian, etc.), that have entered the Bulgarian language through the Turkic languages” (Czumbałowa 1986: 8). Famous Bulgarian scholar Samuel Bernstein points out that the beginning of a serious study of Turkism in the Bulgarian language was set by Franz Xaver Ritter von Miklosich with his fundamental researchDie türkischen Elemente in der südost- und osteuropäischen Sprachen. He distinguished three periods of intensive influence of Turkic-speaking peoples on the languages of south-Eastern and Eastern Europe: the initial period – the first centuries of our era; the second period – at the end of 7th century; the third 205 period – the arrival and settlement of Ottoman Turks in the Balkans. This influence was not limited only to lexical borrowings, but there are also traces of the influence of Turkic speech on word formation and syntax. So far the periodization proposed by Nikolay Baskakov has been the most successful. According to it, the first period was characterized by „the penetration of the Hun tribes 1(33) 2020 into Eastern Europe and the Black Sea region, the earliest of which are known as the Huns, Avars, Sabirs, Suvars, etc., and at a later time, beginning with the 4th–5th centuries AD, under the name of the Bulgars and Khazars”. -

Yüzyılda Girit Türkleri: Göç ve Yerleşim Tuncay Ercan SEPETCİOĞLU* 0000-0002-9906-1529 Abstract The Cretan Turks (and now their descendants) are a group of people who originally had lived in the Island of Crete till 1923 when the Obligatory Population Exchange Agreement signed between Turkey and Greece. Through almost the entire 19th century, as a result of Greek revolts one after another in different times in history and the public order on the island was disrupted, the Cretan Turkish population in fear of their lives left their living places, became refugees and the demographic structure of the island changed in favor of the Orthodox Christians. Among those migrations, the biggest and the most decisive on the political future of the island is the Heraklion Events that started in 1897 which resulted in the migration of at least 40,000 Turks. This population movement is particularly important as it caused the expansion of Cretan Turks to very different regions. The present existence of a Cretan community in Turkey, Lebanon, Syria, Libya, the Rhodes and Kos Islands of Greece, along with (albeit few) Egypt, Jordan, Tunisia, the Island of Cyprus and Palestine happened due to this immigration movement. This article approaches the immigration and settlement process that happened at the very end of the 19th century as a result of a revolt in Crete, in a sudden and involuntary manner, in a period where the Ottoman Empire suffered from political, economic and social difficulties. -

Izzet Bahar, PhD University of Pittsburgh, 2012 This study aims to investigate in depth two incidents that have been widely presented in literature as examples of the humanitarian and compassionate Turkish Republic lending her helping hand to Jewish people who had fallen into difficult, even life threatening, conditions under the racist policies of the Nazi German regime. The first incident involved recruiting more than one hundred Jewish scientists and skilled technical personnel from German-controlled Europe for the purpose of reforming outdated academia in Turkey.
