160 WORLD CHAMPIONSHIPS IN ATHLETICS 1983

The first world championships in athletics was held in Helsinki, Finland August 7 through lk, 1983. A highly stylized hand cance.l was used. Athletics, of course, refers to track and field eVenJ.s\ ,'. v With some imagination, one can visualize a stadium and three runningf routes in the cancel.

Through courtesy of Ossi Virtanen, an Olympic philatelist in Finland whom I met at TEMBAL last May, we have further notes on the types of cancellations.

The special cancels were used at two cities: Espoo and Helsinki. The cancel used at Espoo is inscribed "ESPOO -ESBO." It was used from August 1 to August 15, 1983 in the Athletes village.

The cancel used at Helsinki is inscribed "HELSINKI - HELSINGFORS" and exists also with a large letter A, B, C or D in the upper right. These letters identify special postoffices as follows: Helsinki A was used at the press center, about 500 meters from Olympic stadium, August 6 through August lk, 1983- Helsinki B was used at the Posts and Telegraphs (PTT) bus about 50 meters from the stadium at another side from the entrace, August 6 through August 14,1983. Helsinki C was also used at a PTT bus for the same period. Helsinki D was used at the Hotel Kalastajatorppa, about 6 kilometers from the stadium where the president of the International Olympic Committee, president of the IAAF and other VIPs stayed during the games. The cancel was also used August 6-1^, 19§3.

The post office in the athletes village, Espoo and at the press center, Helsinki A were not open to the general public.

The publicity magazine which Mr. Virtanen also provided illustrates the basic Espoo and Helsinki cancels, although the latter is shown without any distinctive letter. I believe the Helsinki special cancels exist only with one of the special letters. If anyone has better information, please let me know.

Two stamps were also issued for the event, a 1.20 markka and a 1.30 markka. The former shows hand holding a javelin. The latter features running feet.

A silver coin with denomination of 50 markka weighs 22 grams and has a diameter of 35 millimeters. The obverse shows a hurdler (with excellent musculature detail) and the reverse seems to show a birch tree bending in the wind. ^50|000 pieces were issued of this legal tender. p Track and Field specialists might wish to develop specialized collections of this new and interesting event. Also, a comment of Sherwin Podolsky's note on p.103 about the Soviet cancels in colours other than black. I have no evidence these are fakes

170 in the sense that the actual cancellers have been faked. As far as I know genuine cancellers were used, either by postal officials without authority, or by postal officials turning a blind eye. Some genuinely passed through the post. BUT, their use was illegal and it is, I am told a criminal offence for any Soviet citizen to even possess one. It is up to the individual col­ lector whether to buy, but I would only buy a postally used example, and I would not pay a high price for one. I do not have one in my collection at "* present because I think the asking prices are far too high, for what are at a ncelty, and certainly dubious confections of doubtful origin.

This is the definitive work on official postal stationery and official postal stationery with private printing for the Summer and Winter Olympic Games 1980. The Winter Olympics cover 6k pages and the rest covers the Summer Olympics. Many of the items are shown with interesting postmarks and other markings. The printing is very good and clear. The classification is easy to use. The Soviet postal stationery (official) is a major challenge but has its appeal in many obscure varieties and attractiveness. Despite the large printing quantities, these envelopes were printed on poor quality paper. Postally traveled covers are still preferable to unused, in my opinion, and those showing evidence of use should not be avoided.

When writing Winternheimer, ask about his other sport and Olympic catalogs. All are very well done and indispensable references. Price of the book reviewed here is 25 DM (US$10) by sea post. The Seoul Olympic Organizing Committee, 181, 2-ka Ulchiro, Chung-ku, Seoul, Korea has issued a very attractive folder, Olympic News magazine and pictorial booklet. There is no commemorative meter or postal indicia on the packet envelope. The abbreviation for the Committee is SL00C. I got a nice friendly letter from Jae Hong Lee, Director General, Public Relations and Culture Department. They will keep me posted on the philatelic program.

The International Olympic Committee, Chateau de Vidy, 1007 Lausanne, Switzerland is reproducing Olympic posters on picture postcards. The first set of 12 postcards runs from 1896 through 1932, Summer and Winter. Price is 1 Swiss franc per card or 12 Swiss francs for a set. You may order any card(s) you wish or order a complete set.

172 No doubt there will be cards for later Olympiads. There are also other picture postcards. Write for complete information about the postcards and other IOC publications.

The IOC has also published "THE GAMES OF THE FIRST OLYMPIAD ATHENS I896 OFFICIAL REPORT." It is well illustrated and in English. There is also a most useful introduction reflecting on the ancient history of the Olympics and modern efforts of revival. Price ^. •-> 20 Swiss francs. Very well produced and recommended.

DAVID FELDMAN S. A., Case Postale 81, 1213 Onex, Geneva, Switzerland continues to be the major auctioneer of Olympic Games philately and postal history. Write for their auction catalog. Next sale is May 8, 1984 but there will be others. Price is $10 per catalog and you get the prices realized. Very worthwhile and recommended. Many non-Olympic and sport lots, too. Remember, unless the lot is described as very fine, condition is only average. A lot described as fine is actually only "good, average" by most American standards. A description omitting condition means "good, average."

Be careful of lots of Greece 1906 with the special cancels. Many "fakes" abound. The commemorative cancels are in private hands and are being reused. Unaddressed covers and postcards are suspect. Addressed covers and cards should have transit or arrival postmarks, and even then, be careful. Remember that the domestic postal rate was 5 lepta. Postcards with less postage are "favor" and probably have "fake" cancels. Expertization is practically a must for this expensive material. Even auction houses in Greece are listing this questionable material.

When reading auction descriptions, do not imagine something that is not there. The only way you can be sure is by examining the lot. FELDMAN will send photocopies (and so do most other auction houses) upon request. A small compensation of a dollar or two will show your serious interest. Even if you have no intention to bid on a lot, having photocopies may be a good way to build up your research library. When you get the photocopy, make a note of the source on the back for reference. If possible, note also the price realized and date of sale. WJWfMWWW&rWJWM

There are going to be about kO different official licensee picture postcards and two types of self-stick labels. The official licensee for these items is Drawing Board Greeting Cards, Inc. of Dallas, Texas. They are the publisher and wholesale distributor.

The postcards are the usually glossy types and feature, official logos (Sam the Eagle, Stars-in-motion, Olympic flag), views of Los Angeles, Olympic event sHves, and various sports.

The labels are glossy, too, which means that any tying cancellation - may smear. Two types seen so far are (l) TV screen style featuring Sam the Eagle in a variety of sport poses and the official Stars-in-motion logo with Olympic rings and (2) form-shaped style featuring Sam the Eagle in a variety of poses. There is some duplication of the Sam the Eagle designs in both types, but sizes rind style differ.

173 Sample label measures 4 x 4.7 mm.. Design is multicolor. This type ov "TV" style label comes in sheet of 9 different (8 Sam the Eagle and one official Star-in- • motion and Olympic rings). There are 3 sheets in a package containing sir^i^- 2/+ different Sam the Eagle and 3 identical logo types.

There will be about 31 different mobile post offices during the Olympic Games in Los Angeles. Also, there may be a special post office for the Olympic Committee session just before Opening Day. I expect to see at least J2 different postmarks.

There are excellent possibilities of combinations of use of stamps, labels and postmarks and postcards. However, please recognize that a stamp does not exist for eveiysport. Some sports are shown only on the postal stationery. Also, not every sport is shown on a label.

I am offering to assist SPI members to obtain some of this material. Price is $2.00 for each postcard with appropriate stamp, label and postmark to the extent available and possible. You must send me a gummed address label for each postcard. You may indicate your preferences which I will try to accommodate as much as possible. Thus, I may use a kOt stamp because the design on that stamp matches the other elements of the card—psstmark, label and/or card design.

No postcards will be sent unaddressed. All liability for defective delivery will rest with the addressee. I will not service the USPS maximum cards; only the Drawing Board postcards will be used.

I am told that more gummed labels are available, but I have no details yet as to their designs. If you wish to have the postmark tie the label, I will do my best to arrange that, but make no promises.

The right is reserved to refuse orders. No wholesale orders will be accepted. The offer is limited to SPI members only and not more than two of each to any member.

Many businesses are using business envelopes with 1984 Olympic logo indicating that they are official sponsors. However, the covers that I have seen bear ordinary meters. You might drop these places a postcard if tris kind of collectible interests you. There is always the chance that some of them may come up with a slogan meter, too.

Arena Swimwear has a large, colorful self-stick label, but here again I have no address. Perhaps New York readers Lght check their phone book for the garment district for a possible address. Pacific Telephone used a slogan meter until it became Pacific Bell in January, 1984. Readers should watch for a modified slogan with the new firm name. So far, I have seen only Pacific Telephone Olympic slogan meters from their Sacramento office in California.

'-Eleven Stores (S' uthland Corporation) puts out a nice self-stick label featu^ng tfca motto. Surely McDonald's Hamburgers has some kind of promotion, too, but I have no information about any labels or meters. Visit these stores and find out what is available. Or call their business offices if listed in your phone book.

The U. S. Postal Service, 1984 Olympic Program, Long Beach, CA. 90884-9998 has only its plain letterhead. But collectors may want it anyway on a cover because this is a temporary event organization.

Members in Japan should contact . Brother Typewriters and Fuji Film for possible labels and meters and business envelopes showing theit official sponsorship of the 1984 Olympic Games. I would like to hear about their findings to report in JSP.

Watch advertising in all kinds of newspapers and magazines and official Olympic guidebooks to discover businesses claiming to be official sponsors. Send off postcards inquiring about labels, meters, or anything else they may have that uses the official logo or identifies their Olympic sponsorship.

The US Olympic Committee, Colorado Springs, CO. 8O95O has all kinds of labels—some small, some very large. They do not have the logo for Los Angeles, but they do relate to that event very well. Also, their monthly magazine THE OLYMPIAN is a must at this time for news of the 1984 Olympic Games. Inquire about their labels and a subscription.

A- 98 The solution to the 1952 Helsinki souvenir post card picturing the United States team marching during the opening ceremonies and canceled the same day, July 15, 1952,is provided by a Report of the Executive Director J. Lyman Bingham of the 1952 Olympic Fund Campaign which was printed in the 1952 United States Olympic Association Report. As part of the 1952 fund-raising campaign the United States Olympic Association was fortunate in having the assistance of a group of well-known and influential individuals in New York City who volunteered their services and called themselves "Sportsmen of America for the United States Olympic Team". Among the many fund-raising suggestions the advertis­ ing agency Ruthrauff and Ryan submitted an idea which appealed to the campaign committee. It was suggested that the U.S.O.A. send a specially printed post card from Helsinki to all contributors of one dollar or more when such contributions were made as a direct result of the post card appeal, the card to bear an official Olympic commemorative stamp and to be auto­ graphed by several members of the Olympic team. Following approval of the proposal by the Executive Board of the U.S.O.C. Ruthrauff and Ryan prepared a major television and newspaper campaign which includ­ ed a special kit which was mailed to 1600 newspapers in cities of over 10,000 population, 90 magazines, 109 television stations and 1600 radio stations to promote the Helsinki souvenir post card. As fast as contributions were received with requests for the post cards from Finland, the names and address­ es were transferred to address stickers which were taken to Finland to be affixed to the cards as it seemed that this method would save considerable time and labor in Helsinki. It was decided to use for the post card a picture of the United States team entering the stadium on the opening day of the Games, and to be ceetain that we obtained a good picture we arranged with Olympia Kuva, the official Olympic photographers , to take picutres from five different locations in the stadium. Copyright protections extended by the U. S. Congress to the U. S^ • -.-. Olympic Committee have created problems for philatelists. These arer ' yv 1. a lack of cacheted envelopes for self-servicing 2. picture postcards not properly designed to show off post­ marks to best advantage 3. stamp show pictorial cancellations that are originally publi­ cized to contain Olympic logo, but are used without such logo.

Franklin Mint has issued First Day Covers only by subscription and only for a limited time. They are the official cachetmaker. Their cachets show the official logo. All other cachets with the logo are illicit. This means any cachet showing the Olympic rings, Sam the Eagle, the stars-in-motion design or the word OLYMPIC in any of its forms is subject to challenge by the USOC, the Los Angeles Olympic Committee and possibly also the Franklin Mint.

Unserviced cacheted envelopes by the official cachetmaker are not available. Small cachetmakers of FDCs and some private individuals have stepped into the gap and so far, there have been no reported complaints. However, the big cachetmakers, Artcraft and Artmaster, have avoided using Olympic logo. The small cachetmakers have usually used some Olympic logo—usually the word OLYMPIC or its derivatives.

Stamp show sponsors have usually used the word OLYMPIC or any of its forms in its official cachets, although the show cancel may or may not be issued with any Olympi c logo, depending on USPS approval. The USPS seems to have been capricious—allowing some shows use and denying use to others.

The official picture postcards by Drawing Board of Dallas, Texas have an official logo in gray at the top center on the address side. This interferes with clear cancellations. The best way to cope with the problem is to use one stamp at upper right corner and put the address way down at bottom right (usually by address label). And then one has to hope the cancel will be placed at center right of the card and just touch or hit bottom portion of the stamp.

The ingenious InterGovernmental Philatelic Corporation of New York which administers and/or sponsors philatelic programs for a wide variety of countries has embarked on a theme of Disney cartoons and Olympics. These apparently have not struck favor with the US Olympic Committee which denied the right to market stamps of Grenada showing Disney cartoon characters and the Olympic theme.

Not to be undaunted, the IGPC is issuing Grenada stamps in two versions: 1. without Olympic logo—stamps to be sold and marketed in­ side the USA. 2. with Olympic logo—stamps to be sold and marketed outside the USA. The stamps are issued in long sets with souvenir sheets containing the high value.

185 At the March 21, 19Bk meeting of the International Federation of Olympic Philately, I filed a statement reporting and complaining of these practices. I invited the board to respond because I felt these practices were harmful to promoting Olympic (and sport) philately. Stamp shows will not be encouraged to have an Olympic theme if their show cachets and cancels must omit Olympic logo.

I also wrote a letter to the US Olympic Committee with similar complaints. The matter of cancellations was also brought up to the US Postal Service. And I re-emphasized my complaint with a follow-up letter to Mme. Monique Berlioux, director of the International Olympic Committee.

What should Olympic philatelists do in the meantime? In my opinion, much time has been lost because the collectors are the last to know what is coming out and by then it is too late.

Unaddressed covers are souvenir collectibles. The desired philatelic item is the one that shows evidence of passage through the mail. Addressed covers often have the postal comjjiuter markings and these are quite satisfactory evidence of mail passage. Some collectors want registered covers, or covers showing FD use with ordinary machine cancels (which are very often uhderinked and give very poor impressions) and which are addressed. Consideration should be given to FDCs sent special delivery because registered covers no longer receive an arrival cancellation in the USA whereas special delivery mail does receive arrival cancel. Also, the minimum fee for registered mail is $3-10 and special delivery is only $2.10. The fee for postage must be added accordingly.

I will not publicize the small cachetmakers, but your local dealer can probably assist you in the matter. Overseas collectors will have to contact some of the current and recent advertisers in the Journal of Sports Philately..Also, Jack Ryan of the Sales Department for SPI has SPI cacheted souvenir FDCs. Some cachetmakers provide cacheted envelopes unserviced for those who want to do their own.

Personally, I have not subscribed to the Franklin Mint Olympic cover program. The product is extremely attractive and well made, but covers marketed by Fleetwood and others on a restricted subscrip­ tion basis have invariably shown up later on the philatelic market at substantially reduced prices. Fleetwood and Franklin Mint direct their marketing largely to the non-philatelic public. No experienced philatelist is going to be too impressed with their merchandise.

CZECHOSLOVAK HERITAGE • *•*•*•*•*•*•*

Those of our members who are of Czechoslovak heritage and are inter­ ested in the stamps of Czechoslovakia would be very much interested in a new publication by the Chjcagoland Philatelic Society. Edited by George C. Kobylka (K-Line Publishing) , this quarterly will have two continous sections: Total history of Czechoslovakia (formerly the King­ dom of Bohemia) and a Catalog of Czechoslovak stamps which will put Scott, or any other English language catalog to shame. The historial section is the 'life work' of George Kobylka. Most of the articles, hisori- cal, cultural, etc. are tied as much as possible to stamps, and well illus­ trated.
