AICD will provide a baseline against which future improvements in infrastructure services can be measured, making it possible to monitor the results achieved from donor support. It should also provide a more solid empirical foundation for prioritizing investments and designing policy reforms in the infrastructure sectors in Africa. AICD will produce a series of reports (such as this one) that provide an overview of the status of public expenditure, investment needs, and sector performance in each of the main infrastructure sectors, including energy, information and communication technologies, irrigation, transport, and water and sanitation. The report was presented to the Security Council Committee established pursuant to resolution 751 (1992) concerning Somalia on 17 November 2006 and was subsequently considered in the Committee on 21 November 2006. The report is being circulated for the information of the Members of the United Nations. The Committee intends to complete speedily a thorough consideration of the information and recommendations contained in the report, after which I will present the Committee’s views on the report to the Security Council.
