One of the key pillars of these changes • Balcerowicz Plan was the so-called ‘Balcerowicz Plan’ - an ambitious process that enabled a • economic reforms significant shift in the economic and social landscape through the introduction • Poland of fundamental changes in the Polish legal system. The thesis advanced in this • centrally planned economy paper is that the successful transformation of the state’s system of government • democracy in post-Soviet countries depended not only on democratization and political • free market changes but also required an effective program of economic reforms. This will be demonstrated by reference to the ‘Balcerowicz Plan.’ The first part discusses the transition from the former economic order in Poland to the free market order by means of the new legal norms, describing briefly the eleven legislative acts which brought wide-ranging and fundamental changes to the Polish legal system. The second part explains the impact that these reforms had on Polish society both in the short and long-term. Despite the initial problems associated with the change of the economic system, they eventually brought significant improvements to the quality of individuals’ lives. The conclusion reiterates the thesis that the successful transformation of the state’s regime in post-Soviet countries depended not only on political changes, but also on effective economic reforms. -

The author of dozens of books and articles, he is head of the International Comparative Studies Department at the Warsaw School of Economics and chair of the Growth and Competitiveness Commission of the Lisbon Council. Andrzej Rzo´nca is a member of the monetary policy committee of the National Bank of Poland and adjunct professor at the chair of international comparative studies at the Warsaw School of Economics. -

International Snapshot: Poland Parliamentary Elections, September 2005 Inga Kwiatkowska | Program for Representative Government August 1, 2006 ABSTRACT Poland held elections to its parliament in September 2005. Its lower house, the Sejm, is elected proportionally from closed lists. The Senate is elected in two- or three-member winner-take-all districts. While this feature of Senate elections should discourage small parties from running candidates, more and more parties contest elections with each passing cycle. Despite a relatively high threshold of 5% to enter the Sejm, small, ideologically similar parties proliferate, and coalition-building remains a challenge. This paper looks the intersections of Poland’s electoral system and party behavior, coalition-bulding, and turnout. It also considers the potential implications of a change to the formula used to allocate Sejm seats. Inga Kwiatkowska interned with FairVote’s Program for Representative Government during the summer of 2006. ______________________________________________________________________________ INTRODUCTION Poland held parliamentary elections in September 2005. In that vote, the center-right Law and Justice party took power away from the governing Democratic Left Alliance, winning 155 out of 460 seats. Law and Justice formed a coalition with the populist Self-Defense of the Republic of Poland and far right League of Polish Families parties. The election results were a reflection of disappointment with former post-communist government and longing for more social welfare. POLISH ELECTIONS IN HISTORICAL PERSPECTIVE Poland held its first semi-democratic elections in 1989, when the ruling communist party allowed 35% of seats in the Parliament to be elected in free voting, while the remaining 65% of the seats were reserved for the communist party. -

E-mail: [email protected] Abstract Poland’s economic and political transition, one of the most successful, has depended very heavily on job creation in new firms to replace the jobs lost in the formerly state-owned enterprises. This paper uses survey and aggregate data from three Polish elections to suggest that these de novo firms, the individuals they employ, and the residents in the local areas where they exist become an important constituency supporting pro-reform political parties and constraining the actions of parties less sympathetic to the reforms. The creation of this political constituency helps explain how countries can successfully pursue both economic and political reforms. JEL classification: D72, P26. November 2019 Ten Lessons from Thirty Years of Postcommunist Economic Transformation Anders Åslund, Senior Fellow, Atlantic Council, Washington, DC Email: [email protected] Abstract The dominant idea in the early postcommunist economic transition was that an early and comprehensive radical economic reform program was needed. This program was accompanied with a clear program of political economy of reform, which included a clear understanding that the old system was finished, a political breakthrough, new political leaders, new economic policymakers, the swift elaboration of a reform program, a functioning parliament, sufficient international financial support, fast implementation, public understanding, and the overruling of any need for consensus. In hindsight, all these factors worked when they were present. Critics warned of too sharp output fall, which did not come to pass, lagging institutional development, and neglect of social reforms. The biggest problem has become the absence of real property rights in the postcommunist countries not belonging to the European Union because of captured judicial systems. In 1989, the old communist order broke down in Eastern Europe, and at the end of 1991 the Soviet Union broke up. This was a truly liberal revolution akin to 1848. This was a time of optimism and liberalism. The two leading slogans in Eastern Europe were “We want a normal society” and “We want to return to Europe.” These slogans were not specified, but together they meant a liberal democracy with a free market economy based on private ownership of the means of production and the rule of law. -

It has changed from a communist state in the Soviet sphere of influence to an autonomic prosperous democracy and proud member of the EU. Paradoxically, since 2015, Poland seems to be heading rapidly in the opposite direction. It was the Polish Solidarity movement that started the peaceful revolution that subsequently triggered important democratic changes on a worldwide scale, including the demolition of the Berlin Wall, the collapse of Communism and the end of Cold War. Fighting for freedom and independence is an important part of Polish national identity, sealed with the blood of generations dying in numerous uprisings. However, participation in the democratic process is curiously limited in Poland. The right-wing, populist Law and Justice Party (PiS) won elections in Poland in 2015. Since then, Poles have given up more and more freedoms in exchange for promises of protection from different imaginary enemies, including Muslim refugees and the gay and lesbian community. More and more social groups are being marginalized and deprived of their civil rights. The COVID-19 pandemic has given the ruling party a reason to further limit the right of assembly and protest. Polish society is sinking into deeper and deeper divisions. -

Stone Professor of Interna- tional Trade at Harvard University, Faculty Fellow at the Harvard Institute for International Development, and a Research Associate of the National Bureau of Economic Research. He was educated at Harvard University, where he received his Ph.D. in 1980. Sachs serves as an economic advisor to several governments in Latin America, Eastern Europe, the former Soviet Union, and Asia, and has also been a consultant to the IMF, the World Bank, the OECD, and the United Nations Development Program. Kazimierz Wojciech Czaplicki Secretary of the National Electoral Commission of the Republic of Poland PARLIAMENTARY ELECTIONS IN POLAND – 21 OCTOBER 2007. 1. Pre-term elections to the Sejm and to the Senate (to the Parliament) were held on 21 October 2007. Elections were ordered by the President of the Republic of Poland as a result of Sejm’s resolution on shortcoming of its term of office. According to the resolution of the Constitution, Sejm may shorten its 4-years term of office by passing a resolution. Shortening the term of office of the Sejm simultaneously mean a shortening of the term of office of the second chamber of the Parliament – Senate. In the event of shortening the term of office the President of Republic of Poland is obliged to order elections to be held on a day falling no later than within the 45 day period from the day of the official announcement of Presidential order on the shortening of the Sejm's term of office. 2. Elections were conducted by elections authorities definite in the election act: National Electoral Commission (consisting of 9 judges, each 3 from Constitutional Tribunal, Supreme Court and the Supreme Administrative Court); 41 constituencies (composed of 366 judges of common court and 25 476 ward election commissions (composed of 201 294 voters indicated by political parties) 3. 25.476 polling stations were established in general, 29.903 – on the country’s territory, 205 – abroad (41 more comparing to elections in 2005) and 7 polling stations on boards of maritime vessels (2 more polling stations). Among 23.903 polling stations established in the country, 1178 were established in hospitals, social welfare institutions and 183 in penal institutions and arrests.
