The information is very helpful although we are still exploring the possibility of developing a different selection process so as to be more certain of including the most distinguished jurists of the country.

I realize that you have now reached the point of formal retirement from the Department of Justice after a long career of distinguished service and I believe you do plan to continue to be of service to the Department and the new Attorney General. Under these circumstances, I would like for you to have the enclosed information about Mr. Bruce Sundlun.

I have known Bruce for some years and I have the highest regard for him. Although he is a Democrat, he is a strong supporter of President Ford. Therefore, my thought is if there . should occur a vacancy on the Federal District Court of the District of Columbia, he should be given consideration for nomination by the President. ·

Tom Clark sent a letter to the President earlier inviting him to Keynote this year's National Conference on Citizenship Day program. A second letter, on June 24, 1975, altered the original request date to September 17 to satisfy an adjusted schedule. The change was brought about by a request from the National Archives to hold the Citizenship Day event when the entire Constitution will be on display. In addition to considering the proposed Keynote role, this is an excellent opportunity to recognize the Federal judiciary. Options are provided in the attached schedule proposal. Rod Hills mentioned other possibilities of events for the Supreme Court which have been under consideration, so this proposal should be coordinated with Phil and Rod. I think it is a great Bicentennial occasion.

You will notice that an attempt has been made to include somewhat younger judges than were previously under consider ation. Second, I point out that we include a number of names and addresses of state judges. Third, you will note that I have purposely kept the list somewhat smaller than the maximum number of people who might be invited upon the theory that the President or someone in your office may have some personal information about other judges who should be invited. Finally, the names and addresses of the members of the Supreme Court are not listed upon the assumption that they will be invited in any case.
