Penzance Neighbourhood Plan: Status Update July 2020 APPENDIX 1 Background • In June 2018, an outline draft plan was produced and passed to Cornwall Council’s Neighbourhood Planning team for a brief review. At that point, a Community Link Group (CLG) was established, chaired by Councillor Cliffe. CLG comprises 9 people representing communities around the parish with a regular attendance of 3-6 town councillors. The role of the CLG has been to secure local engagement and to create a final draft, developed from the outline draft which properly reflected the needs and aspirations of local communities within the parish. The CLG met on a monthly basis from August 2018 until the end of 2019 Work carried out by CLG: August – December 2018 o Reviewing the outline draft; o Developing a plan structure and consultation process to ensure that the diverse nature of communities which make up the parish will be properly reflected in the NP; o Agreeing the proposed Aims and Objectives for the NP based on the outcome of prior consultation exercises and creating a handout and questionnaire to get feedback via EXPO 2018 and from community-based consultation exercises. This document is attached with this report. It remains the basis of the emerging draft plan at a parish-wide level November 2018 – May 2019 o Consultation programme across the Parish including Eastern Green, Gulval, Heamoor; Alverton; Treneere; Newlyn, Gwavas, Mousehole and Paul: o Presentations and discussion forums with CLG representatives o Parish-wide questionnaires on Aims and Objectives o Local questionnaires and community meetings o A separate 4 day consultation event was held on Penzance Town Centre and Waterfront May – December 2019 o Analysis of feedback from local consultations o Finalising plan structure o Agreeing key policy aims o Embedding local evidence to underpin parish-wide policies and ensure that policies carry weight at a local community level and not just on a parish-wide basis Penzance Neighbourhood Plan: Status Update July 2020 APPENDIX 1 o Drafting The Plan Structure of the plan (main sections) 1. Introduction 2. Planning Framework 3. Context 4. Vision and Core Objectives 5. Community Vision Statements 6. Objectives and Policies (each of the sections below is subdivided into: Objectives; Achieved by; Context; and Policies) a. Development, design and heritage principles b. Economy c. Penzance Town Centre and waterfront d. Newlyn e. Housing f. Green Infrastructure g. Natural Environment h. Coastal Vulnerability Drafting • Sections 1-4 were in place for the 2018 outline draft and now require editing • The Community Vision Statements have been produced and agreed at community level other than Newlyn which is still work in progress • Objectives and Policies: The Town Centre and Waterfront section is completed, subject to the required graphics (and is attached with this report); with the exception of Newlyn and Coastal Vulnerability, the remaining sections have all the required information, policy objectives and evidence in place but are still in “rough draft” form and require significant editing to be pulled into a readable shape. Work to Complete the plan We have been working with Cornwall Council’s Neighbourhood Plan support team to put together a work programme which will take the Penzance plan to referendum as soon as Government restrictions are lifted in May 2021. An important milestone along the way is the creation of a draft plan for inspection. At this stage, the plan then holds significantly more weight and can be taken into account in planning decisions. This is important for the community who’ve Penzance Neighbourhood Plan: Status Update July 2020 APPENDIX 1 been engaged in developing the plan and also to support the significant funding opportunities in prospect for Penzance – the Future High Street and Town Deal funds. Proposal to Penzance Town Council The CLG team requires support to take the plan to the stage at which it can be submitted to Cornwall Council and start the validation and inspection process: 1. Completing the drafting of the plan; and 2. Collating and cross referencing the substantial evidence base which has been built up to support the plan objectives and policies It is proposed that the NP budget brought forward from 2019/20 is used to procure the drafting and evidence analysis work required to do this. The attached Project Plan will form the basis of a procurement process which will be carried out in accordance with the Town Council’s financial regulations. The 2020/21 budget of £10,000 was granted to support the graphic design services required to go alongside the narrative in the plan document as well as the marketing/promotional materials and printing which will support the final consultation shortly prior to referendum.
