Specialists within the relevant ministries were considered as one of the most important groups of stakeholders. Meetings and consultations with authorities in the Ministry of Environmental Protection and Regional Development were organised to collect information on ongoing activities and projects. The individual discussions with specialists from the Department of Nature Protection, Department of Environmental Protection and Department of Tourism gave the necessary information for the report. Meetings, individual consultations and discussions with specialists from the Ministry of Agriculture were organised and that gave an important input to the process of preparation of this report. Scientists and experts within the field of biodiversity have been identified as another important group of stakeholders. Research activities on biological issues are concentrated in the Institutes and departments of University of Latvia. Experts of Institute of Biology, Department of Botany and Plant Ecology, Department of Zoology and Animal Ecology are carrying out important part of taxonomic research programmes. Studies of genetical diversity are also concentrated in the University of Latvia. National Botanical Gardens and Riga’s National Zoo are involved in ex-citu conservation programmes. Experts from all those institutions were interviewed, discussions and meetings were organised to compile the report. The analysis of National Programme on Biological Diversity, National Tourism Strategy, Forest Policy Plan, Agriculture Development Plan, existing legal system in the field of biodiversity was carried out to evaluate the current status of implementation of CBD, to make conclusions on priorities. Please provide information on any particular circumstances in your country that are relevant to understanding the answers to the questions in this report In the Republic of Latvia a relevant political and legal system for the successful implementation of the CBD has been developed. Necessary strategic documents and legal acts have been developed to reach the main goals of the Convention. On 5th June 1992, Latvia signed the CBG, which was ratified in 1995 by the Saeima (Parliament) of Latvia. This confirmed the willingness to adhere to the convention and to integrate it into national policy. In 1995, the Cabinet of the Republic of Latvia accepted the “National Environmental Policy Plan for Latvia”. The environmental Protection Policy goals, besides those regarding environmental quality, are to maintain the current level of biological diversity, ensure sustainable use of natural resources, and to create a basis for sustainable development. The policy envisages integration of environmental protection policy into all sectors of the economy (into economy in general as well as into sector strategic plans, 3 and policy) and to promote the public awareness of the issue. To co-ordinate implementation of State interests and international commitments, the Cabinet of Ministers (10th February 1999) accepted Regulation On Implementation of the 5th June 1992 Rio de Janeiro Convention on Biological Diversity, under which an inter-Ministry Commission was formed. The Cabinet of Ministers accepted National Programme on Biological Diversity as strategic document on 1st February 2000. The programme consists of Strategy Section and nature conservation action plan – list of Actions. This document formulates strategic goals and lists the main measures to solve the problems in the field of biological diversity. The COP has established programmes of work that respond to a number of Articles. Please identify the relative priority accorded to each theme and the adequacy of resources. This will allow subsequent information on implementation of each Article to be put into context. There are other questions on implementation of the programmes of work at the end of these guidelines. To what extent are the resources available adequate for meeting the obligations and recommendations made? a) Good b) Adequate c) Limiting d) Severely limiting 5 Further comments on work programmes and priorities Issues of the work programmes are included in the National Programme of Biological Diversity (accepted by The Cabinet of Ministers on 1st February 2000). This strategic document is the basis for implementation of work programmes in national conditions. National Programme consists on two sections: Section I. Nature Protection and Section II. Sustainable use of biological resources. Nature protection Action Plan (List of Actions of National Programme on Biological Diversity) is included in Appendix 1. of the National Programme. Inland water ecosystems are included in the Part 3. Rivers and lakes (Section I.) and Part 15. Fishery (Section II). Accepted strategic goals are: conservation of swiftly flowing river stretches, ensure the function of ecological corridors along rivers, protect fish migratory roots, prevent the loss of sensitive species and communities, maintain species diversity and richness. Planned actions foresee to develop methods of assessment and renewal techniques of freshwater habitats. Development of databases on river hydrological and lake morphometric parameters is planned. Main issues of programme on marine and coastal biodiversity are included in relevant parts of National Programme. Most important strategic goals of the Part 1. Baltic Sea and the Gulf of Riga are: prevent further decline of macrophyte beds, decline in diversity of marine communities and species and changes in natural structure of communities. The goals for the coastal biodiversity are listed in the Part 2. Beaches and dunes. The reduction of the degradation process of beach and dune ecosystems is the most important goal. Public awareness issues, development of monitoring programmes, establishing of marine and coastal protected areas, compilation of management plans for particular sites are planned actions within Action Plan to reach the goals. The goals for the fishery sector in the Part 15.Fishery are: maintain ecosystem and habitat diversity, species diversity and population productivity. Issues of agricultural biodiversity are included in two parts of Section I. Nature Protection: Part 6. Crop fields and Part 7. Meadows and pastures. Strategic goals in these parts are maintenance of typical plant and animal communities of crop fields, semi-natural grasslands and pastures, protection of local crop varieties and livestock breed. Strategic goals for agricultural sector are formulated in Section II. Sustainable use of biological resources Part 14. Agriculture. Among others two goals are particularly important: to maintain the traditional rural landscape and to prevent a decrease in coverage of semi-natural grasslands. Several activities are included in 2 parts of Biodiversity Action plan. For maintenance of biodiversity in crop fields the stress is made on public awareness activities: publishing of the Code of Good Agricultural Practice and popularisation of this practice. Several planned actions are connected with research (studies of soil biodiversity) and monitoring (bird monitoring).     Summary report of Latvia in accordance with article 7 of the Protocol on Water and Health Executive summary Targets in accordance with article 6.2 c), 6.2.d), 6.2.j) and 6.2.n) of the Protocol on Water and Health were prepared in 2017 jointly by the Ministry of Health (hereinafter - MoH) and the Ministry of Environmental Protection and Regional Development (hereinafter - MEPRD) of Latvia. These targets have been formally established within health and environment policy planning documents adopted by the Government of Latvia e.g. the Environmental Policy Strategy 2014-2020 and the Public Health Strategy 2014-2020. Many actions covered by other areas of article 6 of the Protocol are being carried out under relevant requirements of European Union legislation and are also specifically regulated by national legislation and policy planning documents as described in this report. In 2018 Latvia together with Estonia and Lithuania participated in the Consultation Process under the Protocol on Water and Health and received advice provided by the Protocol Committee in order to support implementing the provisions of the Protocol in Latvia. Regarding access to drinking water in 2012 82% of the population in Latvian agglomerations was provided with an access to drinking water supply that corresponds to the requirements of the legislation. In 2016 for 95,6 % of inhabitants in larger agglomerations (where population equivalent (p.e.) is above 2000) and 82,0 % of inhabitants in smaller agglomerations (p.e. is < 2000) an access to centralized water supply network was provided. In 2012, 79% of the population in Latvian agglomerations had an access to centralized sewerage networks.

Socioeconomic situation Inhabitants Provisional estimates show that, at the beginning of 2017 Latvia’s population accounted for 1, 95 million to 1, 97 million at the beginning of 2016. The indicator is still declining - by 14.6 thousand citizens in 2015 (decrease rate comprising 0.6% has fallen slightly, as compared to 0.8% in 2014). Since 1991, the natural increase in Latvia has been negative, and the number of deaths still exceeds the number of births. Population number decreases due to both negative natural increase and long-term migration (with the number of emigrants exceeding the number of immigrants). Woman are 54, 07 % of total population. At the beginning of 2015, 67.9 % of Latvia’s population lived in urban areas, more than a third or 32% of which resided in Riga, where population density accounted for 2 116 persons per km2 (31 pers./km2 on average in Latvia). Average population density rate in Latvia is 30 residents per km2. It varies among the regions, lowest population is in Vidzeme region (13 population per km2), while in Riga region 36 residents per km2 (or 97 res. /km2 if Riga is included). Ethnic composition In 2016 there were 61,8 % Latvians, 25,6% - Russians; 3,4% - Belarusians; 2,3% Ukrainians; 2.1% Poles; 1.2% Lithuanians; 0,3% Jews; 0,3% Roma; 0,1% Germans, 0,1% Estonians; 2,8% other nationalities. Language, average knowledge of foreign languages is among the highest in EU.

The origin of place names is a research topic for linguists (or onomasticians) and geographers, but since ancient times a wide range of people have also been inter- ested in the subject. As Latvia is the closest neighbour to both Lithuania and Estonia, they share, to a large extent, a common history, as well as – because of this fact – a number of borrowed common words and names. This article is based on the toponym- ical material included in the short dictionary of Latvian geographical names entitled “No Abavas līdz Zilupei” (“From Abava to Zilupe. The origin of Latvian geographical names”), which was compiled by Laimute Balode and Ojārs Bušs and published in Rīga in 2015. It offers insights into the contemporary situation of Latvian oikonyms as well as providing comparisons of the names of inhabited places with their historical names. Naturally there are ancient cities, such as Rīga; founded in 1201, it has had town privileges since 1225. Other examples include Valmiera and Cēsis, which were granted town privileges in 1323, and Aizpute, Kuldīga, Ventspils, which were granted town status in 1378. In addition, Ludza was recorded in historical annals as early as in 1173, but town privileges were not granted until 1777. Then we must also consider the newest towns of Latvia: Jūrmala has been recognised as a town since 1956 and several inhabited places – Aknīste, Cesvaine, Ķegums, Pāvilosta, Saulkrasti, Seda, Stende, and Vangaži – were adjudged as towns in the first years of the second independence – from 1991.

The Law on Ombudsman’s Office (formerly National Human Rights Office) mentions a “closed type institution” without providing a definition of the term. The Law on the Procedure of Holding Detainees provides for a definition of a short­term detention place 1. During the monitoring visits the Latvian Centre for Human Rights conducted in 2003­2006, 2 the LCHR came across several cases when heads of institutions did not consider their facilities to be places of detention, citing short duration of detention (detention rooms at border posts, small state police stations with cells for detention for up to 12 hours). Several of the municipal police 3 forces have short­term detention cells, which, have, thus far escaped the attention of international and domestic organisations, such as prosecutor’s offices and office of the Ombudsman (formerly National Human Rights Office). Consequently, in the case of police cells (holding detainees up to 12 hours) in small state police stations and municipal police stations there are no uniform regulations governing the standards of conditions of detention. On 20 September 2007 the Latvian parliament adopted amendments to the Law on Police in the 1st reading. Section 13 of the Law provides for the right of police officers when fulfilling their duties 4 to place detainees in temporary holding places (rooms).

E-mail: [email protected] Using a unique collection of 380 books recently discovered in San Francisco, California, the article explores and highlights the political and cultural activ- ities of Latvian socialists in Northern California around 1905. The article analyzes the structure and contents of the San Francisco socialist library and shows how, in a process of describing three different identifying marks or ownership stamps, it is possible to trace the development of three separate Latvian socialist libraries. The article provides an overview of the historical evolution of the three Latvian socialist groups to whom the libraries belong- ed: the Lettish Socialist Labor Section in San Francisco, the Lettish Social- Democratic Group of San Francisco and the Lettish Branch of the Socialist Party in San Francisco. As part of the historical overview, the most impor- tant aspects of the Latvian political emigration to the United States before and after the 1905 Revolution are described. Using novel data from the ge- nealogy research website Ancestry.com, the article draws a concrete picture of individuals involved. The author has attempted to trace the attitudes of the Latvian immigrant groups in San Francisco and the decisions they made in relation to the wider socialist movement in the United States.
