Summary Report of Latvia in Accordance with Article 7 of the Protocol on Water and Health
Summary report of Latvia in accordance with article 7 of the Protocol on Water and Health Executive summary Targets in accordance with article 6.2 c), 6.2.d), 6.2.j) and 6.2.n) of the Protocol on Water and Health were prepared in 2017 jointly by the Ministry of Health (hereinafter - MoH) and the Ministry of Environmental Protection and Regional Development (hereinafter - MEPRD) of Latvia. These targets have been formally established within health and environment policy planning documents adopted by the Government of Latvia e.g. the Environmental Policy Strategy 2014-2020 and the Public Health Strategy 2014-2020. Many actions covered by other areas of article 6 of the Protocol are being carried out under relevant requirements of European Union legislation and are also specifically regulated by national legislation and policy planning documents as described in this report. In 2018 Latvia together with Estonia and Lithuania participated in the Consultation Process under the Protocol on Water and Health and received advice provided by the Protocol Committee in order to support implementing the provisions of the Protocol in Latvia. Regarding access to drinking water in 2012 82% of the population in Latvian agglomerations was provided with an access to drinking water supply that corresponds to the requirements of the legislation. In 2016 for 95,6 % of inhabitants in larger agglomerations (where population equivalent (p.e.) is above 2000) and 82,0 % of inhabitants in smaller agglomerations (p.e. is < 2000) an access to centralized water supply network was provided. In 2012, 79% of the population in Latvian agglomerations had an access to centralized sewerage networks. -

Latvia is approximately 1% smaller than neighbouring Lithuania, but has only two-thirds the population, estimated at 1.88 million in 20202. The population has been falling steadily since a high of 2,660,000 in 1989 source: Eurostat). Geographical names policy Latvian is written in Roman script. PCGN recommends using place names as found on official Latvian-language sources, retaining all diacritical marks. Latvian generic terms frequently appear with lower-case initial letters, and PCGN recommends reflecting this style. Allocation and recording of geographical names in Latvia are the responsibility of the Latvia Geospatial Information Agency (Latvian: Latvijas Ģeotelpiskās informācijas aģentūra – LGIA) which is part of the Ministry of Defence (Aizsardzības ministrija). Cultural Diplomacy and Conflict Resolution Introduction In his poem, The Second Coming (1919), William Butler Yeats captured the moment we are now experiencing: Mere anarchy is loosed upon the world, The blood-dimmed tide is loosed, and everywhere The ceremony of innocence is drowned; The best lack all conviction, while the worst Are full of passionate intensity. As we see the deterioration of the institutions created and fostered after the Second World War to create a climate in which peace and prosperity could flourish in Europe and beyond, it is important to understand the role played by diplomacy in securing the stability and strengthening the shared values of freedom and democracy that have marked this era for the nations of the world. It is most instructive to read the Inaugural Address of President John F. Kennedy, in which he encouraged Americans not only to do good things for their own country, but to do good things in the world. The creation of the Peace Corps is an example of the kind of spirit that put young American volunteers into some of the poorest nations in an effort to improve the standard of living for people around the globe. We knew we were leaders; we knew that we had many political and economic and social advantages. There was an impetus to share this wealth. Generosity, not greed, was the motivation of that generation. Of course, this did not begin with Kennedy. It was preceded by the Marshall Plan, one of the only times in history that the conqueror decided to rebuild the country of the vanquished foe. -

Please read this before using this recommended guide! The following pages are being uploaded to the OSSAA webpage STRICTLY AS A GUIDE TO SOLO AND ENSEMBLE LITERATURE. In 1999 there was a desire to have a required list of solo and ensemble literature, similar to the PML that large groups are required to perform. Many hours were spent creating the following document to provide “graded lists” of literature for every instrument and voice part. The theory was a student who made a superior rating on a solo would be required to move up the list the next year, to a more challenging solo. After 2 years of debating the issue, the music advisory committee voted NOT to continue with the solo/ensemble required list because there was simply too much music written to confine a person to perform from such a limited list. In 2001 the music advisor committee voted NOT to proceed with the required list, but rather use it as “Recommended Literature” for each instrument or voice part. Any reference to “required lists” or “no exceptions” in this document need to be ignored, as it has not been updated since 2001. If you have any questions as to the rules and regulations governing solo and ensemble events, please refer back to the OSSAA Rules and Regulation Manual for the current year, or contact the music administrator at the OSSAA. 105 SOLO ENSEMBLE REGULATIONS 1. Talking to the Taliban 2011 – 2012: A Reflection BY MARC GROSSMAN hen then Secretary of State Hillary Clinton asked in early 2011 if I would become the United States’ Special Representative for Afghanistan and Pakistan (SRAP) – after the W sudden death of Ambassador Richard Holbrooke, the first SRAP – she described the foundations Ambassador Holbrooke had laid to manage one of the most challenging tasks facing the nation. Secretary Clinton also said that she wanted to continue the experiment: having the SRAP organization prove that the “whole-of-government” philosophy – the idea that the United States must employ expertise and resources from all relevant parts of government to address the nation’s most important challenges – was the right model for 21st century diplomacy.2 The SRAP team brought together experts from across the U.S. Government (and included several diplomats from NATO countries) to develop and implement integrated strategies to address the complex challenges in Afghanistan, Pakistan, and the region. Among the first things I learned when I arrived at my desk in February 2011, was that an allied government had put the United States in contact with someone who seemed to be an empowered representative of the Taliban, the Afghan insurgent group which the United States had removed from power in 2001, but which had ever since kept up a deadly war against Afghans, Americans and our allies, friends and partners.3 The contact was preliminary, but many in the White House and on the SRAP team hoped that this connection might open the door for the conversation everyone knew would be required if there were ever to be peace in Afghanistan: Afghans talking to other Afghans about the future of Afghanistan.
