UVOD Razvoj turizma ovisi o ekonomskim i društvenim kretanjima u nacionalnim i međunarodnim okvirima. Stoga njegov razvoj treba biti usklađen s dugoročnom nacionalnom politikom, politikama srodnih područja i sektora, ali i politikama Europske unije. S dobro artikuliranom vizijom, prepoznatim strateškim područjima i jasnim planom djelovanja, turizam se treba, inicijalno, uklopiti u postojeće strateške smjernice te, postupno, utjecati na kreiranje budućih nacionalnih i europskih

Welcome! Dear participants, we would like to welcome you and thank you for choosing the location in Croatia for your participation in the EUROPAN 15 competition. This year, our national organization has offered the location of the former barracks in the city of Karlovac for considering the possibilities of urban transformation in the context of the main competition topic - Productive city. Karlovac is the ninth largest city in Croatia, located at the place where the lowland meets the highlands, on an important traffic route and a strategic point that determined its formation exactly 440 years ago. The city is proud of its four rivers, military and industrial heritage, numerous parks and green spaces that contribute to the image of a pleasant city. As a powerful industrial city, Karlovac has a tradition of a productive city, and its strategic position required the presence of a numerous military facilities. This military history lasted until recently, and the wounds from the war in the early 1990s are still fresh. Former military locations within the urban fabric are now vacated and seeking new programmes. Karlovac shares the problems of other Croatian cities, the most notable of which are unfavourable demographic trends, economic crisis and emigration of young and educated people. However, Karlovac also shares the optimism inspired by Croatia’s accession to the European Union and the possibilities that this integration offers. One of the great spatial possibilities for the future development of Karlovac is the area of the abandoned “Luščić” barracks, located not far from the city centre and within the main urban axis that has been planned as the main axis of the spatial development of the city since the middle of the last century.

EXKURSIONSTAG [Von ZAGREB nach KRK]: Zagreb →→→ Karlovac →→→ Stara Vrata →→→ Karlobag →→→ Senj →→→ Dobrinj →→→ Vrbnik →→→ Njivice Pünktlich um 08:30 reisen wir vom Hotel Laguna in Richtung Karlovac ab. Gegen den Stadtrand hin kommen wir an „Zagreb 2000“ vorbei, dem Stadtteil „Novi Zagreb“, einem Stadterweiterungsprojekt mit dem riesigen Freizeitzentrum „Jarun“. Bald geht es über das Hügelland der Vukomeri čke gorice und weiter durch das flache Aufschüttungsgebiet Pokuplje an der Kupa, die lange als Grenzfluss Slowenien – Kroatien fungiert. Das Pokuplje ist wegen des hohen Grundwasserstandes von Natur aus ein Feuchtgebiet und daher nur eingeschränkt landwirtschaftlich nutzbar. In jugoslawischer Zeit wurden zwar Meliorierungsmaßnahmen getroffen, doch scheint diesen kein durchschlagender Erfolg beschieden gewesen zu sein, sodass man heute – wohl auch als Folge des Wandels der agrarischen Besitzverhältnisse im Zuge der Transformation – auffallend viele brach liegende und von Verbuschung betroffene Flächen sieht. Rechts von uns (im N) erhebt sich die abwechslungsreiche Gebirgslandschaft Samoborsko gorje, Teil des Naturparks Žumberak- Samoborsko gorje (30km südwestlich von Zagreb, als Naherholungsraum geschätzt). Gegen S zu (südlich von Karlovac, zu beiden Seiten der Korana) erstreckt sich der Kordun, ein von den Osmanen weitgehend devastiertes und später von Serben neu besiedeltes Gebiet (noch heute mit serbischer Minderheit). Trgovinske intendanture u Trstu, koja je od 1748. do 1776. provodila merkantilističku gospodarsku politiku, u austrijskoj i njemačkoj verziji poznatu kao kameralizam. Autorica se pita kako se taj gospodarski sustav odrazio na gospodarski život u Senju i Karlobagu. koji su tijekom stvaranja jedinstvenoga gospodarskog prostora jadranskih zemalja "inkorporirani" u taj prostor nazvan "Litorale austriaco". Nalazi istraživanja navode na zaključak da je glavna značajka merkantilizma centralističko, uniformno i dirigirano planiranje i vođenje gospodarske politike iz bečke središnjice, bez sudjelovanja lokalnog stanovništva i bez obzira na regionalne potrebe i osobitosti. Gospodarstvo su vodili državni činovnici; oni nisu poticali privatno poduzetništvo. Stanovništvo je na tu politiku reagiralo pasivno ili pružajući otpor. No ipak. merkantilistički su projekti bili temelji i preduvjeti za gospodarske pothvate, koji su se mogli ostvariti tek nakon napuštanja merkantilističkog sustava. OKVIRNI UVJETI Jadranska orijentacija habsburške politike 29. 11. 1752. grad Senj (zajedno s Karlobagom) biva inkorporiran u zajednicu nazvanu "Litorale austriaco" ili "Austriacum litorale".
