    UEF-SPINELLI GROUP MANIFESTO 9 MAY 2021 At watershed moments in history, communities need to adapt their institutions to avoid sliding into irreversible decline, thus equipping themselves to govern new circumstances. After the end of the Cold War the European Union, with the creation of the monetary Union, took a first crucial step towards adapting its institutions; but it was unable to agree on a true fiscal and social policy for the Euro. Later, the Lisbon Treaty strengthened the legislative role of the European Parliament, but again failed to create a strong economic and political union in order to complete the Euro. Resulting from that, the EU was not equipped to react effectively to the first major challenges and crises of the XXI century: the financial crash of 2008, the migration flows of 2015- 2016, the rise of national populism, and the 2016 Brexit referendum. This failure also resulted in a strengthening of the role of national governments — as shown, for example, by the current excessive concentration of power within the European Council, whose actions are blocked by opposing national vetoes —, and in the EU’s chronic inability to develop a common foreign policy capable of promoting Europe’s common strategic interests. Now, however, the tune has changed. In the face of an unprecedented public health crisis and the corresponding collapse of its economies, Europe has reacted with unity and resolve, indicating the way forward for the future of European integration: it laid the foundations by starting with an unprecedented common vaccination strategy, for a “Europe of Health”, and unveiled a recovery plan which will be financed by shared borrowing and repaid by revenue from new EU taxes levied on the digital and financial giants and on polluting industries.

During the campaign for national elections in February 2018, the police arrested right-wing extremist Luca Traini after injuring six migrants in the city of Macerata in central Italy. A few weeks later, in March, the general elections marked the success of Luigi Di Maio’s M5s (Five Star Movement) and Matteo Salvini’s LN (League) and relegated the parties that dominated the previous phase – PD (Democratic Party) and FI (Go Italy) – and their leaders – Matteo Renzi and Silvio Berlusconi- to the margins of Italy’s party system. Since no political coalition or party won an outright majority at the elections, the elections resulted in a hung parliament. After three months of negotiations, the LN and M5S eventually managed to strike the deal that set up the first Conte government. While the issue of migration shaped public debates and policymaking, putting Italy’s bilateral relations with France under strain, the Italian government’s difficulty to pass the 2019 budget plan triggered tensions with the EU commissions and instability on the financial markets. Election report The general election was the most important political event of the year. The election was called in March and during the electoral campaign right-wing extremist Luca Traini injured six migrants in the city of Macerata. The turnout was 72.9 per cent, the lowest in history. This was the result of a general mood of discontent and distrust towards politics.

    Milano, 23 settembre 2020 Signor Presidente del Consiglio, Signori Ministri, ci appelliamo al Governo affinché i provvedimenti di tassazione degli imballaggi in plastica monouso e dello zucchero contenuto nei soft drink siano cancellati. A un contesto di consumi stagnanti si intreccia in questi mesi l’impatto negativo di Covid-19 su imprese e famiglie. Un ulteriore onere fiscale avrebbe gravi conseguenze su dinamica della domanda, produttività, livelli occupazionali e in generale sulla ripresa del Paese. L’imposta sulla plastica si aggiungerebbe al contributo destinato al sistema nazionale per la raccolta differenziata degli imballaggi. Stimiamo un esborso di 2 miliardi l’anno, per altro non finalizzato a una migliore gestione del ciclo dei rifiuti da imballaggio. La sugar tax avrebbe effetti negativi sulla dinamica del mercato dei soft drink zuccherati, che nell’ultimo decennio ha perso il 25% dei volumi. Lo sviluppo sostenibile e la corretta alimentazione sono priorità strategiche per l’Industria dei Beni di Consumo e per Federalimentare. In questi anni abbiamo profuso ingenti investimenti per ridurre l’utilizzo delle materie plastiche, potenziare il riciclo, sperimentare imballaggi alternativi e introdurre formulazioni di prodotto a ridotto tenore di zucchero. Di questo sforzo non ci pare si stia tenendo conto. Lascia inoltre perplessi che si vogliano orientare fiscalmente i consumi, prescindendo dal fatto che non esistono alimenti buoni o cattivi in assoluto, ma regimi alimentari corretti o scorretti. Ci permettiamo infine di aggiungere che, in base agli esiti dei tavoli di lavoro aperti al MEF per la definizione dei decreti inter-direttoriali tecnici, risulta evidente la presenza di una miriade di problemi tali da creare serie complicazioni sia alle aziende contribuenti che agli enti controllori, e che richiederanno tempi adeguati per trovare le migliori soluzioni tecniche.

    1 Governo, ecco la lista dei 21 ministri del Conte bis, nessun ligure di Redazione 04 Settembre 2019 – 16:43 Ventuno ministri, di cui 10 appartenenti al Movimento 5 Stelle, nove al Pd, un tecnico e un esponente di Liberi e Uguali. Sette le donne. Giuseppe Conte ha sciolto la riserva e ha annunciato la lista dei ministri del suo nuovo governo, che giurerà domattina. Nessun ligure nella lista, dopo il passo indietro dello spezzino Andrea Orlando, che era dato tra i papabili, ma la decisione di presentare un solo ex ministro, alla fine ha favorito Dario Franceschini, che è tornato al Mibact (la delega del turismo torna dal ministero dell’Agricoltura a quello dei Beni culturali). Orlando, proprio ieri su Facebook aveva scritto: “Ringraziando Zingaretti per la proposta ho declinato per due ragioni. La prima è che, come ripeto da settimane, la nostra richiesta di discontinuità implica la necessità di una forte innovazione anche nella nostra compagine. E non si può chiedere ad altri quello che non si è in grado di chiedere a noi stessi. La seconda, la più importante, è che credo che la scommessa che stiamo facendo si gioca in larga parte nella società e in questo senso sarà determinante il ruolo del nostro partito. Rimanere a dirigerlo è per questo un onore ancora più grande e parte integrante della battaglia che dovremo condurre insieme”. Il tecnico è Luciana Lamorgese, dal 2017 prefetto di Milano, dal 2013 ricopriva il ruolo di capo di Gabinetto del ministro dell’Interno. Sarà lei a prendere il posto di Matteo Salvini.
